Members present: Alexander, Anderson, Colwell, Robertson, Ryan, Waselues, White Staff present: Guests present: BUSINESS: Clark, Briggs Cox, Edmonston Skulman, Ron Wood room Kimbrough, MOTION:ROBERTSON/ALEXANDER ' I. The minutes from the April 16, 1990 meeting were approved with clarification to item number III as follows in item number III below. II. "a ..t atiuK MOTION:ROBERTSON/COLWELL The Parks and Recreation Advisory Board requests to the City Planning Commission to postpone further discussions on the Leverett school property until Leverett patrons have been given the opportunity to explore alternatives. MOTION APPROVED UNANIMOUSLYd. - The following discussion was made by the Parks Board concerning the land as a public park. 1. The property on the corner of Garland and Wedington is not on the Park Master Plan for the City of Fayetteville. 2. The Parks and Recreation Department budget will not permit the purchase on maintenance of this property as a park. The Parks and Recreation Department quite possibly will be required to reduce its budget by 107. and close one park. 3. Payments will be made on the purchase of Gulley Park for the next eight years. PRAB page 2 4. Green Space funds have been allocated for park improvements/facilities in the park quadrant where they were collected. 5. Members of PRAB were made aware of your meeting on May 14. It was our thought that efforts to visit with the property owner would be completed before that date and a decision made on the matters of dedication. 6. Should this property be dedicated as park land, then this board would be involved in making a recommendation to the City Board of Directors. The PRAB suggested that the School Administration should be involved with the extension of school property and the effects of rezoning concerning the school. IV. VOLLEYBALL Briggs Skulman from the Ozark Volleyball Club requested help to replace the sand at Lake Fayetteville South Volleyball pits this year. Clark stated that the Parks Department would supply the heavy equipment needed to spread the sand if the club would provide the sand. Mr. Skulman had stated that the west court at Lake Fayetteville South needs a drain so that the courts may be utilized for summer tournaments. The Volleyball Club also expressed their interest to PRAB for their involvement in the design of the gymnasium volleyball courts and outdoor sand volleyball courts at Gulley Park when the planning stages begin. The club would contribute volleyball equipment for the facilities at Gulley Park. V. BOND REFERENDUM PRAB discussed that they would distribute flyers to promote the Bond Referendum for Park Improvements, Item number 5 and the Youth Center Pool Renovation, Item number 9. VI. GREEN SPACE Sexton Point Owner/Developer: Lindsey Family Trust Location: Hwy 265, East of Paradise Valley Park District: NE Units: 2 Land Dedication: .03 acres Money in Lieu: $210 VII. PRAB page 3 Park Place Phase IV Replat Owner/Developer: Jim Lindsey Location: Hwy 45 and 265 Park District: SE Units: 18 Land Dedication: .23 acres Money in lieu: $1,890 Park Place Phase V Owner/Developer: Jim Lindsey Location: Hwy 45 and 265 Park District: SE Units: 24 Land Dedication: .3 acres Money in lieu: $2,520 Park Place Phase VIII Owner/Developer: Jim Lindsey Location: Hwy 45 and 265 Park District: SE Units: 43 (Increased from 33 last meeting) Land Dedication: .54 acres Money in lieu: $4,515 MOTION:WASELUES/ROBERTSON The PRAB recommends to the Planning Commission to accept money in lieu of the land dedication on Sexton Point, Park Place Phase IV, V, and VIII. MOTION APPROVED UNANIMOUSLY 6-0 Leverett Terrace Townhouse Owner/Developer: P.R. Green Trust Location: Corner of Leverett and Poplar Park District: SE Units: 34 Multi and 14 Single Land Dedication: .55 acres Money in lieu: $4,675 MOTION: ROBERTSON/WASELUES The PRAB recommends to the Planning Commission to accept money in lieu of land dedication in the amount of $4,675 for Leverett Terrace Townhouse. MOTION APPROVED UNANIMOUSLY 6-0 FACILITIES REPORT -ALEXANDER The lot west of the creek at for a parking lot. The area lot, but there is no funding. Walker Park North Field four was viewed as a multi-purpose field for soccer and tee -ball. With portable equipment, the committee found both sports to be compatible. Both the Soccer League and Little League will need to coincide schedules. The scheduling of games will have priority over practices. OTHER BUSINESS Edmonston reported that the dance recital has been moved to May 31, 1990 at Ramay Junior High. MOTION APPROVED UNANIMOUSLY 6-0.
