DRAWER F 72702 (501) 521-7700 PRAB December 16; 1985 The Parks and Recreation Advisory Board came to order at 5:05 pm. MINUTES: Minutes of the December 2, 1985 PEAB Meeting were approved unanimously. York/Yarbrough (5-0) BUSINESS: I. 1986 Budget Status: Park Director, Dale Clark, reported that the 1986 Base Budget had to be cut back $60,000. Most of these items cut out of the budget will be taken care of in-house by the City's new structural design. II. Green Space Quail Creek Addition: A surveyor has been hired to,survey the proposed Park Land which will be presented to the City Board for their consideration. III. Crossover Park Entry Road: Eleven residents from the Crossover Park neighborhood attended the Parks Board Meeting. Mr. Lloyd Boling, Spokesman of the neighborhood, expressed their concern for the public to use the entrance road until the City has constructed and maintained the road as a public street. Other concerns of the residents were the park not being fenced, fire hazard of the woods, and little or no super- vision of the park. (See enclosed letter) Horticulturist, Patti Reid, has gathered information from the City Planning Office and the Court House in regards to the property lines and easements. In order to meet the City standards for the road to become a City Street, a 50 foot wide road is re- quired. Reid stated an additional 10 feet of land is needed at the east end of the entrance and 3 feet at the top off of Highway 265 to meet the City's 50 feet street standards. If this was the pleasure of PRAB, a Quick Claim Deed needs to be requested to the Planning Commission. Reid also stated that the City Street Department is currently gravel- ing the road down to the Park. PPAB Page 2 12/16/85 FAYETTEVILLE, ARKANSAS PARKS AND RECREATION DEPARTMENT P. 0. DRAWER F 72702 (501) 521-7700 PRAB expressed their concern for access to the Park. The extention of Township Road will create an intersection with Hwy 265 adjacent to the Park within the next ten years. The priority for funding development of Crossover Park is low on the Park Department's list. MOTION: Yarbrough/Lashley PRAB recommends to the City Planning Commission for a Quick Claim Deed of the additional land by Crossover Park to meet the 50 foot City Standards for a street. PRAB recommends for the public to be aware of all meetings regarding Crossover Park entry road. Motion passed unanimously (7-0). Drawer F Fayetteville, Arkansas 72702 Re: Crossover Road Park Gentlemen: Reference is made to your letter of December 11, 1985 wherein you advised that there will be a discussion of the Crossover Road Park entry road at 5:30 P. M. December 16, 1985. The individuals who currently use this road for private ingress -egress are: Mr. & Mrs. Lloyd Boling, Mr. & 'airs. :Murphy Taylor, lir. & Mrs. Carlos Treat, Nr. Tracy King, Mr. & firs. Clarence Thornsberry, Mr. & Mrs. Ken Poore, Mr. & Mrs. Manny Terminella, Mr. & Mrs. Travis Grogan and Mrs. Josephine Burson. This is a private road and it has been unanimously agreed by the above owners that it would not be in their best interests to allow public use of this road until such time as the City of Fayetteville has exercised its right of constricting and maintaining this road as a public street. such time as this road is dedicated by the city as a public street special attention must be given to a private sewer line serving Mr. Taylor's house and running along the North side of the road for several hundred feet to a connect- ion on the city sewer line. Other concerns that we have regarding the development of this park are as follows: 1. Park not fenced. A. Boundries of park will not be observed by users. B. :entrance not fenced making it possible for users to camp at night, etc. 2. _'ire hazard A. In dry part of summer woods will burn. B. No means to control a woods fire when it does occur. 3.
