REGULAR MEETING
September 15, 1986
The Regular Meeting of the Parks and Recreation Advisory
Board came to order at 5:15 p.m.
MINUTES: Minutes of the August 18, 1986 meeting were approved
as mailed.

LAKE FAYETTEVILLE BOATDOCK EXPANSION
Ed Fedosky, Arkansas University Sailing and Canoeing
Instructor, presented proposals for additional dock
space for 1987, which can also be used for a public dock.
Dr. Ryan and Mr. Fedosky will review the plans and refer
the information to Dale Clark.
The possibility of a boat storage building/classroom
facility, to be built by the University, will be re-
viewed at the next PRAB meeting.
GREGORY PARK HIKING TRAIL - PATTI REID
PRAB instructed Patti Reid to proceed with a Walking Trail
in Gregory Park this fall, keeping the trails open, in
conjunction with the Arkansas Forestry Commission which
has offered assistance. The Forestry Commission will
also help with tree identification. The Walking Trail,
if feasible, will stem from Sycamore Street, so that the
public can be aware of the trail. Park signs will be
moved to Sycamore street for more positive identification
of the Park.
Further, PRAB requested Mr. Clark and Ms. Edmonston to look
into the possibility of an Exercise Trail.

III. AD HOC COMMITTEE REPORT BEVERLY MELTON
Beverly Melton, Chairman, presented the report of the
Ad Hoc Committee on Policies meeting held Tuesday,
September 2, 1986.

PRAB accepts the Ad Hoc Committee on Policies Report,
with' the report referred back to the Committee for
additional details to be worked outfor Fee Structure.
Motion passed unanimously. (8-0)
BUDGET COMMITTEE
1987 CAPITAL IMPROVEMENT BUDGET PROPOSAL
David Lashley, Chairman, presented the 1987 Capital
Improvement Budget Proposal, which had been prioritized.
The Budget will be presented to the City Board in
October.
MOTION: LASHLEY/YORK
PRAB accepts the 1987 Proposed Budget Report.
Motion passed unanimously.- (8-0)
ANNUAL PRAB/CITY BOARD MEETING
Dr. Ryan will contact Mayor Noland to set a date for
the Annual PRAB/City Board Meeting to review the PRAB
5 -Year Plan, the 1987 Budget, and to request direction
for objectives from the City Board.

AD HOC COMMITTEE - POLICY
SEPTEMBER 16, 1986
The Ad Hoc Committee on Policies met Tuesday, September 16, 1986, at
5:15 in the Fayetteville Youth Center's Gibson Room, Beverly Melton
presiding.
Discussion continued on policies ager suggestions were gone over by
PRAB and returned to committee.
* The following is a recommendation from this committee to the PRAB
to approve.
* If approved by PRAB - to then be forwarded to the City Board.
RECOMMENDATIONS - To be added to the policy list.
1. It will be the responsibility of the Fayetteville Parks Department
to approve and oversee all tournaments:
a,. All tournaments will be local (those teams that participate in
City of Fayetteville's summer programs unless approved otherwise
by the Fayetteville Parks Director.
b. There will be no outside tournaments unless the Fayetteville
Parks Director has complete control.
c. All revenue producing activities (i.e. tournaments) must be
conducted by an organized association after approval by the
Fayetteville Parks Director.
d. The revenue producing activities may not be subcontracted by
any association.
e. Use of all facilities will be determined by the Fayetteville
Parks Director.
1) All financial matters to be the responsibility of and deter-
mined by the Fayetteville Parks Director.
2) All facility maintenance will be the responsibility of the
Fayetteville Parks Director
3) All approved association schedules must be approved by the
Fayetteville Parks Director.

f. All personnel conducting tournaments will be under direct author-
ity of the Fayetteville Parks Director. (i.e. umpires, score-
keepers, concessionnaires, tournament directors, ;field crews,
etc.)
2. The Fayetteville Parks Director has authority to make available
Fayetteville Park facilities to outside groups on a lease basis.
(Notrecommended)
a. There will beno gate fee for any activity using the City of
Fayetteville facilities, unless prior written approval of PRAB
is obtained specifically for fund raising to benefit the City
of Fayetteville.
b. The Fayetteville Parks Department will control all concessions
and their workers.
c. Clean-up deposit will be $100. This fee will be returned if
the area is satisfactorily picked-up/cleaned-up, otherwise it
will be forfeited. This includes restrooms.

Not to be included in the policy - but for the use of the staff:
1. Softball fields and facilities
$ 30 9 am t o 6 pm
$50 6 pm to 11 pm - includes lights
2. Rates for other facilities will be quoted upon request. This
is not encouraged.
3. Practice times - under lights - will be charged at the discretion
of the Fayetteville Parks Director. The main thrust is to provide
as much free recreation time as is feasible.

the case.
Over the
weekend of August
8, 9, and 10, the
State "E" Slow -pitch Tournament
was held at ;the feke Fayetteville
Softball Complex. This tournament
attracted teams and spectators from
all over the state
As part of the parks director's
• wish to improve aur system, a ran-
dom survey was taken on the teams
'-and visitors for this tournament.
With the exception of several com-
ments cencermng the need for more
parking and restrooms, most visitors
were very pleased.
Part of the survey included ques-
tions on how much money each indi-
vidualspent in our town.
The end reult of this information
is that a little over 1,300 visitors were
in 'town over this three day event.
For food, lodging and fuel, they
i spent about 570,000. Add to this the
.money spent on miscellaneous 'twins
such as souvenirs, and shopping
`trips by all, we are putting the total
at about 5150,000, being added to the
city's economy as a direct result of
this sports event. •
We thank the parks department for
putting on this tournament, and help-
! mg add to our city's good fortune.
