REGULAR MEETING
NOVEMBER 6, 1989
The meeting was called to order by Charlie Sego at 5:00 p.m. in
room 326 in the City Administration Building.
Members present: Alexander, Colwell, Lucas, Melton, Ryan, i$e4tcn,

BUSINESS:
I. MOTION:RYAN/WAITE
The minutes from the October 24, 1989 meeting were
approved unanimously 7-0.
BOARDSAILING AT LAKE FAYETTEVILLE
II. Kurt and Anna Horner were present requesting permission to
boardsail on Lake Fayetteville. Clark reported that Jim
Black will allow people to boardsail only if they have a
certain amount of proficiency with boardsailing.' Black
stated that novice boardsailors spend more time in the water
than on their boards. Mrs. Horner said that everyone had
been told they had to be registered with the United States
Yacht Racing Union before using Lake Fayetteville. Clark
suggested that boardsailors should show cards proving they
are registered to the boat dock operator. Melton inquired
as to which cards would be acceptable since there are many
certification cards for sailers. The Horners recommend that
any card issued by the USYRU would be acceptable. Sego
reported that Black was worried that sometimes at closing
time a sailer might be at the other end of the lake with no
wind to bring him back. The Horners said that a registered
sailer would know how to paddle back. After much discussion,
the Board decided to permit registered sailers to utilize
Lake Fayetteville.
MOTION:COLWELL/RYAN
The Parks and Recreation Advisory Board approves to
permit boardsailing by registered sailers of the
Unites States Yacht Racing Union.

FIESTA PARK

Money in Lieu: $10,710
Park District: NW
Harry Gray and Jack Burckhart were at the meeting to
present the Fiesta Park addition. It is in a
priority one area according to the Park master plan.
The Board discussed the need to look aggressively for
park land in the Northwest section before the price
of land goes up due to the future extension of Drake
Street.
MOTION:WAITE/RYAN
PRAB recommends to accept the money in lieu, $10,710,
for the Green Space requirement of Fiesta Park.

FERGUSON ADDITION
Owner/Developer: Francis Ferguson
Location: West of Hwy 265, north of country Way
Drive
Park District: NE
Single Family Housing: 24 units
Land Dedication Requirement: .3 acres
Money in Lieu: $2,520
Harry Gray, engineer, asked the Parks Board to
consider three acres that are heavy wooded in the
flood plain for a wildlife sanctuary to meet the
green space land requirement.
MOTION:RYAN/ALEXANDER
The facilities committee will view the land and make
a recommendation to the Parks Board considering the
green space requirement concerning the Fergusen
addition.
MOTION APPROVED UNANIMOUSLY 7-0
TURKEY TROT
IV. Edmonston reported that the Turkey Trot is still
scheduled for Sunday, November 12, 1989.

OTHER BUSINESS
Colwell said that 24 hours had been spent by
volunteers to spread more wood chips on the trail
at Gulley Park.
