The Regular Meeting of the Parks and Recreation Advisory Board
Meeting was called to order at 5:00 p.m., 326 City Hall.

MOTION:' LUCAS/MELTON
PRAB makes the recommendation to accept money in lieu of a land
dedication for the' Green Space requirement at Wring£oot. Motion
passed unanimously. (6-0)

III. PERSONNEL AND PROGRAMS COMMITTEE - LUCAS, CHAIRMAN
The Personnel and Programs Committee, in their quest for informa-
tion pertaining to community needs will review the following:
Design a survey questionnaire (next 3-5 years)
Encourage people to approach PRAB
Neighborhood meetings
PTO Agendas - PRAB be available for questions, etc.
T.V. Spots
Newspaper community meetings
Flyers to churches, civic clubs
Newspaper survey, mail outs

IV. FIVE-YEAR PARK PLAN REVIEW
PRAB reviewed and revised the 5 -Year Plan and Goals and Objectives.
Chairman Waite requested that PRAB review the remaining 5 -Year Budget
for 1989 1992. (Attached Addendum A)
C.D. FUNDING
PRAB recommended that C.D. funding for the following be applied for:
1. Jefferson Playground Equipment $12,000
2. Walker Park Playground Equipment $14,000
3. Walker Park Handicapped Fountain $ 2,000

GOALS
ADDENDUM "A"
October. 5, 1987
To provide facilities and programs that meet the recreational
needs of all the community.
OBJECTIVE
1. Maintain present facilities at highest possible level.
2. Assess community needs for programs and facilities.
3. Study the need for additional recreation centers.
4. Continue to increase awareness and community pride in the
Fayetteville parks system.
5. Provide well-trained and supervised staff for all Parks
programs.
6. Use Green Space money to improve Park facilities.
GOALS
To provide a safe and pleasant environment for outdoor play and
picnicking.
OBJECTIVE
1. Beautify Park grounds and facilities.
2. Improve safety of the Parks and facilities.
3. Plant more trees and flowers.
4. Install new and rebuild old picnic tables, grills, and
fireplaces.
GOALS
To obtain and develop additional Parks acreage according to
Master Plan.
OBJECTIVE
1. Utilize. Green Space moneys for acreage and facilities.
2. Pursue donations of land and money to be used to acquire
acreage and facilities.

To provide a recreational and instructional aquatic program for
citizens of Fayetteville.
OBJECTIVE
1. Provide safe, attractive, and well -supervised programs and
facilities.
2. Provide programs and facilities that meet the interests and
n eeds of the community.
3. Provide a well-trained and supervised staff.
GOALS
To serve as a secondary source of funding and support to agencies
t hat receive primary sources of funding from United Fund and
contributions.
OBJECTIVE
1. Provide support to the Youth Center, Adult Center, and
Fayetteville Down Town, Unlimited, so that they may continue
t heir present level of operation.

To develop and improve safe athletic fields and facilities.
OBJECTIVE
1. Improve athletic fields in the areas of turf, drainage, and
irrigation, where it is feasible.
P rovide seating for spectators.
3 Construct new fields.

To provide a wide Variety of recreational opportunities at City
lakes and properties.

1. Increase the present level of services at the three lakes.
2. Continue and extend cooperation and support to hobby groups..

To provide training for Parks staff and volunteers.
OBJECTIVE
1. Attend training sessions.
2. Join state, regional, and national professional parks
organizations.
3. Conduct training sessions for coaches, volunteers, and
participatns in various activities.

To provide support to agencies and organizations that are involved
in providing recreational activities in the City of Fayetteville.

1. Provide organizational/technical skills and planning.

RESPONSIBILITIES FOR PROVIDING A YOUTH
SOCCER PROGRAM ARE DIVIDED AS FOLLOWS
PARKS DEPARTMENT RESPONSIBILITIES
1. Mow and line soccer fields.
2. Perform general field maintenance according to the field
program as set by the Park Horticulturist, to include
planting, mowing, fertilizing, and aeriating.
3. Continue to develop and improve the soccer fields, based
upon the needs as determined by the Parks Department,
after consultation with the Soccer Association.
4. Permit the Soccer Association to use the Asbell Concession
Stand. The Soccer Association usage of the Asbell Conces-
sion Stand is under the supervision of. the Park Concession
Manager.
YOUTH CENTER RESPONSIBILITIES
1. Fund and hire a part-time Soccer Coordinator to perform
the duties as outlined in the job description.
2. Register Youth for Soccer.
3. Serve as a Soccer Information Service.
FAYETTEVILLE SOCCER ASSOCIATION RESPONSIBILITIES
1. Provide the Youth Center with all registration forms and
information needed to inform and update participants
about the Program. All information must be presented,
in writing, to the Youth Center at least two weeks in
advance of the scheduled event.
2. All committee meetings must be held at the Youth Center.
The Soccer Coordinator will be present at all Soccer
Committee Meetings.
3. Recruit, train, and assign soccer coaches.
4. Provide game balls, practice equipment, and team
uniforms.
5. Responsible for providing the Soccer Coordinator with
all the necessary information for the Youth Center.
Such information will include team rosters, coaches
phone numbers, game schedules, practice schedules, etc.

Park Staff feels strongly that the Soccer Coordinator hired by
the Fayetteville Youth Center is the key to an effective working
relationship with the Soccer Association, both recreational and
competitive league.
SOCCER COORDINATOR JOB DESCRIPTION
.The Soccer Coordinator:
1. Is directly responsible to the Fayetteville Youth
Center Director.
2. Is responsible for communication between the Youth
Center/Parks/Department/Soccer Association. The
Coordinator has final authority for scheduling and
use of all facilities.
3. Must attend all of the Soccer Association meetings
and present a meeting report to the Youth Center
Director the following day.
4. Will work directly with the Registration Committee
of the Soccer Association, in order to keep the
Youth Center informed of all registration pro-
cedures and policies.
5. Will schedule games, rainouts, make -ups, fields,
and tournaments.
6. Will schedule team practice fields with the
Soccer Coaches.
7. Will submit a game schedule, including all rain -
out make -up -games, to the Youth Center and the
Parks Maintenance Supervisor.
8 Will work with the Team Assignment Committee of
the Soccer Association to provide current, up-to-
date information to the Youth Center. Such infor-
mation will include team rosters, coaches phone
numbers, game schedules, practice schedules, etc.
9. Will recruit, train, and schedule umpires for all
soccer games.
