DRAWER F 72702 (501) 521-7700 PRAB REGULAR MEETING January 18, 1988 The Regular Meeting of. the Parks and Recreation Advisory. Board was called to order at 5:00 p.m. by Chairman Bill Waite. Members Present: Colwell, Lashley, Lucas, Melton, Ryan, Waite, Yarbrough Members Absent: York Staff Present: Edmonston, Speck BUSINESS: I. The Minutes of the .Regular PRAB Meeting, held January 4, 1988, were approved. II. GREEN SPACE'- Edmonston Developer=Owner: Bill Graue Park District: N.E. Location: Old Wire Road and Hilldale Drive Single Family Units:Five Green Space Land .0625 Requirement: Green Space Money $525 in Lieu: ' MOTION:" LUCAS/RYAN PRAB makes the recommendation to accept money ($5251 in Tieu of.a land dedication for the 'Green 'Spate Requirement In the Bill' Graue additi'on." Motion passed unanimously. (7-0) PROPOSED IIT. ' GULLEY PARK STATUS"- Co1we1T," Edmonston Colwell reported there appears to be no problem with cooperating for fencing. Church of Christ is holding a meeting this evening, discussion with elders will be held.. regarding parking. Public Service Announcements will be sent regarding a Gulley Park Public Meeting to be held Tuesday, January 26, at Butterfield Elementary School Cafeteria, at 7:00 p.m. IV. DRAWER F 72702 (501) 521-7700 P R AB - REGULAR MEETING - January 18, 1988 Page 2 PUBLIC FORUM BOARD -APPOINTED TASK FORCE FOR PARKS AND RECREATION RYAN Dr. Ryan reviewed the Public Forum, Board -Appointed Task Force for Parks and Recreation meeting held January 4, 1988. The PRAB 5 -Year Parks and Recreation Long -Range Plan which was enmeshed with the Task Force Plans were reviewed. A follow up meeting will be held at a later date. PRAB again complimented Dale Clark and Connie Edmonston for their excellent information and presentation to the Public Forum V. ANNUAL JOINT MEETING CITY BOARD OF DIRECTORS and PRAB The Joint Meeting will be held as follows: February 16 5:00 - 5:30 - Treats 5:30 - 6:30 - Annual 326 City Hall Meeting VI. GREEN SPACE REPORT - Edmonston 1987 Green Space Interest 1987 Green Space Fees GRAND TOTAL $ 1,811.38 12,125.00 $47,558.34 Further inquiries may be necessary, because receipts and totals are not in agreement. VII. BUDGET - Edmonston A special meeting will be held to review the budget. for dollar items to be cut. Clark and Edmonston will report to the City Board, go through reports, leaving time at the end for discussion. Such items as growth, new programs, city park maps, dance announcements, restroom facilities, restroom articles, Green Thumb, Grants, priority system, trash pickup, and a review of activities such as model airplane, beagle club, horseshoe, etc. will be highlighted. 0 FAYETTEVILLE, ARKANSAS PARKS AND RECREATION DEPARTMENT P. 0. UTILITY LINES - WILSON PARK - Edmonston MOTION: LASHLEY/MELTON PRAB recommends that Connie Edmonston meet with the City Engineer, Don Bunn, for the purpose of working out details for installation of utility lines at Wilson Park, for $5,000.00. Motion passed unanimously. Picnic areas to include tables and berches (some with covers), fire places. Open areas for team play (softball, volley bill, soccer, Trails for jogging/bike riding. Fitness/Exercise trails. Fence the pond. (2) A pavilion or pavilions for large group gatherings. etc.) also Courts and fields laid out for organized play (tennis, basketball, soccer, softball). (3) Structures for equipment, a swimming pool, a youth center It is to be emphasized that safety is the first consideration of any activity and facility planned. Additionally, the preservation of the ecolog- ical balance, inhancinq the environment, and park beautification through means of plants, trees, shrubs, and signs must be paramount in each of the stages.
