DRAWER F 72702 (501) 521-7700 P R AB REGULAR MEETING January 4, 1988 The Regular Meeting of the Parks and Recreation Advisory Board was called to order at 5:05 p.m. by Vice Chairman Beverly Melton. Chairman Bill Waite arrived late. Members Present: Staff Present: Guest Present: BUSINESS:' Colwell, Lashley, Lucas, Melton, Ryan, Waite, Yarbrough, York Clark, Speck Jerry Jensma, McClelland Engineers I. The Minutes of the Regular PRAB Meeting, held December 21, 1987 were approved. II. PROPOSED GULLEY PARK - Clark - Colwell Colwell reported Mrs. Gulley will receive ten percent interest. She will be paid out over ten years. The need for fencing off the area was discussed, possibly with four or five foot chainlink fencing, or possibly four -string barbed wire fencing. Parking lots for two churches, public meetings, after the Facilities and Development Committee reviews the following possibilities were discussed.: including: jogging, exercising points, tot play area, benches for picnics with shade, basketball area, 3-4 tennis courts to include junior tennis, play field, safety walk, bridges, the need to graduate the banks of sides of the pond, an ampitheatre, wide trails if both runners and biking are incorporated, although biking routes have already been designated throught the City of Fayetteville. Hopefully Park plans can be done inhouse, then public input can be requested. Parking will be done by engineer. Colwell to discuss fencing with Mr. Dunn. Facilities and Development Committee, Chaired by Andy Lucas, will make recommendations for the proposed park. JOINT MEETING WITH CITY BOARD OF DIRECTORS - WAITE Chairman Waite will invite the City Board of Di- rectors to attend a PRAB Meeting on February 2 or February 16, 1988, at 5:30 p.m. BUDGET - Clark There was no new information on the budget to report. OTHER BUSINESS Dale Clark requested two or three PRAB members to attend PTO meetings, with the request that recreation, parks, and user needs information be brought back for all schools. Park brochures and maps will be handed out at these meetings. Chairman Waite will write to all schools for - dates of PTO meetings, to inquire if PRAB can be placed on their agenda requesting park needs and including: 1. What do you need on your school site? 2. What can the Parks Department provide? 3. This is the purpose of this meeting tonight. We feel that this annual report would have more meaning for you if we would go back a few years - that you would have a better understanding of the work of the Fayetteville City Parks and Recreation Department this past year. Fayetteville Ordinance , was passed in At that time, the city had two public parks, Wilson and Walker Parks. They did not own, rent, lease, or borrow any indoor space for public recreation programs. They did not have one professional staff member. Various agencies did sponsor certain types of programs, most notably the Fayetteville Boys Club and Youth Center. This agency was governed by a Board of Directors and was housed in a building constructed with money donated by the people and businesses of this area. Programs, maintenance, staff were financed/paid with monies from dues, donations, United Fund and a yearly rental fee from the public schools. The programs sponsored by this center focused on the youth of our city - young people. The Fayetteville Parks and Recreation Department established to meet the needs and interests of all of of Fayetteville. This was clearly spelled out in the The creation of this department was due to a number of that were taking place within the city and our culture continuing to take place today. Changes such as: was the people ordinance. changes and are 1. Requests for higher standards, variety, and quality of programs. 2. Changes within the population such as the growth in numbers of people in the young, middle, older adult categories. 7. A mobile population - new citizens in out community, many coming from cities with outstanding programs. 4. The acceptance of the need to be active. 5. And, I like to think - a demand from the public that we make better use of what we have. I don't think any member of the City Board thought that a complete program could be developed overnight. Members of the City Board and newly established Parks and Recreation Advisory Board recognized that Parks and Recreation, Programs are expensive, probably too expensive for anyone agency to operate. With this thought uppermost, the Advisory Board working with the City Board of Directors, developed a philosophy and worked out a ten year plan for program and facility development. This plan has been updated every year. A part of the philosophy focused on the need for parks and playgrounds with in walking distance of most homes. The Neighborhood Park. The cost of securing land for this type of facility could be astronomical. Fortunately, the cost to the city of Fayetteville was no dollars/no pennies thanks to a most cooperative school administration that contracted with the city to make the public school campuses city parks. The play apparatus you see in these parks was paid for by the local P.T.O.'s, the public schools, and the City of Fayetteville. These arepublic parks and are used extensively. Root, Butterfield, Happy Hollow, Asbell, Bates, Jefferson, Leverett Parks were joined with Wilson and Walker Parks as a part of the Fayetteville Park System. The need for large parks in the various parts was not forgotten. Community Development Block Grant money along with some matching money from the Bureau of Outdoor Recreation made it possible to purchase and begin development in Finger Park and to enlarge Walker Park. Land for parks was obtained through and agreement with the Chamber of Commerce and Industrial Park Committee. ' The land around Lake Fayetteville, Lake Sequoyah, and Lake Wilson belonged to the city. Recognizing that this land could be lost of sold, that the cost of purchasing land for parks would continue to increase, requests were made to designate these sites as public parks. The City Board of Directors approved this request thus preserving the land for future generations. Additional park land was acquired through gifts from individuals and businesses. The only park land purchased with money from the General Fund of the City in the past 21 years was Gulley Park, purchased the past year. In a recent study of cities in the United States, Fayetteville ranked third in Today, you have in excess of acres of park land - land preserved as open spaces. I don't think anyone could expect these parks to be developed overnight. Development has proceeded according to the Master Park Plan developed years ago. Some of the most noticeable development - In 1967: Today: softball fields soccer fields tennis courts volleyball courts horseshoe pits nature trails baseball fields The additional park land has made it possible to work with groups of citizens in establishing hobby clubs by assigning them open spaces within the parks. This includes: Mbdel Airplane Club Archery Club Riding Club Radio Control Cars The need for recreation and parks is not seasonal - it goes throughout the year. There is a need for indoor space. In 1967, this space was non-existent. It would be very costly to build indoor facilities. Rather than ask for the citizens to approve an increase in their taxes or take money from the General Fund, a decision was made to attempt to make better - a wider use of what we had. To meet the requirements of the ordinance, recreation for all of the people, these facilities would have to yield maximum results. Cooperation was the key word - cooperation from and with numerous agencies made it possible to initiate a variety of programs where indoor space was a necessity. Some of these agencies - The Public Schools, Fayetteville Youth Center, Council on Aging, City of Fayetteville. The changes that were taking place in Fayetteville - a wider range of interest, greatly increasing numbers of participants brought on the need for additional indoor space. Again, the public schools and the city working cooperatively, constructed a building - Asbell Gym - jointly financial, jointly maintained.
