MOUNTAIN 72701 (501) 521-7700 PRAB Regular Meeting August 1, 1988 Vice Chairman Beverly Melton called the Regular Meeting of the Parks and Recreation Advisory Board at 5:07 p.m. Members Present: Staff Present: Guest Present: BUSINESS:. I. Colwell, Lucas, Melton, Ryan, Sego, Yarbrough Clark, Edmonston, Miller David Murphy, Secretary, Black Hawk Archery Club, President, Arkansas State Archery Association Minutes of the Regular PRAB Meeting, held July 11, 1988, were approved. II. BLACK HAWK ARCHERY CLUB _ Murphy, Clark, Edmonston Murphy stated that targets near housing have been disabled and the practice range moved and layed out so as not to conflict with adjoining homes. There are three standing rules for club members: No alcoholic beverages;ro broad head arrow; no un - sportsmanship -like conduct. All club members have been coached on proper conduct with arrows. Therefore, it was the consensus that non-members might be responsible for the misuse of arrows and four -wheelers on the archery field. Listed below are recommended solutions to reduce vandalism: "'Change lock numbers at regular intervals. °Fence along the entire road. °Encourage non-members to attend the archery field at the same time as regular members. Members would then help with safety in- structions. °Restrict access to ditches, possibly with fencing area. °Place a sign: RESERVED FOR ARCHERY CLUB MEMBERS ONLY. FOR METTEPSNSP. DRAWER F 72702 (501) 521-7700 PRAB- REGULAR MEETING - August 1, 1988 Page Two Archery Association., requested assistance from PRAB in finding a suitable building to host a 4 -state Southern Indoor Sectional Archery Tournament to be held the second or third weekend in February, 1989. FACILITY USAGE POLICY - Lucas, Clark, Edmonston PRAB reviewed the 1986 Responsibilities for Pro- viding a Youth Soccer Program, and the Parks and Recreation Department Facility Report adopted March 2, 1987, and are attached to these Minutes as Addendum "A"' and Addendum "B". PRAB reviewed and adopted the Guidelines for Usage of Fayetteville City Park Facilities, as recommended by the Facilities Committee at their July 14, 1988 meeting. The Guidelines are attached to these Minutes as Addendum "C". IV. SOCCER IRRIGATION SYSTEM - Clark, Edmonston PRAB requested that Clark and Edmonston ask the City Attorney to draft a legal document informing the Soccer Association that the irrigation system which has been installed in Walker Park will become the property of the Fayetteville Parks Department, to be maintained by the Parks Department. Further, the water bill, which is in the name of the Fayetteville Soccer Association, will be the responsibility of the Fayetteville Soccer Association, for the first year. V. VIDEO SCRIPT LucaS OTHER BUSINESS: VI. Open Channel TV is editing the PRAB TV script. The finished product should be ready in two weeks for presentations to civic clubs and groups to promote Fayetteville Parks. FACILITIES MEETING -Lucas The Facilities Committee, LUCAS, Colwell, and Sego, will meet with Clark, Edmonston, and Reid, Friday, August 5, at Park Inn, 11:00 a.m., to review plans for Gulley Park parking lot, picnic areas, etc. VI. MOUNTAIN 72701 (501) 521-7700 1 9 8 6 RESPONSIBILITIES FOR PROVIDING A YOUTH SOCCER PROGRAM ARE DIVIDED AS FOLLOWS PARKS DEPARTMENT RESPONSIBILITIES 1. Mow and line soccer fields. 2. Perform general field maintenance according to the field program as set by the Park Horticulturist, to include planting, mowing, fertilizing, and aeriating. 3. Continue to develop and improve the soccer fields, based upon the needs as determined by the Parks Department, after cons._ltation with the Soccer Association. 4. Permit the Soccer Association to use the Asbell Concession Stand. The Soccer Association usage of the Asbell Conces- sion Stand is under the supervision of the Park Concession Manager. YOUTH CENTER RESPONSIBILITIES 1. Fund and hire a part-time Soccer Coordinator to perform the duties as outlined in the job description.. 2. Register Youth for Soccer. 3. Serve as a Soccer Information Service. FAYETTEVILLE SOCCER ASSOCIATION RESPONSIBILITIES 1. Provide the Youth Center with all registration forms and information needed to inform and update participants about the Program. All information must be presented, in writing, to the Youth Center at least two weeks in advance of the scheduled event. 2. All committee meetings must be held at the Youth Center. The Soccer Coordinator will be present at all Soccer Committee Meetings. 3. Recruit, train, and 4. Provide game balls, uniforms. 