I.
PRAB
March 3, 1986
and Recreation Advisory Board came to order
.m.
Minutes of the February 17, 1986 meeting were
approved as mailed.
LANDSCAPE COMMITTEE
Julie Nash, Chairman of the newly formed Landscape
Committee, presented data regarding possible future
landscaping for Fayetteville.
PRAB expressed their concern for maintenance, in-
spection, and enforcement of a landscape ordinance.
MOTION: LUCAS/MELTON
WHEREAS the PRAB is concerned with beautification
throughout the City of Fayetteville and the need
for landscaping at commercial- and business estab-
lishments as well as within the parks; and
WHEREAS we believe that the adoption of an ordinance
providing for landscaping is in the best interests
of the City; Therefore be it
RESOLVED, That we -favor the adoption of a plan
for 'future landscaping in a 'controlledmanner.
Motion passed unanimously (6-0).
Messrs. Jim Lindsey, Dick Calhoun, and Ed Calhoun joined
the PRAB to review Appleby and Drake Street land.
II. GREEN SPACE PROPOSED PARK
AT QUAIL CREEK ADDITION
David Lashley read a draft of a proposed memo
to the City Board concerning acquisition of
the proposed Park at Quail Creek addition.
MOTION: YORK/LUCAS
PRAB asked Mr.' Lashley to' send the.memo to
the City Board.
Motion passed unanimously (8-0).

III. GREEN SPACE
APPLEBY ROAD APARTMENT
MOTION: WAITE/YORK
PRAB recommends that the Planning Commission
accept a Green Space land requirement of 1.'08
acres (based on l08' multi -family units) for
the Appleby Road apartment addition.
PRAB further recommends to accept additional
land from Jim Lindsey and/or his assigns for
the proposed park an Gregg Street, to be
credited -toward future Green Space require-
ments in any 'of the four park' districts at
the Green Space' money in lieu rate of final
plat approval.
The credit amounts will be 'distributed to the
correct park district, as the ordinance states.
Motion passed unanimously
IV.. GREEN SPACE INTEREST
PRAB asked Connie Edmonston to write a memo-
randum to Stewart Lynch, Accounting Supervisor,
requesting determination of Green Space interest
rate.
V. GREEN SPACE QUAIL CREEK
PROPOSED
PRAB asked either Dale Clark or Connie
Edmonston to approach Wade Bishop to
negotiate which acreage to buy; which
is Green Space land; and thirdly, does
he want to bank for the future; and to
discuss the possible need for a new survey.
VI. LAKE FAYETTEVILLE NORTH MASTER PLAN
PRAB met with Mike Hedges, Arkansas Extension

Agent, and Merle R. Gross, County Extension Agent,
on February 26, 1986, to draft a Master Plan of
Lake Fayetteville North Park. PRAB asked for the
following facilities to be considered as part of
the master plan:
1. Three 300 -foot softball fields
2. One parking lot
3. One hiking trail.
PRAB also requested that Mr. Hedges devise a plan
for overnight RV facilities and tent campsites in
the park land east of the Lake Fayetteville Boat
Dock Office.
VII. ANIMAL SHELTER
Dr. Jan Hale, representing the Humane. Society Board,
presented data for a new concept in animal shelters.
He expressed the need for a 5,500 6,000 square
foot animal shelter building, with parking space
for up to 50 cars, hopefully to be built on park
land.
PRAB asked Dale Clark and Connie Edmonston to work
with Dr. Hale on a proposed shelter site at Lake
Fayetteville North, the Hobby Use Area on Highway
265, or the Park acreage on the west side of High-
way 265.
VIII. ARKANSAS ARTS COUNCIL
Connie Edmonston reported the total cut the
Arkansas Arts Council has made for 1985-1986
from the Youth TheatreGrant has been reduced
from $2,000. to $1,882.

IX. SUMMER JOBS
Connie Edmonston presented Parks Depart-
ment Summer Job information openings
to PRAB.
X. VOLUNTEERS
Connie Edmonston reported sixty-two
letters had been .sent to University of
Arkansas groups, requesting service
projects in Fayetteville Parks.
Because of the hour, Committee Reports and the Spring Tour
will be discussed at the next PRAB meeting.
