The Regular Meeting of the Parks and Recreation Advisory Board, Chaired by Vice Chairman Beverly Melton, came to order at 4:10 p.m. MINUTES: Minutes of the Special Parks and Advisory Board Meeting, held March 13, 1986, were approved as mailed. BUSINESS: I. FIRE DEPARTMENT PROPOSAL Firemen Larry Poage and Dennis Ledbetter joined PRAB and spoke about the possibility of placing a fire station in and/or near a park, at the Valley Subdivision, or any future location that could come out of an arterial road. Afterdiscussion, it was the consensus that PRAB favors such a proposal if the area .lends itself to that type of structure; however, it would be necessary to seek 'an opinion from the City Attorney to clarify whether or not the Green Space Ordinance allows this kind of action. II. GREEN SPACE - VALLEY SUBDIVISION Owner: Location: Park District Living Units: Land Requirements Money in Lieu C. M. Tomlinson East of Old Wire Road, N.W. of Fairview Memorial Cemetery :N.E. 20 Single -Family Units :250 Acres : $2,100 MOTION: YARBROUGH/YORK-- PRAB makes the recommendation to accept money in lieu of -a land dedication for the Green Space requirement in the Valley subdivision. DERYL BURCH Deryl Burch, Public Works Director, was introduced by Dale Clark. Mr. Burch complimented PRAB on their fine work and expressed one hundred percent support of PRAB. IV. EASTER EGG HUNT REPORT Connie Edmonston reported that crowd estimates were up to 4,000 at the Easter Egg Hunt co-sponsored by IGA and held March 30 at Wilson Park. IGA has expressed interest in co -sponsoring the Hunt again in 1987. Connie Edmonston is to send thank you letters to IGA and the thirty volunteers who helped with the Hunt. MOTION: MELTON/YARBROUGH PRAB makes the recommendation to co-sponsor the 1987 Easter Egg Hunt. with IGA. Motion passed unanimously. C6-0) V. QUAIL CREEK STATUS REPORT Connie Edmonston reported that to date it has been impos- sible to reach Wade Bishop, since he has not returned telephone calls or messages. VI. 1986SOFTBALL REPORT Dale Clark reported there are 49 Men's Open Teams, 9 Men's Church Leagues, 8 Men's Fast Pitch, 10.Women's Slow Pitch; and 4 Women's -Church Leagues: Total: 80. Connie Edmonston presented Mike Hedge's drawing for three diamonds at Lake Fayetteville Park. There was discussion about the need for another softball complex. PARK VOLUNTEERS - SERVICE PROJECTS Connie Edmonston reported there had been forty volunteers at the Lake Fayetteville Complex on Saturday, and seventy volunteers at Asbell on Sunday. After a slide presentation, Sertoma expressed interest in service projects. VIII. RV REQUEST Rodney Ryan reviewed correspondence forwarded by Mayor Paul R. Noland concerning a citizen request about the advisability of the City of Fayetteville developing an RV Campground, possibly to be located east of the Lake Fayetteville Boat Dock. PRAB asked Dr. Ryan to advise Mr. Black that such a plan is already under consideration in that specific location. (Hal Brown wants to be advised as to the status of the RV request, which may affect lake quality.) IX. COMMITTEE REPORTS PRAB accepted the Neighborhood Advisory, Facilities and Development, and. Programs Committee Reports. X. TENNIS TOURNAMENT Dale Clark presented a request from Robert Ferrell, South- western Bell Telephone Company, to conduct a Tennis Tournament in Wilson Park for the purpose of raising funds to help buy computers for Fayetteville Public Schools. MOUNTAIN 72701 (501) 521-7700 PRAB MINUTES (Cont'd) REGULAR MEETING April 7, 1986 Page Four • MOTION: MELTON/WAITS: PRAB approved the Tennis Tournament to be conducted by Southwestern Bell Telephone Company at Wilson Park with the designa- tion of ten percent (10%) to the Friends of Youth. Unanimously approved. (6-0) XI. SPRING PARK TOUR DATE PRAB Spring Park Tour Date is scheduled for Tuesday, April 22, at 7:00 a.m. to meet at the Wilson Park New Parking Lot. PRAB was asked to bring park evaluations for the tour. XII. P.R. PROGRESS Connie Edmonston reported working on placing Park Maps in the telephone book. XIII. 'JEFFERSON SCHOOL REQUEST Dr. Waite advised that the Principal at Jefferson School had expressed the need for playground equip- ment. He inquired as to whether or not PRAB could be helpful in any way in this regard. Dr. Waite will work with Connie Edmonston and Dale Clark about the methodology for a CD prospect. XIV.
