December 2, 1985
The Parks and Recreation Advisory Board came to order at 5:05 pm.
MINUTES: Minutes of the November 18, 1985 PRAB Meeting were
approved.
BUSINESS:
I. Pearson Park Proposal:
Danele Campbell presented a plan for developing a park on
t he southwest corner of West and Dickson Street. The loca-
tion was previously the old ice plant. The proposed park
would include acquisition of the land from Mr. Pearson. Ms.
Campbell's proposal of the park included a Botanical Garden,
Razorback Fountain, Sidewalk Cafe, and Restrooms. PRAB re-
sponded that they commended her for her concern, but due to
t he cost of land acquisition and the proposed park compared
to other park projects, the proposal would be low on the
P ark's priority list. PRAB suggested it would be tremendous
if someone commercially developed the area. PRAB further
stated that if the land should be donated for a public park,
the Parks Department would reconsider the park proposal.
11. Lake Recreation Ordinance Revision:
J im McCord will present the Lake Recreation Rules and Regula-
t ions Ordinance Revision as recommended by PRAB to the City
B oard for their approval.
III. Green Space - The Meadows Development:
Owner: Bullock
Location: Howard Nickol Road (off Hwy 112)
P ark District: NW
Single Family Units: 12
Money Requirement: $1,260
L and Requirement: .15 acres
Acreage of Development: 19.5 acres
MOTION: Lashley/Melton PRAB recommends toaccept the Green
Space Ordinance money requirement of $1-,260 Int the Meadows
D evelopment. Motion passed 'ucianimou's'ly'-(6-0).

IV. Quail Creek Addition - Green Space Ordinance:
In order to present the proposed park land acquisition at
Quail Creek Addition, a survey needs to be made. Based
upon the Preliminary Plat of 116 Single Family dwelling
units, the Green Space Ordinance requirement is 1.45 acres.
The Breakdown of the proposed park land acquisition is as
follows:
Bishop Land: 1.45 acres of Green Space Requirement
2 acres to be donated by Mr. Bishop
for future green space requirement
3.36 acres for the City to buy
Total Bishop Acreage: 6.81 acres
Martin Land: 5.22 acres for the City to buy
Total Park Acreage: 12.03 acres
Acreage for City to buy: 8.58 acres
(Bishop - 3.36 acres & Martin - 5.22 acres)
MOTION: Lashley/Melton To recommend for the Parks Director
to have a survey for land acquisition of approximately
8.58 acres at Quail Creek Addition and for the pro-
posed park land survey and park conceptual plan to
be presented to the City Board of Directors for their
consideration. Motion passed -unanimously (6-0).
P RAB proposed for the land acquisition to be paid out of the
G eneral Budget and for the development of the park out of the
G reen Space Fees in the Northwest Park District. Currently
the NW Park District has $9,126.
V. 1986 Budget:
PRAB suggested that 1985 park revenues from the Park Conces-
sions, Softball Association, Tennis Lights and Swimming Pool
be provided at the next DRAB meeting.

VI. Annual PPAB-City Board of Directors Meeting:
Chairman, Rodney Ryan will visit with Mayor Noland for an
Annual Meeting date to be held in January.
Meeting adjourned at 6:30 pm.
NEXT PRAB MEETING: Monday, December 16,' 1985 at 5pm,'City Hall.
