REGULAR MEETING
May 5, 1986
The Regular Meeting of the Parks and Recreation Advisory Board came to
order at 4:00 p.m.
MINUTES:
•
Minutes of the April 7, 1986 meeting were approved with the
following corrections for Softball: 49 Men's Open, 9 Men's
Church League, 8 Men's Fast Pitch, 10 Women's Slow Pitch,
4 Women's Church League, for a total of 80.
Minutes of the April 21, 1986 meeting were approved as
mailed.
BUSINESS:
I. FAYETTEVIILLE YOUTH.CENTER-CHILDREN'S .THEATRE
Dominee S. Muller, Youth Theatre Instructor and three performers
Courtney Irvine, Jeremiah Harper, and Heather Whitson, from the
Advanced Acting Class, presented "It's Okay to Say No" - a teach
ing/learning play which encourages creativity from the audience
as well as actors. Ms. Muller expressed her deep appreciation
to PRAB for the opportunity to work with the children.
II. MODEL AIRPLANE CLUB
Jim Halbert and John Purtle, Model Airplane Club, thanked PRAB
for help in moving their field to Combs Park, although they will
stay at their present location until the runway is ready there.
They requested help from PRAB at. Combs Park as listed below:
• Help from City to cut top off runway and grading for:
800' N.S. Runway 100' wide; 450' E.W. Runway 100' wide.
e Runways to coincide with parking lot.
• Club will plant appropriate grass seed and maintain
runway.
® Expected timetable: August - September, 1986.
® Keys and Padlock: To be moved from Lake Fayetteville
to Combs Park, since all members have keys. Combs Park
key to be furnished to Connie Edmonston.

e Dale Clark to provide gate for Combs Park. He
will also make sure cattle are moved prior to
runway work.
® Representatives of the Model Airplane Club and
Parks Department will be present when runway work
is scheduled.
e Upon completion, News media, PRAB, and interested person
will be invited to Grand Opening of new runway.
MOTION: LASHLEY/WAITE: PRAB accepts the plans as presented
by the Model Airplane Club as to layout, grounds, and roadway.
PRAB will request help with rough grading from City. Club will
be responsible for planting grass and mowing runways. Club will
maintain their own security. Unanimously approved. (8-0)
III. ARTS CENTER COMMITTEE
Frank Sharp, Member, apprised PRAB of plans of the Fayetteville
Cultural Arts Center to build a six -million dollar center which
will include a one -thousand seat, multi-purpose hall, along witl
two theatres. Presently, a three -thousand dollar endowment
is being set up to be operated by one entity - the City CommittE
and the University of Arkansas.
Sites under consideration will possibly located near a park witl
out a large'play area. Neighborhood Advisory meetings will be
held nearer to site determination dates. In this regard, Mr.
Sharp will work with Dr. York, Chairman of the Neighborhood Ad-
visory Committee, and Rodney Ryan.
IV. WALKING TRAIL
Dr. Ryan presented information on the Wells Fargo Walking Trail
in Rogers, Arkansas. Connie Edmonston will schedule a PRAB
visit to the Trail.

V. NORTHWEST ARKANSAS HORSESHOE PITCHING ASSOCIATION
PRAB received the Report and Summary of Activities from
Dr. James T.. Elliott, Director of the Northwest Arkansas
Horseshoe Pitching Association.
Dale Clark will visit with Dr. Elliott about the retaining wall
and railroad ties and bring a report back to PRAB.
VI. QUAIL CREEK
Dale Clark reported on his meeting with Wade Bishop, who
now wants to retain a 300'x100' piece of land and make a
tradeout with his earlier proposal.
Dr. Ryan asked Dr. Wait to call a Facilities Committee Meeting
and to include David Lashley, and draw up a plan to be presented
at the next PRAB meeting.
VII. CROSSOVER PARK
The City Attorney has prepared a legal document so that a
permanent easement of 32.3 feet can be granted to the City of
Fayetteville; however, signatures of adjoining property owners
must be .secured,. via certified letters.

C.D. MONEY
Dr. Waite, Chairman of the'Facilities Committee, will follow
in October on the Jefferson:School request.
SLIDES
It has become necessary to remove some slides,due to
heavy maintenance, and various problems with :woods.
XIII. BOAT DOCK
A request for a sailing dock at Lake Fayetteville cannot be
considered until budget -making time.
XIV. AMATEUR SOFTBALL ASSOCIATION SCHOLARSHIPS
Two five -hundred dollar ($500) one-year scholarships are
being offered. Eligibility requirements: graduating senior
or college student (not -yet nineteen. years of age); played

Supervised Amateur Softball Association for two of the last
three summers. Determinations will be made on forty points'
financial aid, thirty points' academic qualifications.

REPORT & SUMMARY'oF ACTIVITIES
Northwest Arkansas Horseshoe Pitching Assoc; National Horseshoe Pitchers
Assoc. of America Sanction # 85A11, dated 3 December 1984 began it's first
season of competition June 3, 1985 with 37 members. An 11 week round
robin format of two member teams was used. At the conclusion of the round
an awards picnic was enjoyed at. the club's site in the park. Our guest
of honor was Mr. Ottie Reno, attorney, author and six time Alabama state
champion. That closed the clubs events of the 1985 season.
The first meeting of 1986 was a preliminary meeting of the Director, Presi-
dent and three club members at the Fayetteville Youth Center on Jan. 29th.
The date of Feb. 26 was set for the first general membership meeting to
be held at the Pizza Hut. At that meeting the previous officers were re-
tained for 1986. Memberships were re-newed and the type of format ARa
date of beginning was set. On March 22 a fun tournament and sign up was
conducted at the courts. Trophies were awarded for the top six finishers
in that event. The club mill begin the 1986 season on Mon. Apri1228 with
only a slight variation in last years program
At the time the site was prepared last year, we stated that we would ins
stall a retaining wall to reinforce and improve the courts if the Dept.
could furnish the necessary crossties and steel pinning. To date only
about 12 ties have been deposited at the site. An estimate of about 50
to 75 will be needed to do the job. By my count, four requests have been
made to the Dept. for the materials. Each time wa told that none was avail-
able. When one is dealing with donated labor, time is an important factor.
While we will certainly build the wall it is vital that the needed materi-
als are available so that maximum work can be accomplished each time.

Dear Connie,
The University of Arkansas, HPER Dept., has been more than pleased with
our opportunity to use the Lake Fayetteville facility for our canoeing
and sailing classes the past 3-4 years. The persons in charge at the
Lake have been very helpful and accommodating to our needs and problems.
It could not be much better.
I understand there may be some new additions to the dock area next year
- 1987. I would appreciate the opportunity to meet with the committee when
they begin to determine the physical layout of the area, in order to present
some of the "sailing" concerns that may need to be included in the plans.
