Colwell, Lucas, Melton, Ryan, Waite, Yarbrough, York. Clark, Edmonston; Speck Steve Voorhies, Open Channel. TV I. Minutes of the October 5, 1987 Regular PRAB Meeting were approved. I.I.. SOCCER ASSOCIATION Clark PRAB reviewed and revised the Soccer Association .Policy which was prepared in 1986. MOTION: RYAN/COLWELL 'PRAB.recommen'ds-approval..a t:the:revi:sed Soccer 'Association Policy,"as 'amended. Motion passed unanimously. '('7=0) III.. 'BUDGET. UPDATE Edmonston Edmonston reported the Parks Budget was turned in on Wednesday, October 14, 1987; however, the review of the budget has been postponed. IV. PROPOSED GULLEY PARK-- Edmonston Edmonston Davenport completed AL EINERT will advise Colwell and Waite when the Deane appraisal of the Gulley property has been REQUEST - Waite Correspondence from Al Einert expressed interest in preparing the Master Plan for the Proposed Gulley Park. PRAB consensus: After the appraisal has been received, and if the City Board approves, a public hearing. should be held, specs .would _then be written,' after which time thoseinterested parties would-be invi.:ted.to...bid. for the Gulley Park Master plan. T-.01 VI. LATCHKEY PROGRAM Clark-Edmonston MOTION: YARBROUGH/COLWELL Mt. time. The State .Recreation and Parks Association presented an award to the Fayetteville Parks and Recreation Department and the Fayetteville Youth..Center for the Latchkey Program whichhas been worked up by Clark and Edmonston at the Fayetteville Youth -Center. Levi Strauss presented a Grant for $8',40.0 which. made it possible to expand the. program to Asbell, Bates, Jefferson, and Happy Hollow Schools. One -hundred nineteen children, including twenty-four scholarships, are presently partici- pating in the four school sites-. Transportation to school sites is provided; snacks are provided; structured play,: gymnastics, swimming, and arts and crafts are also offered. OTHER BUSINESS Edmonston reported that Gator Golf is being proposed north of Drake Street on College. Steve Voorhies, Open Channel TV, complimented the excellence of Fayetteville Parks. He requested additional input for the proposed 30 -minute Parks video. MOUNTAIN 72701 (501) 521-7700 October 19, 1987 Park Staff feels strongly that the Soccer Coordinator hired by the Fayetteville Youth Center is the key to an effective, working relationship with the Soccer Association, both the recreational and competitive league. SOCCER COORDINATOR JOB DESCRIPTION The Soccer Coordinator: 1. Is directly responsible to the Fayetteville Youth Center Director. 2. Is responsible for communication between the Youth Center -Parks Department -Soccer Association. The Parks Director has final authority and will designate authority to coordinator for scheduling and use of all facilities. 3. Must attend all of the Soccer Association meetings and present a meeting report to the Youth Center Director the following day. 4. Will work direttly with the Registration Committee of the Soccer Association, in order to keep the Youth Center informed of all registration procedures and policies. 5. Will approve all schedules for games, rainouts, make -ups, fields, and tournaments. 6. Will schedule team practice fields with the Soccer Coaches. 7 Will submit a game schedule, including all rainout make-up games, to the Youth Center and the Parks Maintenance Supervisor. 8. Will work with the Team Assignment Committee of the Soccer Association to provide current, up-to-date information to the Youth Center. Such information will include team rosters, coaches phone numbers, game schedules, practice schedules, etc. 9. MOUNTAIN 72701 (501) 521-7700 October 19, 1987 RESPONSIBILITIES FOR PROVIDING A YOUTH SOCCER PROGRAM ARE PROVIDED AS FOLLOWS RESPONSIBILITIES OF THE PARKS DEPARTMENT 1. Mow and line soccer fields. 2. Perform general field maintenance according to the field program as set by the Park Horticulturist, to include planting, mowing, fertilizing, and aeriating 3. Continue to develop and improve the soccer fields, based upon the needs as determined by the Parks Department, after consultation with the Soccer Association. 4. Permit the Soccer Association to use the Asbell Concession Stand. The Soccer Association usage of the Asbell Concession Stand is under the supervision of the Park Concession Manager. RESPONSIBILITIES -OF THE YOUTH CENTER 1. Fund and hire a part-time Soccer Coordinator to perform the duties as outlined in the job description. 2. Register Youth for Soccer. 3. Serve as a Soccer Information Service. RESPONSIBILITIES OF THE FAYETTEVILLE SOCCER ASSOCIATION 1. Provide the Youth Center will all registration forms and informatic needed to inform participants. All information must be presented, in writing, to the Youth Center at least two weeks in advance of tY registration deadline. 2. All committee meetings must be held at the Youth Center. The SOCCE Coordinator will be present at all 'soccer committee meetings. 3. Recruit, train, and assign soccer coaches. 4. Provide game balls, practice equipment, and team uniforms. 5. Responsible for providing the Soccer Coordinator with all the nece: sary information for the Youth Center seven days prior to the first game. Such information will include team rosters, coaches phone numbers, game schedules, practice schedules, etc. 6.
