DRAWER F 72702 (501) 521-7700 PRAB REGULAR MEETING MARCH 27, 1999 • •Chairman Charlie Sego called the Regular Meeting of the Parks and Recreation Advisory Board to order at 5:05 p.m. Members Present: Guests Present: Staff Present: BUSINESS: I. II. Alexander, Colwell, Melton, Ryan, Sego, Waite, Yarbrough Jim Hawkins, Sturman Mackey (Little League Association) Clark, Edmonston, Fullmer Minutes of the Regular PRAB Meeting held February 20, 1989 were approved. Lake Sequoyah Night Fishing & Limb Line/Trot Line Request: Dale Clark reported that City Attorney, Jim McCord had visited with the Arkansas Game and Fish Commission attorney, Doug Mayes concerning the legality of the City Ordinances. It was found that municipalities may manage their lakes as that see fit as long as they own the property around it and the accesses. Jim McCord stated that he would support the Ordinance as written. MOTION: MELTON/RYAN After holding two public meetings concerning night fishing and limb line/trot lines at Lake Sequoyah, and reviewing the City Ordinance with the City Attorney and the Arkansas Game and Fish Commission Attorney, PRAB recommends that there be no changes in the Lake City Ordinance. Motion passed unanimously. (7-0) Spring Park Tour: The Annual Spring Park Tour will be held on IV. Saturday, April 15th at 7 a.m. starting at Wilson Park north parking lot by the castle. Each board member will complete park evaluation forms prior to the tour. Little League Report - Jim Hawkins, Sturman Mackey: Little League reported that are currently 588 youth enrolled with the deadline being April 4th. Last year there were 622 youth participating in Little League including six year olds. The six year old program was on a two year trial period and this year it was decided that six year old's large motor skills were not developed enough and the youth were not ready for names. It was suggested that only an instructional league was needed. Little League stated that some fence work needs to be done prior to the season. Other improvements needed were lights for Field #t6, safety netting for the bleachers, additional parking, and more playing fields in the next four to five years. PRAB discussed that a parking lot on the east side of the park is needed. Walker Park is eligible for C.D. Funding and the parking lot will be on the 1990 C.D. funding request by the Parks Division. V. Babe Ruth Report: Charlie Sego reported that there was a thirty percent increase in the number of youth participating in the Babe Ruth League. VI. Other Business: PRAB will meet on Monday, April 6 at 5 p.m., City Hall to prepare for the annual report to the City Board of Directors on Tuesday, April 7 at 5:30 p.m. Meeting Adjourned: Minutes Approved: Next Meeting: April 6, 1989 6:20 p.m.
