MOUNTAIN 72701 (501) 521-7700 PRAB Regular Meeting July 20, 1987 The Regular Meeting of the Parks and Recreation Advisory Board came to order at 5:04 p.m., Room 326, City Hall. Colwell, Lucas, Melton, Yarbrough, York Clark, Edmonston Curt Horner, Mike Stephenson, Anna Penix Minutes of the July 6, 1987 PRAB Meeting were approved. LAKE FAYETTEVILLE BOATDOCK STALLS AND SAILBOAT PIER BIDS - CLARK The Lake $32,400. project, Pier bid $6,000. Fayetteville 30 -Stall Boatdock low bid was There was only $13,000. budgeted for the so the bids were rejected. (4-0) (Yarbrough absent) • GREEN SPACE REPORT - Edmonston Connie Edmonston reported the following Green Space fees collected and interest accumulated in each of the park districts as follows: N .E. REQUEST FOR BOARD SAILING - Clark Curt Horner, Mike Stephenson, and Anna Penix requested per- mission from PRAB to Board Sail at Lake Fayetteville. In the past, board sailing has not been allowed because there is not swimming allowed in the Lake. Water quality of the Lake has always been an unanswered question. The group re- quested to Board Sail at Lake Fayetteville because of the convenience of the location, and because of the good wind at Lake Fayetteville. The Board Sailers stated they are not dumped over into the water more than sailboats are, and that lifesaving devices are required. PRAB discussed whether or not Board Sailers would interfere with fishermen; however, good fishing times are not good sailing times: Board sailers like to sail when the wind is high and further, they would use the upper end of the' Lake, only. PRAB discussed that Board Sailers must use the Sailboat Pier, and they would have to buy a boating permit to use Lake Fayetteville. MOTION: Yarbrough/Lucas PRAB recommends that Board Sailers be allowed to utilize Lake Fayetteville, in a specified area, until September, 1988, at which time PRAB will review the activity. Motion passed unanimously. (5-0) 1 IV. ADULT CENTER - Clark Clark reported that the Director of the Adult Center is retiring. MOTION: York/Lucas PRAB recommends to the Fayetteville City Board of Directors that the Adult Center Director be within the staff structure of the Parks and Recreation Department, and be directly responsible to the Parks and Recreation Director.
