REGULAR MEETING
July 21, 1986
The Regular Meeting of the Parks and Recreation Advisory
Board came to order at 4:00 p.m.
MINUTES: Minutes of the July 7, 1986 Meeting were approved as mailed.
BUSINESS:
I. Humane Society Animal Shelter Proposal - Dr. Jan Hale &
Truman Yancey
The Humane Society Board proposed to build the Animal
Shelter in the park area south of the creek to the
east of the pavilion. PRAB questioned since Finger
Park was bought with C.D. money for a City Park,
whether they could addan animal shelter on the land.
PRAB also was concerned about a service drive through
the park and the problem of closing the park with the
shelter within the park. PRAB recommended for the
Humane Society to investigate purchasing the land
containing the burned house adjacent to the parks
north boundary. If the Humane Society could purchase
this property, PRAB would be willing to allow the shelter
to use the northeastern portion of the park which
currently has picnic facilities on it.

PRAB recommends to the City Board of Directors tb-aliaw
the Humane Society to build the Animal Shelter bii the
northeastern portion of Finger Park Which is nbtbd'as
a picnic area.

II. Long Range Park Plan
The Facilities/Developement Committee is developing a
five year development plan of the parks system from
the PRAB's original Long Range Plan.
III. Lewis Plaque
Rodney Ryan has been working with John Cole and Mr.
Grimes on developing a plaque in memory of Mr. Lewis.
PRAB will work with Cole in the design, wording and
location of the plaque and will make a recommendation
to the City Board of Directors concerning the plaque.
Ryan and Lucas will represent PRAB on the project.
IV. Combs Park Report ‘ds
Community Development has receivedmawards for the entry
road and parking lot for Combs Park in the amount of
$20,171.
Regional Park and Recreation Convention Host Proposal
Ryan reported that the National and State Parks and
Recreation Associations will help the hosting City to
finance the regional convention. Lucas presented PRAB
with the Hiltons and Continuing Education packets for
hosting conventions. Ryan will find out how much the
State and National Associations will assist a hosting
City before PRAB makes a decision whether to apply to
host such a convention.

VI. Brigham Proposed Park
Rodney Ryan, David Lashley, Andy Lucas, and Bill Waite
met with Mr. Brighman and his attorney Klinger out
at the proposed park site located on Fox Hunter Road.
PRAB had several legal questions that would need to
be answered before a recommendation is made concerning
the proposed park. Items to be presented to City
Attorney Jim McCord are as follows:
-Can the City enter into a contract with
the Brighams?
- How does Parks limit exclusive use as a
nature park for a life time agreement?
- How would the trust be setup and administered?
- Who determines what happens to the property
during the Brigham's life? What happens if
he doesn't keep the property in good working
order or if they go into anursng. home?
- Can a trust fund remain as a Park Trust Fund
and not go into General Fund?
PRAB requested for McCord to draft a samplecontract
for their review. Mr. Brigham said that he would Be.
willing to negotiate some on the agreement. DRAB
stated they first want to draft a contract and see
what terms Mr. Brigham would agree to before they
made a recommendation concerning the property as a
public park. PRAB was also concerned withthe house.
When the property becomes a park, the house could.be
used for a caretakers house, social gathering house for
civic groups,etc, or even sold. Connie Edmonston is
to meet with Jim McCord concerning these matters.

VII. Lake Fayetteville North Master Plan
Tabled until next PRAB meeting.
VIII. Programs
An Adhoc Committee of the Programs Committee was
formed consisting of Melton, Lucas and Ryan. The
Adhoc Committee is to devise a plan to organize all
organizations using park facilities under the Parks
Department.
IX. Swimming Pool Report
A new record high attendance day was hit over last years
with 732 patrons on July 14, 1986.
X Park Programs - Saturday, July 19, 1986
The Parks Department and the Youth Center sponsored
a youth run around Wilson Park. There were only seven
runners participating in the event. The City Pool
held a "Big Splash" Water Celebration also on Saturday.
The Celebration consisted of several events which were
free to enter. Local merchants awarded various prizes
for the events.
