January 6, 1986
The Parks and Recreation Advisory Board came to order at 5:10 pm.
MINUTES: Minutes of the December 16, 1985 were approved with
the following corrections:
IV. 1985 Park Revenue Report:
Green Space: NE Park District - $12278.CO; NH;
Park District - $9,415; SE Park District - $2,085;
SW Park District - $735.
BUSINESS:
I. Welcome of New PRAB Members:
PRAB greeted the new Parks Board member - Andy
Lancaster was also appointed by the City Board
II. Election of 1986 PRAB Officers:
Motion: Lashley/York To elect Rodney Ryan as Chairman and
Beverly Melton as Vice Chairman.
Motion passed unanimously (6-0 Emerson absent).
Lucas. Emily
but was absent.
III. Appointment of PRAB Committees:
To be tabled until next PRAB meeting, committees include the
following:
A. Personnel & Public Relations
B . Program
C. Facilities & Development
D . Laison
E . Neighborhood Advisory
F. Budget & Planning
IV. 1986 Budget Report:
Clark reported that the following capital items were approved:
Renovation of Present Park Maintenance Headquarters - $18,134;
Replace 1982 Van - $6,000 (half of the cost); Picnic table and
electricity to Gregory Park pavillion - $1,500; New scoreboard
at Asbell Park - $2,556; Construct restroom facilities at Lake
Fayetteville Softball Complex - $30,000; Renovate restrooms at
Wilson Park - $20,000; Pickup - $12,000; Provide playground
equipment at Leverett School - $700; Low water bridge or cul-
verts to cartakers house at Lake Wilson - $3,200; Lake Wilson

caretakers house improvements - $4,600; Rechannel drainage
located at Walker Park North - $15,00; Remodel Restroom
Facilities located at Lake Fayetteville Zion Road - $800;
6 - 50 seat portable bleachers - $4,440.
V. Green Space - Quail Creek Addition:
The survey of the proposed park at Quail Creek Addition has been
completed. PRAB in previous meeting made a motion to request
acquisition of the future park to the City Board of Directors.
The Directors asked a legal description and survey of the pro-
posed park. The survey conveyed that the acreage requested to
buy for the future park is as follows:
Martin Land: 5.65 acres
Bishop Land: 3.33 acres
(Bishop total acreage for the park was 6.78 acres. This in-
cluded a Green Space requirement of 1.45 acres and an addi-
tional 2 acres donated by Bishop to be applied towards future
Green Space fees. Green Space land requirements is estimated
due to changes in the final plat of the number of housing units'
involved.)
Motion: Lashley/Emerson To present the plat of Quail Creek
Addition to the City Board of Directors for their consideration
in which to purchase the land for a future park.
Motion passed unanimously (7-0)
VI. Crossover Park Entry Road:
PRAB's recommendation for the City to acquire a Quick Claim
Deed for the additional. entry road land at Crossover Park will
be on the Planning Commission's January 13th meeting.
VII. Arkansas Arts Council Grant Request for Children's Theatre:
Motion: Emerson/Lashley To recommend to the City Board of
Directors for the Parks Department to apply for a 1986-1987
Arkansas Arts Council Grant to help support the Children's
Theatre Program.
Motion passed unanimously (7-0)

VIII. City Board - PRAB Annual Meeting:
The annual meeting with the City Board of Directors is
scheduled for Tuesday, January. 21 at 6pm. Program is
as follows:
Introduction: Ryan
Budget: Lashley
Facilities: Emerson
Program: Ryan/Melton
Laison: York
Future Development: Yarbrough
PRAB members are to submit their presentation to Connie by
Wednesday, January 15.
IX. Walker Park North - Land Donation:
David Lashley reported that John Reed donated 115 acres of
land that adjoins Walker Park North to the City.
Meeting adjourned at 6:47 pm.
NEXT PRAB MEETING: Monday, January 20 at 6:30 pm, City Hall.
