DRAWER F 72702 (501) 521-7700 PRAB REGULAR MEETING January 19, 1987 The Regular Meeting of the Parks and Recreation Advisory Board came to order at 5:10 p.m. Colwell, Lashley, Lucas, Melton, Ryan, Waite, Yarbrough, York Clark, Edmonston Dale Christy, Wilbur Watson DOWNTOWN SQUARE GARDENS - Dale Christy, Wilbur Watson Dale Christy and Wilbur Watson, representing the Downtown Square Gardens, explained the past operations of the Square Gardens to PRAB. The Downtown Square Gardens has a Trust Fund of $70,000 which is invested in C.D.'s. The Chamber of Commerce controls and monitors the Trust Fund. The Square Gardens entails all corners, the center part, planters, and the Continuing Education Corner. The Maintenance Contract for 1986 1985 - $30,000. was $28,200, down from The regular monthly income is from the following institutions: Parks $ 1,250 Downtown Unlimited 750 First National Bank 200 Mcllroy Bank 200 (Currently, the Maintenance fund is $1,700 short of pledges) The initial Trust Fund came from Campbell Soup ($10, who gave a challenge grant of $1. for every $2. rais This gave a total of $30,000 contributed by Campbell Previously, the contract has been let throughout the to the same contractor, who is now deceased. The Parks Budget includes $15,000 for maintenance of the Downtown Square Gardens. PRAB expressed their concern that the Parks Department does not have "anything to say about it." PRAB questioned how should they be involved; if they should be involved; should they undertake the work within their Department. PRAB expressed that now 000) ed. PRAB was concerned if Parks would take authority over the Square Gardens (which has been declared a City Park) then the Mall, Evelyn Hills, Oak Plaza might request such service. PRAB considered the possibility of the City Park Horticulturist being involved in determining the level of efficiency, but not being in control. PRAB recommended that the Square Gardens Maintenance Contract go out for competitive bids. The Park Horticulturist could possibly write the bid specifications. Dale Christy stated he would communicate PRAB's concerns to the Square Garden Advisory Board. PRAB discussed the possibility of a Parks Board Member or the Parks Horticulturist being on the Square Garden Advisory Board, since a huge contribution is taken from the Parks Budget. II. APPRAISALS Brigham Proposed Park and Quail Creek Proposed Park appraisals will be submitted to PRAB at the next Board Meeting. III. PRAB COMMITTEE ASSIGNMENTS FACILITIES AND BUDGET DEVELOPMENT LASHLEY, Chairman LUCAS, Chairman Yarbrough York. Waite Colwell PROGRAM AND PERSONNEL RYAN, Chairman Melton MOTION: RYAN/LUCAS PRAB accepts the above -listed committee assignments. Motion passed unanimously. (8-0) IV. LEWIS AVENUE FIELD - YORK J. O. York reported he withdrew the Parks Department request to the University concerning leasing the field for soccer, at this point in time. V. SPRING PARK TOUR DATE Tentatively set for Saturday, March 7, 7:30 a.m., starting at Wilson Park. PRAB members were asked to check their calendars.
