REGULAR MEETING
January 19, 1987
The Regular Meeting of the Parks and Recreation Advisory
Board came to order at 5:10 p.m.

DOWNTOWN SQUARE GARDENS - Dale Christy, Wilbur Watson
Dale Christy and Wilbur Watson, representing the Downtown
Square Gardens, explained the past operations of the Square
Gardens to PRAB. The Downtown Square Gardens has a Trust
Fund of $70,000 which is invested in C.D.'s. The Chamber
of Commerce controls and monitors the Trust Fund.
The Square Gardens entails all corners, the center part,
planters, and the Continuing Education Corner. The
Maintenance Contract for 1986

that the Parks Department does not have "anything to say
about it." PRAB questioned how should they be involved;

is the time to consider the possibilities with the change
in the Maintenance Contractor. PRAB was concerned if Parks
would take authority over the Square Gardens (which has been
declared a City Park) then the Mall, Evelyn Hills, Oak Plaza
might request such service.
PRAB considered the possibility of the City Park Horticulturist
being involved in determining the level of efficiency, but not
being in control. PRAB recommended that the Square Gardens
Maintenance Contract go out for competitive bids. The Park
Horticulturist could possibly write the bid specifications.
Dale Christy stated he would communicate PRAB's concerns to
the Square Garden Advisory Board. PRAB discussed the possibility
of a Parks Board Member or the Parks Horticulturist being on the
Square Garden Advisory Board, since a huge contribution is taken
from the Parks Budget.
II. APPRAISALS
Brigham Proposed Park and Quail Creek Proposed Park appraisals
will be submitted to PRAB at the next Board Meeting.

IV. LEWIS AVENUE FIELD - YORK
J. O. York reported he withdrew the Parks Department request to
the University concerning leasing the field for soccer, at this
point in time.
V. SPRING PARK TOUR DATE
Tentatively set for Saturday, March 7, 7:30 a.m., starting at
Wilson Park. PRAB members were asked to check their calendars.
