Bill Waite called the .Regular Meeting of the Parks and Recreation Advisory Board to order at.5:05 p.m. Members Present: Colwell, Lashley, Lucas, Melton, Ryan, Sego, Waite, Yarbrough Staff Present: Clark, Edmonston, Miller Guests Present: Heinzeimann, Hutchinson BUSINESS: I... Minutes of the Regular PRAB Meeting, held June 20, 1988, Were approved. II. ARCHERY RANGE - Hutchinson, Clark Allen D. Hutchinson, who resides in a home adjoining the Archery Range, apprised PRAB that an alarming number of arrows have been found in several of his neighbors yards as well as his own. The Archery Club will be invited to attend the next meeting of PRAB in an attempt to work out a feasible solution to this .serious problem. III. SOCCER ASSOCIATION Heinzelmann, Clark, Edmonston PRAB•reviewed correspondence from Dr. Pete Heinzel- mann, written on behalf of the Soccer Association, which made known their intent to operate the soccer program independently from the Youth Center. However, PRAB requested Staff and the Facilities Committee to update facility usage policies for all outside groups, to be presented at the next PRAB meeting. Consensus of PRAB was that Parks Director, Dale Clark, will be totally in charge of all facilities for meetings, scheduling, maintenance, and deter- mination forusage will be the sole responsibility of Mr. Clark. Staff will check with the City Attorney as to ownership of the system, irrigation, and payment of water bills. PRAB is in agreement that all soccer goals must be safely secured in the ground by using hook bars. Hopefully this measure will not pose complications with other recreational groups, such as flag foot- ball, etc. IV. ADULT SENIOR CENTER - Ryan Dr. Ryan, a members of the Board of Directors of the Council on Aging, Inc. reported on a meeting held July 6, 1988. Prd*ramsc;=an_itpre'ssive..number, are -.offered there; however, there is a vital need for a new Van for the Center, since their van has broken down several times. (Recently, the van broke down while on an out-of-town trip with senior passengers aboard.) PRAB is invited to attend the Adult Center Open House on Sunday, August 7, from 2 - 4 p.m. V. PARK VIDEO SCRIPT -Clark, Edmonston PRAB reviewed and made final revisions for TV taping at Open.. Channel TV on Wednesday, July 20, which will be available for tv and civic groups. VI. VII. COMMUNITY DEVELOPMENT PLAYGROUND BID AWARD -- Clark, Edmonston The bid opening was held on July 11, 1988, at 10:30 a.m. for the Community Development Play- grounds for Walker Park and Jefferson Park. Staff recommends -the bid be awarded to Diversi- fied Recreation, Inc. 'GULLEY PARK PARKING LOT •-• 'Clark, Edmonston Consensus of PRAB: . The first parking lot at Gulley Park is to be located on Country Way and should accommodate 24 parking spaces. OPEN CHANNEL TV-PRAB VIDEO SCRIPT - Edmonston PRAB filming will take place Wednesday, July 13, at Open Channel TV, at 1:00 p.m. for the multi- purpose script which will be available for civic groups as well as TV. 1) IX. • FAYETTEVILLE, ARKANSAS PARKS AND RECREATION DEPARTMENT P. RULES AND REGULATIONS of the City of Fayetteville, AR, Governing Fishing at Lake Fayetteville, Wilson - Edmonston MOTION: SEGO/LASHLEY Boating,' and Picknicking Lake Sequoyah., and Lake PRAB recommends that Section 3. FISHING of the Rules and Regulations of the City of Fayetteville, AR, Governing Fishing, Boating, and Picnicking at Lake Fayetteville, Lake Sequoyah, and Lake Wilson be amended to eliminate " the minimum size for black bass shall be 12" " as recommended by the Arkansas Game and Fish Commission.
