DRAWER F 72702 (501) 521-7700 PEAR February 3, 1986 and Recreation Advisory Board came to order at 5:00 p.m. Minutes of the January 20, 1986 meeting were approved with the addition of Melton to the Personnel and Program Committee. QUAIL CREEK ADDITION - PROPOSED PARR The Parks Department is on the February 3, 1986 agenda of the City Planning Commission to have the following questions answered concerning the proposed park at Quail Creek Addition. 1. Will Drake Street be completed to Gregg Street? 2. If so, who will be obligated to pay for the street and bridge construction. Clark, Edmonston, and Reid previously met with Carlisle and Jones from the City Planning Office and Wade Bishop and Paul Martin, property owners, to discuss the city procedures of the street development. PARR DESIGN Connie Edmonston presented a sample of a park designed by the Arkansas Extension Agency from Little Rock. PRAB discussed that the free service of park design may be helpful for Lake Fayetteville North Master Plan, Walnut Grove Green Space Park, and possibly Quail Creek Addition -Proposed Park. PRAB COMMITTEES PRAB Committee Chairmen are to outline the purpose and description of their committees. Discussion was as follows: . IV COMBS PARK AND LAKE WILSON PARK - HORSE TPAIL REQUEST Marion Orton, Anne Kittrell, Vivian Howenstein, Frances Lindloff, Doris Sherman, and Bob McKee, representing the N.W. Arkansas Riding Club, presented a horse trail proposal for Combs Park and Lake Wilson Park. (See Attachment "A") MOTION: Melton/Lashley To accept the proposal from the Northwest Arkansas Riding Club for using areas already designated for trails in Combs Park, the park area across from Babe Ruth Park, and at Lake Wilson. PRAB further recommends to give lessor Frank Combs a 30 -day notice to vacate Combs Park by March 15, 1986 so that C.D. may begin work on the entry road and parking lot of the park. Park Staff is to work with Mr. Combs if an alternate lease plan could be arranged. Motion passed unanimously (5-0). DISCUSSION: Orton will investigate the legal aspect of horseback riding with Jim McCord. The Club will also make the proposal to the Industrial Park Com- mission. Community Development will be taking bids for Combs Park entry road and parking lot in February, and is anticipating the project to be completed in April. The Parks Board further recommends to the Industrial Planning Commission the development of the horse trails in the Industrial Park and at Lake Wilson. V GREEN SPACE FEES A computer sheet documented the 1985 Green Space Fee Account balance of $24,314.75 and $1,309.28 interest. This computes to an interest rate of 5 percent of 1985 only. PRAB questioned what interest was accu- mulated in preceding years. MOTION: Melton/Ryan PRAB recommends 'for the Park Staff to find out about the 5 percent interest of the Green Space Fees. PRAB perceives that the fee is not consistent with good interest policy for the period of accumulation of fees. .Motion passed unanimously '(5-0). NORTHWEST ARKANSAS RIDING CLUB requests of the FAYETTEVILLE PARKS & RECREATION ADVISORY BOARD permission to establish horse trails in the Industrial Park, Combs Park and Lake Wilson Park. Club members will --in Industrial and Combs Parks -- 1. Mark the trails with tape. (Eventually we may want wooden markers.) 2. Clear the trails. 3. Cut and roll back old fences across the trails. 4. Make a map and write out rules for users of the trails: Lq(Xts+men+ We need for you to -- 1. Provide access into Combs Park behind the house off Pump Station Road and at the end of Commerce Drive. 2. Designate an area for parking horse trailers in Industrial or Combs Park. 3. Print flyers with map and rules for users of the trails. 4. In Lake Wilson Park --place "Posted" signs, cut openings through three trees which have fallen across the trail, allow us to cut and roll back an old fence, approve the new part of the trail.
