The Regular Meeting of the Parks and Recreation Advisory
Board came to order at 4:15 p.m.
Minutes of the June 2, 1986 meeting were approved as mailed.
GREEN SPACE AMENDMENT= JIM McCORD, CITY ATTORNEY
City Attorney, Jim McCord, recounted that the State Law
provides that, under the Green Space Ordinance, cash contri-
butions cannot be transferred from one quadrant to another;
however, land transfers are permissible. He advised further
that it would be a policy decision whether or not to give
land credit in different quadrants.
MOTION: YORK/WAITE
PRAB recommends to Send the amendment On to the' Planning
Commission with the explanation that funds Cannot be trans-
ferred from one quadrant to another.
Unanimously approved. (.5-0)
PROPOSED ANIMAL SHELTER DR. JAN HALE
Dr. Hale stated the Humane Society Board is recommending
to PRAB that the proposed new -style Animal Shelter be
located at Charles J. Finger Park.
Dr. Waite, Chairman of the Facililities/Development Com-
mittee, invited Board Members, Park Staff, and interested
persons to meet at Charles J. Finger Park on Thursday,
June 19, at 1:00 p.m., to look over the area and help
select a proper site.

RESPONSIBILITIES FOR PROVIDING A YOUTH
SOCCER PROGRAM ARE DIVIDED AS FOLLOWS
PARKS DEPARTMENT RESPONSIBILITIES
•
1. Mow and line soccer fields.
2. Perform general field maintenance according to the field
program as set by the Park Horticulturist, to include
planting, mowing, fertilizing, and aeriating.
3. Continue to develop and improve the soccer fields, based
upon the needs as determined by the Parks Department,
after consultation with the Soccer Association.
4. Permit the Soccer Association to use the Asbell Concession
Stand. The Soccer Association usage of the Asbell Conces-
sion Stand is under the supervision of the Park Concession
Manager.
YOUTH CENTER RESPONSIBILITIES
1. Fund and hire a part-time Soccer Coordinator to perform
the duties as outlined in the job description.
2. Register Youth for Soccer.
3. Serve as a Soccer Information Service.
FAYETTEVILLE SOCCER ASSOCIATION RESPONSIBILITIES
1. Provide the Youth Center with all registration forms and
information needed to inform and update participants
about the Program. All information must be presented,
in writing, to the Youth Center at least two weeks in
advance of the scheduled event.
2. All committee meetings must be held at the Youth Center.
The Soccer Coordinator will be present at all Soccer
Committee Meetings.
3. Recruit, train, and assign soccer coaches.
4. Provide game balls, practice equipment, and team
uniforms.
5. Responsible for providing the Soccer Coordinator with
all the necessary information for the Youth Center.
Such information will include team rosters, coaches
phone numbers, game schedules, practice schedules, etc.

Park Staff feels strongly that the Soccer Coordinator hired by
the Fayetteville Youth Center is the key to an effective working
relationship with the Soccer Association, both recreational and
competitive league.
SOCCER COORDINATOR JOB DESCRIPTION
The Soccer Coordinator:
1. Is directly responsible to the Fayetteville Youth
Center Director.
2. Is responsible for communication between the Youth
Center/Parks/Department/Soccer Association. The
Coordinator has final authority for scheduling and
use of all facilities.
3. Must attend all of the Soccer Association meetings
and present a meeting report to the Youth Center
Director the following day.
4. Will work. directly with the Registration Committee
of the Soccer Association, in order to keep the
Youth Center informed of all registration pro-
cedures and policies.
5. Will schedule games, rainouts, make -ups, fields,
and tournaments.
6. Will schedule team practice fields with the
Soccer Coaches.
7. Will submit a game schedule, including all rain -
out make-up games, to the Youth Center and the
Parks Maintenance Supervisor.
8. Will work with the Team Assignment Committee of
the Soccer Association to provide current, up-to-
date information to the Youth Center. Such infor-
mation will include team rosters, coaches phone
numbers, game schedules, practice schedules, etc.
9. Will recruit, train, and schedule umpires for all
soccer games.

III. PARK CONCEPT TOMMY BILLMAN
Andy Lucas, Public Relations Committee Chairman, introduced
Tommy Billman. Mr. Billman outlined his ideas for neighbor-
hood participation and community involvement in creating
parks.
IV. SOCCER AGREEMENT PROPOSAL DALE CLARK
Reporting on his meeting with Mark House, Chairman of the
Soccer Association,which was held June 4, Mr. Clark indicated
the Soccer Associationa prefers to remain with the Youth
Center and Parks and Recreation Department.
Mr. Clark then presented proposed draft agreements outlining
1986 responsibilities for providing the Youth Soccer Program
for the Parks Department,. the Youth Center, and the Fayetteville
Soccer Association, in addition to a job description for the
Soccer Coordinator.
After careful. review, PRAB madeadditional recommendations.
Responsibilities and the job description will be updated
and then presented to the Program Committee for additional
recommendations and suggestions.
V. CROSSOVER PARK - DALE CLARK
Certifiedletters have been .sent to adjoining property
owners regarding the quitclaim easement request.
VI. COMBS PARK DALE CLARK
Mr. Clark will work with Mr. Combs to select a mutually
agreeable area which can be .fenced off for grazing -
outside the Model Airplane area.

VII. ARKANSAS RECREATION AND PARK 'ASSOCIATION ANDY LUCAS
Mr. Lucas reported that the Center for Continuing Education
will be helpful in assisting PRAB host the April, 1988
Arkansas Recreation and Park Association Meeting.
Dr. Ryan, Dale Clark, Andy Lucas, and Connie Edmonston
will meet with Continuing Education to explore the hosting
possibilities Continuing Education offers.
VIII. DRAB MEETING SCHEDULE
It was the consensus 'of PRAB that future meetings be
held as follows:
First Monday of the month: 4:00 p.m.
Third Monday of the month: 5:00 p.m.

RE: HARLEY AND RUBY BRIGHAM LAND
Mr. Klinger will be invited to attend the July 7 PRAB
meeting to explain additional details relative to
Brighams' desire to donate land.
