MOUNTAIN 72701 (501) 521-7700 PRAB REGULAR MEETING MAY 16, 1988 Vice Chairman Beverly Melton called the Regular Meeting of Parks and Recreation Advisory Board to order at 5:00 p.m. Members Present: Members Absent: Staff Present: BUSINESS: Colwell, Lashley, Lucas, Melton, Ryan Sego, Wai.te,.YarbroughT Clark., Edmonston, Speck. I. POSSIBLE DONATION OF LAND TO THE FAYETTEVILLE PARKS DEPARTMENT - CLARK the Clark reported that Mr. and Mrs. Brian Walker had con- tacted him proposing to donate a lot west of Block Street, South of 7th Street, and north and east of the Naval Reserve Center, along with the stipulations listed below: To be cleared of thick underbrush (this could be a Winter Parks Maintenance job) to be designated and equipped for use by the elderly. And there should be some type of shelter, park benches, tables, and grill. A hard at the center surface path and bridge from the parking lot Naval Reserve Center running north of the of the lot. MOTION: LASHLEY/RYAN PRAB recommends that Sara and Brian Walker be advised that their expression ofgenerosity is greatly ap- preciated, and that PRAB cannot take the land at the present time because the funds are not available to develop the land within the near future. WALKER LAND DONATION - CONTINUED PRAB likes their suggestion very much about a park for elderly. Ideally it is 'good if th'e'money Should come through, then their recommendations'coul'd be accomplished. MOTION APPROVED UNANIMOUSLY. (5-0) II. SPEEDING IN PARK - Edmonston PRAB reviewed correspondence regarding speeding in the park. Corrections recommended were: bring in native stone/boulders, plant trees, place a sand volley ball course, possible speed limits in the parks, and ask Fayetteville Police Department for suggestions. MOTION: LUCAS/RAN PRAB recommends to the City Board that park vehicular traffic exceed no more than 5 miles per hour at Lake Fayetteville and in all interior park roads. MOTION APPROVED UNANIMOUSLY. (5-0) III. GULLEY PARK FOLLOW-UP - Colwell, Clark, Edmonston PRAB reviewed the Gulley Park recommendations and prioritized, by phases, to be presented to the Fayetteville City Board for consideration at the June 7 Meeting. The Gulley Park Conceptual Master Plan, Phases I - IV, and Park Development Tactics, is attached as Addendum "A" to these minutes. 5:35 p.m.: Dr. Ryan Excused. IV. Clarl irector of Parks and Recreation DATE: May 25, 1988 SUBJECT: POSSIBLE DONATION OF LAND TO FAYETTEVILLE Recently, Mr. and Mrs. Br4Lan Walker contacted me about the pos- sibility of their donating a City lot of land to the Fayetteville Parks Department. The lot they propose to donate is connected to land that the City purchased from the Walkers; the lot lies west of Block Street, South of 7th Street and north east of the Naval Reserve Center. The development of this lot is not a priority with the Parks Department, but would fit nicely into the overall plans for Walker Park. There are some stipulations that the Walkers wish to impose with the transfer of this land, as follows: To be cleared of thick underbrush (this could be a Winter Parks Maintenance job) to be designated and equipped for use by the elderly. And there would be a shelter of some type, with park benches, tables, and grill. A hard surface path and bridge from the parking lot at the Naval Reserve Center running north of the center of the lot. A sign showing the total Walker Park Map with the name of the Park. The Parks and Recreation Advisory Board has discussed the pos- sibility of the land donation, and approved the overall plan at the PRAB Meeting on May 16, 1988. I would like to suggest that the City accept this land, with the understanding that we cannot be held to a time schedule to com- ply with the above-mentioned stipulations. DDC:hjs
