REGULAR MEETING
MAY 21, 1990
The meeting was called to order by Rodney Ryan at 5:00 p.m. in
326 in the City Administration Building.

ALEXANDER/ROBERTSON
I. The minutes from the May 7, 1990 minutes were approved
with the following correction from item II:
The Sweetser property item was tabled until the
Gulley Park facilities committee meets on May 14,
concerning the waterline.
II. LEVERETT PTO REQUEST FOR ADDITIONAL PARK LAND
This item was tabled until City Board makes a decision
on the rezoning of the property joining Leverett School.
III. SWEETSER PROPERTY
Many homeowner's in the area between Gulley Park and
Sweetbriar Park presented their reason's for the City not
to make the trail, running from Gulley Park to Magnolia
Street, a public park. Joyce McAnn asked what
stage the Parks Department is at with this property.
Ryan assured her that the PRAB has not made any decisions
but have only viewed the area. McAnn continued with
reasons why this should not be a public park trail:
1. The flood problem would be the City's problem.
2. This area would be an ideal spot for possible
vandalism.
Shay Lastra commented on how severe the erosion is and
presented pictures. She stated that this could be a very
dangerous place for children to play.
Dorothy Maguire presented additional pictures. Max
McCann stated that he and his neighbors are totally
against a park. They have maintained the land for years.
Jeff Ward commented that he likes the idea of Gulley Park
but cannot see a reason for a trail connecting Gulley and
Sweetbriar. It would bring the value of the surrounding
property down. Clark thanked everyone for coming and
stated that they would be informed before a decision is
made.

V. FEE REVIEW
David Cox, Transportation Manager, requested that the
PRAB review user fee's for the Parks Department. The
boatdocks are consuming $30,000 a year and Cox
recommended that the closing of Lake Sequoyah be
considered. Ryan stated the committee will review these
fee's. Robertson commented that if prices are raised too
high at the pool, it will cut some lower income children.
White inquired to compare Fayetteville's pool prices to
other cities. Edmonston stated that the Arkansas
Extension service completed a survey in 1989 and
Fayetteville lies within the median of the admission
prices for a pool. She also stated that the prices for
this year have already been publicized. Ryan stated that
the recreation is for the people not the money. Clark
stated that he was not against self-sufficient programs
but he does not want to shut any kids out.

The budget committee will review all fees and make
recommendations by August 1, 1990

VI. BOND DISCUSSION
Clark explained bond numbers 5 and 9 were for the Youth
Center pool and the Parks Department. He stated that the
Youth Center Board is distributing fliers informing
people of the issues.
VII. GULLEY PARK
The facilities committee met with the Assistant City
Engineer Sid Norbash at Gulley Park to discuss the price
of a water line. The item was tabled pending upon
gathering more information.
VIII. GREEN SPACE ORDINANCE
The new ordinance was reviewed by the PRAB. Edmonston
reported that after a recent survey of other city's green
space fees ours are considerably lower. The PRAB budget
committee will review Park fees. Anderson requested that
the Green Space projects be discussed at the next PRAB
meeting.
IX. BRYCE DAVIS PARK
A public meeting will be scheduled for the citizen's
ideas on what should be developed in Bryce Davis Park.
