HomeMy WebLinkAbout1990-08-20 - MinutesPRAB REGULAR MEETING AUGUST 20, 1990 The meeting was called to order by Rodney Ryan at 5:00 p.m. 326 of the City Administration Building. Members Present: Staff Present: Guests Present: BUSINESS: Alexander, Robertson, Anderson, Colwell, Kimbrough, Ryan, White Cox, Edmonston David Cox, Ron Wood in room WHITE/COT WRJ.c The Minutes from the August 6, 1990 meeting were approved unanimously with the following change: Waselues was present, White was absent. MOTION APPROVED UNANIMOUSLY 5-0 II. NEXT PRAB MEETING It was decided that due to the Labor Day Holiday and the fact that there are five Mondays in October, the PRAB meetings would be the 2nd and 4th Monday in September and October. III. ARCHERY RANGE - Lake Fayetteville Hwy 265 Neighbors have found arrows in their front yards from the Archery Range which is located behind their houses. Clark would like to give the Archery Club a November 1, 1990 deadline to find a new location. PRAB suggested to look for better locations. IV. REVISED PARKS FEES: See Attached fee recommendations from the fee committee consisting of Colwell and White. PRAB requested that Parks Staff estimate the revenues from the proposed fee increases. The fee recommendation will be reviewed at the next PRAB meeting. Green Space Fees The question arose as to whether the money had to be spent in certain quadrants as the current ordinance states. Edmonston will review the ordinance with the NW Regional Planning Office and the City Attorney. Pool Concessions Cox asked why Pool Concessions were down this month. Reasons were that prices had been raised, attendance was down, and the concession stand had closed early on account of the low attendance. PRAB requested that Parks Staff investigate outside contractors for the pool and ballpark concession. PRAB Page 2 LAKE FEES Robertson stated that if fishing prices were raised, money would be lost due to the fact that there are free places to fish in Northwest Arkansas. V PARKS MAINTENANCE COMMITTEE Ryan asked for a committee to review the Parks Maintenance structure and operating procedures and to submit a report to the PRAB. Committee: Robertson, Alexander, Kimbrough, Ryan, Cox OTHER BUSINESS: Cox stated that the recycling center has compost available if it is needed for any projects or soccer fields. Edmonston reported that Doris Culver from Lifestyles is applying for a grant for the Parks Department to purchase handicapped equipment for Parks. Anderson requested sidewalks around Wilson Park. Cox reported that Scott Linebaugh has received calls on mowing at Ridgeway and would like another public meeting to be held. $OTTON:ALRYANARR/ROBRRTSOR The PRAB recommends to wait to hold a public meeting until results have been received from the vegetation management committee on Ridgeway. Alum STATE SLOWPITCH TOURNAMENT LAKE FAYETTEVILLE SOFTBALL COMPLEX AUGUST 24, 25, & 26 1990 I. SURVEY RESULTS Eight teams were randomly selected from the possible twenty- two teams. Suggestions: Concession stand is unbearably hot. Fences need to be 6 ft. high. Need to keep golf balls off field 2. Cover bleachers on field 2. Need more shade for stands. Fields should be 300 ft. CONCLUSIONS Assuming this was a true random sample of the teams and spectators attending the state tournament, the following assumptions were made. 1. Number of out-of-town softball players attracted to Fayetteville: 13 x 19 teams = 247 2. Number of out-of-town softball spectators attracted to Fayetteville: 18 x 19 teams = 342 3. Total number of players and spectators attracted to Fayetteville for the State Slowpitch Softball Tournament: 589 Players and Spectators 4. Teams traveled an average trip of 348 miles to attend the State Tournament in Fayetteville with an average of $231 spent, per team, on gasoline. 5. For a weekend State Tournament consisting of 3 days, teams usually spent 2 nights in Fayetteville, with an average cost of $545 per team on lodging. *Money predicted to be spent for lodging teams for a State Tournament: $545 x 19 teams = $10,355 6. Average cost of meals for a team was $478. *Money predicted to be spent for meals while attending a State Tournament: $478 x 19 teams = $9,082 7. Average cost of beverages for a team was $ 144 *Money predicted to be spent for beverages while attending a State Tournament: $144 x 19 teams = $2,736 Total average of money spent on meals and beverages per team was $622. *Total money predicted to be spent for meals and beverages while attending a State Tournament: $622 x 19 teams = $11,818 STUDY ANALYSIS Based upon the survey conclusions, the following revenues were predicted to be collected in Fayetteville while hosting the State Slowpitch Softball Tournament on August 24, 25, & 26, 1990. Assuming these results adequately represent revenues collected in a city while hosting a state softball tournament, further predictions can be made with the results of the average cost per team. 1. A total of 589 players were attracted to Fayetteville for the State Softball Tournament August 24, 25, 26, 1990. 2. Total revenues spent on the weekend tournament:$ 26,562 Lodging: Meals/Beverages: Gasoline: $10,355 $11,818 $ 4,389 This survey did not include cost of recreation and merchandise purchased in Fayetteville. These would bring in a substantial amount of revenues into the City in addition to the predicted $26,562 spent for the State Softball Tournament.
