REGULAR MEETING
March 2, 1987
The Regular Meeting of the Parks and Recreation Advisory Board
to order at 5:00 p.m.
Minutes
of the February 16, 1987 PRAB meeting were approved.

I. ADULT CENTER - Edmonston
PRAB tabled action on the Adult Center until the County
acts upon the money request from the Adult Center.
II. PARK FACILITY POLICY - CLARK
PRAB reviewed the Parks and Recreation Department
Facility Policy.
MOTION: YARBROUGH/LASHLEY
PRAB accepts the Parks and Recreation Department
Facility Policy as amended. Motion passed
unanimously (7-0)
A copy of the Policy, as amended, is attached as
Addendum "A" to these Minutes.
III. PROPOSED LAKE FAYETTEVILLE USAGE - Jim Lindsey, J.B. Hunt
Jim Lindsey and J. B. Hunt presented a proposal to PRAB
for a 99 -year lease of City property on the west side of
Highway 265 and the south and east side of Lake Fayetteville
where the Hunts would like to build a two -million dollar
home which would have public access to certain portions
and whereby the home would also be open for public tours
on designated dates.
MOTION: YARBROUGH/LUCAS
PRAB requests Dale Clark and Connie Edmonston to visit
with Nature Center personnel' about the proposed sites
A and B to get their input as to whether or not 1t
would be compatible with what they are doing, and return
their findings to PRAB. Motion passed unanimously. (7-0)

PRAB recommends to the Planning Commission and the City Board of Directors to accept a land
dedication for Appleby Apartments Phases I and II as well as additional acreage to be credited
toward future Green Space Requirements in the Northwest Park District with the understanding that
Jim Lindsey has the responsibility for financial payments for Drake Street improvements which
would be the difference of the estimate of the street minus the dedication of the appraised value
of the additional acreage.

*PRAB Option to the Above Recommendation: Tb accept cash in lieu ofa land dedication for the
`pleby Apartments Phases I and II and to recognize that Jim Lindsey has an obligation to pay
,�.9_ his share of Drake Street when it is constructed. A Bond or Bill of Assurance would be
required to obligate him for that cost.
**For the 5.3 Acres Proposed Park, Jim Lindsey would cut back his original plat of
108 Units to 84 Units.

MOTION: LUCAS/YORK
PRAB recommends that the City Board accept a bird bath
and plaque, with approval of wording and placement of
the plaque, at the discretion of the Parks Department,
to be dedicated to the first curator of the Square
Garden. Motion passed unanimously 5-0.
COACHING EFFECTIVENESS CLINIC
A clinic will be held for all softball, soccer, baseball,
etc. coaches to learn how to handle kids as well as the
psychology of dealing with children.

Dear Don and Board Members:
I have been approached by J. B. and Jonelle Hunt in regards to the
possibility of working with the City on a mutually beneficial effort on
the city property on the west side of Highway 265 and south and east
of Lake Fayetteville as shown on the attached map.
Mr. Hunt would be interested in leasing the area designated and Tract A
and Tract B on said map and building a $2,000,000 home on Tract A. Mr.
Hunt would beautify this area and allow the public to have access to por-
tions of the property and would have his home open to tours on designated
dates.
The benefits to the City would be:
(1) An overgrown grass field could become a beautiful scenic park.
(2) An observatory could be opened on the south and east side of
the lake for the public.
(3) At the end of the 99 year time or sooner, the City would have
possession of this property.
The motivations for the Hunts to do this are:
(1) They think this site is beautiful.
(2) The would like to give back to Northwest Arkansas many of the
benefits. they have received.
