DRAWER F 72702 (501) 521-7700 PRAB REGULAR MEETING December 15, 1986 The Regular Meeting of the Parks and Recreation Advisory Board came to order at 5:00 p.m. MINUTES: Minutes of the November 17, 1986 PRAB meeting were approved as mailed. Minutes of the December 1, 1986 PRAB meeting were approved as mailed. Terry Holland, Belly Dancing Instructor for the Fayetteville 'Youth Center, joined PRAB for a Merry Christmas wish. BUSINESS: I. YOUTH CENTER OPEN HOUSE -Dale Clark Mr. Clark reported a large visitor turnout, as well as excel- lent press and television coverage for the Youth Center Open House held Saturday, December 13, from 9:30 - Noon. All Youth Center Programs were displayed. II. LEWIS AVENUE SOCCER FIELD As a follow-up, Dr. York was asked to notify Animal Sciences of the decision to drop all activity towards acquiring the use of Lewis Avenue at this time. III. BRIGHAM PROPOSED PARK CONTRACT PRAB reviewed the first draft of the proposed Brigham contract Prepared by City Attorney James N. McCord. He also requested additional. input from PRAB. IV. MOTION: WAITE/LASHLEY PRAB recommends to proceed with the appraisal of the Brigham property. Appraisal fee to be paid out" of the TruSt Fund. Motion passed unanimously. (6-0) GREENSPACE UPDATE - Connie Edmonston Ben Israel Sub'divis'ion The Greenspace Ordinance does apply to is outside the city limits. Therefore on November 3, 1986 to accept money in Hyland Park Phase 5 The Greenspace Ordiance applies to the additional two (2) Single Family Units that were added to the old 1979 Plat; therefore, the November 17, 1986 PRAB recommendation to accept money in lieu ($210) is in effect. the subdivision, which PRAB's recommendation lieu ($525) is in effect. BUSINESS: I. LEWIS AVENUE SOCCER FIELD REPORT MOTION WAITE/LASHLEY DRAB recommends that' all activity towards acquiring the use of the Mount Comfort Land be "dropped. Motion passed unanimously." "CS -0) II. BRIGHAM PROPOSED PARK Action on the Brigham proposed Park was tableduntil the next PRAB meeting. III. 1986 PROJECTS Bids for lights at Wilson Park will be let December 2, at 10:00 a.m. Restrooms at Lake Fayetteville were approved. Ninety working days to completion were allowed. Lake Fayetteville South will be closed January, February, March. Fishing Pier styrafoam has been ordered; work to be done this month. • Engineering has been done on North Make .Faya#eville. Wilson Park lighting will not be completed in 1986. Hand rails at the east end have been installed. Lights and electric are in at Gregory Park. Wiring is in; fixtures are not. Bridge to Lake Wilson is in. Determination for safety of dock personnel at Lake Wilson and Lake Sequoyah will be studied. FAYETTEVILLE, ARKANSAS PARKS AND RECREATION DEPARTMENT P. O. ARKANSAS ARTS COUNCIL MOTION WAITE/MELTON PRAB requests an application be made to the Arkansas Arts Council to support the Fayetteville Youth Center Program.'for 1987. Motion passed unanimously V. FAYETTEVILLE YOUTH CENTER OPEN HOUSE Clark/Edmonston invited PRAB to attend the Youth Center Open House on Saturday, December 13, 1986 from 9:30 - Noon. Youth and Adult Programs will be shared. VI. ORIENTATION -NEWLY APPOINTED CITY BOARD Newly appointed City Board Members will be invited to attend the next regular meeting of PRAB for orientation and they will be welcomed to stay for the business meeting, if desired. December 15, Monday, at 5:00 p.m. is the meeting date.
