HomeMy WebLinkAbout1990-03-19 - MinutesPRAB REGULAR MEETING MARCH 19, 1990 The meeting was called to order by Rodney Ryan at 5:00 p.m. in room 326 of the City Administration Building. Members present: Staff present: Guests present: BUSINESS: Alexander, Robertson, Anderson, Colwell, Kimbrough, Ryan, Waselues, White Clark, Cox, Edmonston Ron Wood MOTION:ALEXANDER/ROBERTSON I. The minutes from the March 5, unanimously. II. 1990 meeting were approved RIDGEWAY DISCUSSION Approximately fifty residents attended the public meeting and many suggestions were made. The overall opinion was to continue the present maintenance program. POOL REPORT Clark reported that the Youth Center pool had been closed until renovation are completed due to the possibility of structual failure. The University of Arkansas has agreed to let the Youth Center use their old pool for Spring Break swim lessons and for aerobics and swim team practice until May 1, 1990. Edmonston stated the City Pool will be much busier this summer due to the closing of the Youth Center Indoor Pool and the Springdale Municipal Pool. Therefore, staff recommends that the City Pool needs to be opened on Memorial Weekend. IV. PLATT REVIEWS Name: Emerald Subdivision Owner Developer: J.B. Hays Location: East of N. College and North of Westview Drive Park District: NE Number of Units:18 Land Dedication: .1B acres Money in lieu: $1,530 PRAB Motion: ROBERTSON/COLWELL The PRAB recommends to the Planning Commission to accept money of $1,530, in lieu of the land. MOTION APPROVED UNANIMOUSLY 8-0 PRAB PAGE 2 Name: Cambray Subdivision Owner Developer: Jerry Sweetser Location: West of Old Missouri, between Zion Road and Joyce Street Park District: NE Number of Units: 15 Land Dedication: .19 acres Money in lieu: $1,575 PRAB Motion: ROBERTSON/ALEXANDER The PRAB recommends to the Planning Commission to accept money of $1,575, in lieu of the land. MOTION APPROVED UNANIMOUSLY 8-0 Name: Mount Comfort Air Park Owner Developer: Floyd R. Harris and Madelyn Harris Location: Corner of Mount Comfort and Rupple Park District: NW Number of Units: 27 Land Dedication: .34 acres Money in lieu: $2,835 PRAB Motion: ALEXANDER/KIMBROUGH' This platt was tabled due to the fact it has been tabled by the Planning Commission at the present time. MOTION APPROVED UNANIMOUSLY 8-0 Name: Rudy Hatcher Owner/Developer: Rudy Hatcher Location: South of Fairview Cemetery off of Mission Blvd Park District: NE Number of Units: 11 Land Dedication: 14 acres Money in lieu: $1,155 PRAB Motion: ROBERTSON/WASELUES The PRAB recommends to the Planning Commission to accept money of $1,155, in lieu of the land. MOTION APPROVED UNANIMOUSLY 8-0 PRAB PAGE 3 Name: Skyline Estates Owner/Developer: Dallas & Dee Wright Location: North of Fayetteville Country Club Park District: SE Number of Units: 15 Land Dedication: .1.19 acres Money in lieu: $1,575 PRAB Motion: COLWELL/WHITE The PRAB recommends to the Planning Commission to accept money of $1,575, in lieu of the land. MOTION APPROVED UNANIMOUSLY 8-0 Name: Stonebridge Subdivision Owner/Developer: Larry Robbins Location: North of Hwy 16E. off Stonebridge Road Park District: SE Number of Units: 11 Land Dedication: .14 acres Money in lieu: $1,155 PRAB Motion: COLWELL/ALEXANDER The PRAB recommends to the Planning Commission to accept money of $1,155, in lieu of the land. MOTION APPROVED UNANIMOUSLY 8-0 V. GREEN SPACE REPORT Edmonston reported that she is still working with the City Attornery on the ordinance for the date that Green Space monies must be spent. Commercial property cannot have a Green Space fee but maybe a landscape fee. Edmonston will report back on this information. VI. CHAMBER OF COMMERCE REPORT Colwell reported that he is on the Livability Committee and asked for any suggestions on community organizations working together. VII. RFQ FOR GULLEY PARK The need priorities for Gulley Parks are listed in the following order: 1. Hard Surfaced Trail 2. Parking Lot or Spaces 3. Park Signage 4. Fencing 5. Bridges 6. Playground Apparatus 7. Picnic Tables (minimum of 10 locations) 8. Pavilion 9. Sand Volleyball Courts 10. Horseshoe Pits PRAB PAGE 4 MOTION:ALEXANDER/WHITE The PRAB recommends to the City Board of Directors that a landscape Architect be hired for the Gulley Park layout and construction documents of the trail, parking lot, park signage, fencing, bridges, playground apparatus, picnic tables, pavilion, sand volleyball courts, and horseshoe pits. The monies are to be allocated from the Green Space Escrow Account. MOTION APPROVED UNANIMOUSLY 8-0 OTHER BUSINESS: A public meeting needs to be planned for the conceptual plan for Bryce Davis Park.