5. MOUNTAIN 72701 1 9 8 6 Addendum "A"-2 August 1, 1988 ARKANSAS N DEPARTMENT • (501) 521.7700 Park Staff feels strongly that the Soccer Coordinator hired by the Fayetteville Youth Center is the key to an effective working relationship with the Soccer Association, both recreational and competitive league. SOCCER COORDINATOR JOB DESCRIPTION . The Soccer Coordinator: 1. Is directly responsible to the Fayetteville. Youth Center Director. 2. Is responsible for communication between the Youth Center/Parks/Department/Soccer Association. The Coordinator has final authority for scheduling and use of all facilities. 3. Must attend all of the Soccer Association meetings and present a meeting report to the Youth Center Director the following day. 4. Will work directly with the Registration Committee of the Soccer Association, in order to keep the Youth Center informed of all registration pro- cedures and policies. 5. Will schedule games, rainouts, make -ups, fields, and tournaments. 6. Will schedule team practice fields with the Soccer Coaches. 7. Will:submit a game schedule, including all rain - out make -up -games, to the Youth Center and the Parks Maintenance Supervisor. 8. Will work with the Team Assignment Committee of the Soccer Association to provide current, up-to- date information to the Youth Center. Such infor- mation will include team rosters, coaches phone numbers, game schedules, practice schedules, etc. 9. Will recruit, train, and schedule umpires for all soccer games • ### PARKS AND RECREATION DEPARTMENT FACILITY REPORT ADDENDUM "B" August 1, 1988 The Fayetteville Parks and Recreation Department shall approve and oversee all tournaments conducted on Park facilities. 1. All tournaments will be administered by the Parks Director. a. b. c. Financial Matters Facility Maintenance Schedule Approval 2. All tournament hosts must be members of the Parks Department Leagues, unless approved otherwise by the Parks Director. 3. All approved revenue-producing activities,, such as the tournaments, must be conducted by an organized group. These activities may not be sub -contracted by any organization. 4 All personnel conducting tournaments, such as tourna- ment directors, umpires, scorekeepers, concessionaires, field crews, etc., will be under the direct supervision of the Parks Department. 5. The Parks Director has the authority to grant permission for use of the park facilities to outside groups on a lease basis. a. No gate fee may be charged unless prior written approval is granted by the Parks and Recreation Advisory Board to be obtained specifically as a fund raiser to benefit the Parks Department. b. The Parks Department shall control all concessions and their workers. c. Cleanup deposit of $100 is required prior to the tournament. This fee is returned, only, if the area and rest - rooms are satisfactorily cleaned up. FACILITY USAGE FEES Daily Fee per Field Daily Fee per Field Used from 8:00 a.m. until 6:00 p.m. $20 (Use of no Lights) Used from 6:00 p.m. until 11:00 p.m. $30 (Use Of Lights) PRAB Approved 3-2-87 ADDENDUM "C" August 1, 1988 FAYETTEVILLE PARKS AND RECREATION DEPARTMENT GUIDELINES FOR USAGE OF FAYETTEVILLE CITY PARK FACILITIES 1 The Fayetteville Parks and Recreation Depart- ment has the ultimate responsibility for all activities that occur on City Park property. 2. The Fayetteville Parks and Recreation Depart- ment has the right and obligation to administer all activities that take place on City Park property. 3. The Fayetteville Parks and Recreation Depart- ment will provide maintenance to an established standard on all City Park facilities. Any additional maintenance required for specific activities will be the responsibility of the users, with prior approval of the Fayetteville Parks and Recreation Department. • In reference to the above guidelines, the Parks Director is responsible for executing Parks and Recreation Advisory Board policies. o These guidelines are for normal and general recreational use, which include but are not limited to: Associations, Hobby Groups, League Play, Social Gatherings, etc. o Responsibility lies with users for all preparations which are required for users' particular activities, which includes such items as electricity, officiating, field preparation, litter pick up, restroom maintenance, etc. • Policy of the Fayetteville Parks Department for tournament play is covered by the Facilities Report approved by the Parks and Recreation Advisory Board on March 2, 1987. Tournaments include, but are not limited to the following: camps, clinics, seminars, etc. • City Ordinances apply to all Park facilities.
