MOUNTAIN 72701 (501) 521-7700 PRAB REGULAR MEETING August 4, 1986 The Regular Meeting of the Parks and Recreation Advisory Board came to order at 5:15 p.m. MINUTES: BUSINESS: Minutes of the July 21, 1986 Meeting were approved as mailed. I. GREEN' SPACE 1. GLEN OAKS ADDITION Developer: James Lindsey Park District: Northeast Location: Bordering Errol Street directly north of Apple Tree Nursing Center and Butter- field Elementary School. This tract has a total of 24.45 acres. Single Family Units: 47 Green Space Land Requirement: .5785 Acres Green Space Money in Lieu: $4,935 MOTION: LASHLEY/YORK PRAB makes the. recommendation to :accept' money in lieu of a land dedicatiali- for 'the Green Space requ'irement. in the Glen Oaks' Add'it'ion. 'Notion passed'uhahlm'ously. 'i 6-0) PRAB asked Mr. Clark to check into adjacent land owners and find out whether or not additional land would be available for parks. 2. 'Motion passed unanimously. LAKE FAYETTEVILLE LILY PADS - Dr. Dick OliVer Dr. Oliver reported he and Dr. Terry Levy are interested in helping solve the Lily pad problem at Lake Fayetteville. It was determined that although Rodeo and other surfactants have been previously used, Sonar pellets will also be -introduced on the pads in the spring. If Castaway does not give satisfactory.results this ,summer,.lodeo, a form of Rourd-UpNalle used as a follow-up, if .necessary. PRAB requested Patti Reid to report on the current results of spraying at the next PRAB meeting, and to use Sonar next spring, followed by Rodeo, if necessary. Sports- information received from Des Moines, Iowa, Dr. Ryan requested PRAR input as the. Ad Hod committee considers an organization to pull all sports programs to- gether. "5 -YEAR LONG-RANGE pLAN - Dr.'_.., Ryan Dr. Ryan reviewed the Rive -Year .Long-Range.Faci.lItaes Committee Report whi;chLfiad been prepared_by Dr. William Waite. Dale Clark. will prepare. a cover .sheet to go along with. an outline of capitol improvements for presentation to Deryl Burch, Public"Works Director. V. LAKE FAYETTEVILLE NORTH MASTER PLAN Dale Clark. Mr. Clark reported that Fields 1, 2, and 3 are presently being staked. R.V. is still under consideration. Fences will be kept "as is" until additional parking is needed. VI. GREEN SPACE AMENDMENT -CITY BOARD AGENDA Dale Clark apprised PRAB the Green Space Amendment would be considered at the City Board Meeting on Tuesday, August 5, 1986, Agenda Item Number 8. CITY POOL Dr. Ryan Dr. Ryan stated that if present figures continue at the City Pool, a new record will be set; looks as if 1986 will exceed all past records. VIII. GREEN SPACE FEES - INTEREST David' Lashley Mr. Lashley expressed interest in following up on earlier requests for information on Green Space fees and interest. MOTION: LAS'HLEY/LUCAS PRAB makes the formal request -from the City Finance Office that -We- have a.complete `accounting'of Green Space, by auadrant,.to include 'amount approved, amount collected,'amount' due, and -interest earned on ari annual basis. Motion unanimously approved. (6-0) IX. CLASS "E". TOURNANENT Chuck Yarbrough Chuck Yarbroughextended an invitation to PRAB to attend the tournament and meet the coaches. Tournament dates are August 8 - 10. X. HUMANE .SOCIETY PROPOSED ANIMAL SHELTER Dale Clark Mr. Clark reported h@ had received many adamant phone calls objecting to the proposed location of the animal shelter. YOUTH CENTER AND PROGRAMS REPORT - Dale Clark Youth Center attendance running extremely well. Long-range plans may call for another Youth Center or Community Center. Team Tennis Program has generated lots of interest. Eighty (80) children enrolled in Tennis. Tennis facility is needed for young children. Racquet Ball for Adults enthusiasm for this sport has been generated versus Hand Ball. SOCCER FIELD has been leveled. Grass is looking good FREE FISHING. PERMITS are no longer available at the City lakes, for City employees.
