HomeMy WebLinkAbout1990-09-10 - MinutesPRAB REGULAR MEETING SEPTEMBER 10, 1990 The meeting was called to order by Rodney Ryan at 5:15 p.m. in room 326 in the City Administration Building. Members Present: Alexander, Anderson, Colwell, Kimbrough, Robertson, Ryan, Staff Present: Clark, Cox, Edmonston Guests Present: David Cox, Harry Gray, David Murphy BUSINESS: I. ARCHERY RANGE David Murphy of the Black Hawk Archery Club stated they would le relocated by the November 1 deadline Clark set. A new location has not been found. The suggestions by PRAB were Combs, Lake Sequoyah, or Lake Wilson. The area should be able to accommodate over 100 people and 50 parking places during meets. Murphy stated the two principal reasons for the archery club are to provide a controlled environment and to educate. II. GREEN SPACE Green Meadows Addition Harry Gray, NW Engineers and Owners Dr. and Mrs. Floyd Harris were present to discuss the possibility of a land dedication. PRAB felt that a neighborhood park was needed in the area. The park would be approximately 3/4 miles from Davis Park. PRAB discussed the financial and maintenance aspects of establishing a new park. PRAB also talked about linking the land to Davis Park. Because the status of Davis Park development is not known at this point, PRAB decided to wait until the new master plan of the Parks Division is established. MOTTON APPROVED UNANIMOUSLY 6-0 Cotner Subdivision Owner/Developer: Warren Cotner Location: S of Hwy 112 Park District: NW Single Family Units: 7 Green Space Land Dedication: .09 acres Money in Lieu: $735 MOTION: COLWELr,/RIMRR000H The PRAB recommends to the Planning Commission to accept money, $735, in lieu of a land dedication for the green space requirement of Cotner Subdivision. MOTTON APPROVED UNANIMOUSLY 6-0 } PRAB Page 3 Keating Estates West Owner/Developer: Richard, George, & Stella Keating & Joan MacIntosh Location: S end of Gulley Park on Township Road Park District: NE Single Family Units: 9 Green Space Land Dedication: .1125 acres Money in Lieu: $945 MOTION: ALEXANDER/COLWRLL The PRAB recommends to the Planning Commission to accept the land dedication of .1125 acres as the green space requirement of Keating Estates West. MOTTON APPROVED UNANIMOUSLY 5-0 (Robertson Absent) Discussion: PRAB stated that the additional land by the Gulley Park entrance on Township would provide further beautification to the entry way and would allow expansion of the parking area. Both the Keating Estates and Gulley Park will need water. The Parks Division offered to pay $1,500 for the water line to come from Green Space Funds. Winwood Baptist Church negotiated for the City to pay $2,000. Clark reported the Parks counter offer to accept the land dedication plus $1,500 (from the Green Space Funds) to assist in building the water line to the Park and subdivision. III. GREEN SPACE ORDINANCE REVISION DISCUSSION Connie Edmonston reported that she had discussed omitting the four park districts from the Green Space Ordinance with Jerry Rose, Ernie Jacks and Larry Woods. They all concurred that the courts would only allow for the green space funds to be spent in the park district that they were collected in order to serve the subdivision's needs. Further discussion and recommendations of the Green Space Ordinance will be made at the next PRAB meeting. IV. WILSON PARK CITY POOL REPORT Connie Edmonston reported that the City Pool's attendance in 1990 set records. The total attendance was 39,588 (average daily 400), compared to 25,528 (average daily 280)last year. Income was substantially higher at $63,661 compared to $46,065 collected in the 1989 season. There was over 1,000 participants enrolled in the PRAB Page 4 swimming lesson program. Attendance and revenues were high because of the Youth Center Indoor Pool and the Springdale Municipal Pool being closed for the summer. (See attached monthly report, year end report, yearly comparison report) V STATE SOFTBALL SURVEY RESULTS Edmonston reported that on August 24, 25, and 26, Lake Fayetteville Softball Complex hosted the State 35 Years & Older Mens Softball Tournament. Twenty-two teams entered the tournament with nineteen teams being out of town. The survey concluded that 589 players and spectators were attracted to Fayetteville for the State Tournament. Total revenues spent by the teams for the weekend tournament totalled $26,562 (Lodging $10,355; Meals/beverages $11,818; Gasoline $4,389) This survey did not include cost of recreation and merchandise purchased in Fayetteville. This would bring in a substantial amount of revenues into the City in addition to the estimated $26,562 spent for the State Softball Tournament. (See attached State Softball Survey Results) VI. PARK FEE STUDY Tabled until next meeting. VII. OTHER BUSINESS William Kimbrough suggested that the Parks Division investigate into selling land.
