The Regular Meeting of the Parks and Recreation Advisory Board came
to order at 5:00 p.m.
MINUTES: Minutes of the November 3, 1986 PRAB Regular Meeting
were approved as amended.
BUSINESS:
I.
COMBS PARK
The entry road and parking lot, which was built by C.D.
funds, is nearing completion. Park staff will build a
fence and a gate to the Park. Clark stated that Parks
will have to haul in red clay, periodically, to maintain
the road and lot. The Model Airplane Club needs to be
notified that the project is near completion. Clark re-
ported the Beagle Club used Combs Park this past Satur-
day.
II. 1987 CD MONEY REQUEST
Playground equipment for Jefferson, Walker, and Combs
Park backstops and soccer goals were denied by the
City Board. Parks projects were prioritized by City
Board as Items 13, 15, and 17. Only those items
through Item 8 were financed. City Board stated
that 1987 would probably be the last year for CD
funds.
III. TURKEY TROT REPORT
Edmonston reported there were 38 participants in the
5th Annual Turkey Trot. PRAB recommended a CIVIC CLUB
RELAY EVENT be added to the Turkey Trot next year.
IV. LEWIS AVENUE SOCCER FIELDS
Dr. York stated PRAB needs to make a decision con-
cerning leasing the Lewis Avenue Soccer Fields from
Arkansas University by January. PRAB discussed sub-
leasing the land to Women's Athletics and University
Intramurals; the Parks Department would use some of
the land for soccer fields. Parks would be responsible
for the development and maintenance of the fields.
Mr. Clark and Dr. Waite will review the engineering
drawing of the parcel of land to determine how many
soccer fields could be available and an estimate of
cost to get the fields in condition to rent. Clark
and Dr. Ryan will work on a proposed contract.

PRAB makes the recommendation to accept money
in lieu of a land dedication for the Green Space
requirement In the Hyland Park Phase 5 Addition.
Motion passed unanimously. (8-0)
GREENSPACE ACCOUNTING
Clark reported that Linebaugh will give PRAB a
full accounting of the Green Space fees and
interest collected.
PRAB suggested that 1987 would be a good year
to spend some Green Space Funds, since the City
Budget funding was down.

VI. 1987 BUDGET REPORT - CONT'D

PRAB requeststhat'a letter be sent to the City Board
of Directors expressing their concern of the proposed
Capital Expenditure 198'7 Budget as compared to the sub -
'ratted budget' which was in line with the Five -Year Park
plan, in light of receiving no CD' money.

MOTION: LASHLEY/WAITE
To communicate to the City Board of Directors the
desire of PRAB to have the surplus tax revenues to
pay off the' general obligation bonds which were
originally voted to be used to 'fund the Youth Center
addition and Park improvement.
FURTHER, PRAB asks immediate consideration from
the City Board to appropriate the surplus -funds for
Parks development.
Motion passed unanimously. (8-0)
PRAB Chairman Ryan will forward a letter to the City
Board concerning the above motions.
VII YOUTH' CENTER OPEN HOUSE
The Youth Center is hosting an Open House on Saturday,
December 13, 1986, from 9:30 a.m. until Noon. Youth
and adult recreation classes will be giving exhibitions.
VII. LAKE FAYETTEVILLE BOATDOCK METAL BUILDING
Chairman Ryan presented PRAB with a proposed contract in
which the University would erect a metal building at Lake
Fayetteville Boatdock in which to house the University
sailboats. The University proposed to deed the metal
building to the City after ten years. In return, the
City would not charge the University for dock space
rental ($384. per year). Dr. Ryan will present the
proposed contract to the University.
IX. SOCCER TOURNAMENT SURVEY
Edmonston conducted a survey at the Ozark Classic
Soccer Tournament to determine the amount of money
a regional soccer tournament brought into Fayette-
ville. See attached results. Addendum "A"

II. CONCLUSIONS
Assuming this was a true random sample of the teams and spectators
attending a Classic Cup Regional Tournament, the following assump-
tions were made based upon the thirty (30) out-of-town teams
entered. (Results exclude the four Fayetteville teams.)

Based upon the survey conclusions, the following revenues were
predicted to be collected in Fayetteville while hosting a Regional
Soccer Tournament on October 25 and 26, 1986. Assuming these
results adequately represent revenues collected in a city while
hosting a Regional Soccer Tournament, further predictions can be
made with the results of the average cost per team.
1. A total of 1,350 players and spectators were attracted to
Fayetteville for a Regional Soccer Tournament held on October 25,
October 26, 1986.
2. Total revenues spent on the weekend tournament were as follows:
