The Regular Meeting of the Parks and Recreation Advisory
Board came to order at 4:00 p.m.
MINUTES: Minutes of the June 16, 1986 meeting were approved as mailed.
BUSINESS:
I. QUAIL CREEK PROPOSED PARK

II. GREEN SPACE AMENDMENT

quadrant. PRAB further recommends that the original

The proposed Green Space Ammendment will be presented
to the City Planning Commission July 28, 1986 Meeting.
III. PAUL LEWIS PLAQUE
Chairman Rodney Ryan presented a letter from John Cole
representing Downtown Fayetteville Unlimited, Inc.
The letter request permission to install a plaque
in the park area of the Downtown Square. PRAB recommended
for the plaque to be attached to or next to the old Lewis
Building. Ryan will return the recommendation of PRAB
to City Manager, Don Grimes and Mr. John Cole.
IV. BRIGHAM PROPOSED PARK - Timothy Klinger
Timothy Klinger is representing Harley and Ruby Brigham
Estate. The Brigham Estate is proposing seven and one
half acres of their land for sale to the City of Fayetteville
for its perpetual use and care as an arboretum or nature
park. The value of the land would be established by
professional appraisal with the sale price to be represented
by two-thirds of the appraised value. The proceeds of the
sale would be deposited in a park trust fund to which the

OUTDOOR SUMMER RECREATION SEMINARS
The Youth Center and Parks and Recreation are hosting
seven free Outdoor Recreation Seminars held in Wilson
Park from June 24 through August 1. Seminars include
Snakes; Nature Awareness of Plants and Trees; First Aid;
Outdoor Survival; Fishing (Casting and Fly Tying);
Camping; and Canoeing.
YOUTH THEATRE REPORT
Nine students were enrolled in the first
Youth Theatre classes. Session Two will
July 14 and run through August 15.
CITY SWIMMING POOL REPORT

has exceeded last years highest daily attendance in

IX. WILSON PARK HEADQUARTERS RENOVATION
Bids have been received to sandblast the rock buildings
at Wilson Park. Low bidder was Vernon Bascom Company
from Vinton, Iowa for the lump sum of $15,650.
X. OTHER BUSINESS
A. Bob Emerson informed the Parks Board that he will
be leaving Fayetteville and resigning from PRAB
on August 1.
B. Southwest •;Regional Parks and Recreation Convention:
Andy Lucas has visited with Continuing Education and
The Hilton as to services they would provide in
hosting the Park Regional Meeting in Fayetteville.
Ryan, Lucas, Clark and Edmonston will investiage
the information and present PRAB with a recommendation
concerning hosting such a convention.
C. The National Parks and Recreation Association presented
Fayetteville Parks and Recreation Deparment an
"Award of Merit" Certificate for their programs.

One of my clients has come to me with what I think is a wonderful idea
that will serve to make our community a better place to live for
ourselves, our children and our grandchildren.
Harley and Ruby Brigham own three tracts of land that front along Fox
Hunter Road just off of Highway 45. The combined tracts contain
approximately 74 acres. Harley and Ruby have lived there for several
years and have steadily made improvements to the land which focus on its
natural character and on the preservation of the ecological variability
of the landscape and the pla:Its and animals which it in turn supports.
While living on the property, Harley and Ruby have made a true
commitment to creating and maintaining a sort of natural arboretum
complete with the care of the old and the planting of the new. Trails
and shelters have also been constructed with a sensitivity to the
natural setting.
The Brigham's offer the property for sale to the City of Fayetteville
for its perpetual use and care as an arboretum or nature park. The
value of the land would be established by professional appraisal with
the sale price to be represented by two-thirds of the appraised value.
The proceeds of the sale would be deposited in a park trust fund to
which the Brigham's would contribute up to an additional $50,000.00.
There are, of course, many details that would have to be worked out but
Harley and Ruby would need to retain a life estate in the property and
would also need to receive the income generated from the trust during
their lifetime.

Our goal is to see this natural spot preserved for the enjoyment of
future generations as well as our. own. But the Brigham's cannot achieve
that by themselves. We hope this proposal will spark some interest on
behalf of the City and we look forward to further discussions. Please
give me a call if you have any questions or require additional
information.

RE: Memorial Plaque
The Board of Directors of DFU has authorized the purchase of_a
permanent bronze plaque, of approximately 18" by 24", to be
mounted in a low pedestal on the city .square to memorialize Paul
Lewis and his efforts for the square. The memorial -would need
no maintenance, and the expenses of installation would be fully
paid by Downtown .Fayetteville Unlimited,__Inc._ _

Because those grounds are under the jurisdiction of the city,
