November 4, 1985
and Recreation Advisory Board came to order at 4:10 pm.
Minutes of the October 21, 1985 PRAB meeting were
approved with the following correction: Waite/York
(6-0).
(Page 2) IV. Lake Wilson Dam Repair: Dale Clark
reported that the leak at Lake Wilson Dam was repaired
by the City Water and Sewer Department. Arkansas Fish
and Game will restock the Lake. Cost of the project
was $10,274, $4,800 to be taken from the Water and Sewer
D epartment Budget and $5,474 out of the Parks Department
Budget.
P RAB suggested that the PRAB Minutes and Agenda be mailed
t ogether.
I. Tennis Request:
Alan Beauchamp, Summer Tennis Program Instructor, expressed
t he need for Team Tennis and Singles Leagues in the City.
He explained that there is no place for the Team Tennis part-
icipants to practice and that there are currently no Singles
Tennis Leagues in which to play.
B eauchamp suggested that the four lighted tennis courts at
Wilson Park be closed two nights a week from 7 pm until 11 pm
in order for Team Tennis participants to reserve the four
courts for two hour practices/matches. He also suggested that
a $4.00 per hour fee be charged for reserving the courts. He
further suggested that a Men's and Women's Singles Leagues be
o ffered. Summerhill currently meets the needs of providing
D oubles Tennis play, but no place offers Singles Competition.
B eauchamp recommends that consideration be given to a Junior
Tennis League.
P RAB commented that there is constant court demand from the
H igh School Tennis Team, City Tennis Program, and Tennis
Tournaments upon the free time use of the courts for recrea-
tional play.

MOTION: Sego/Melton PRAB recommends that Parks Staff set
a scheduled program for reserving the four lighted tennis
courts at Wilson Park one night a week for Team Tennis.
Motion passed unanimously 6-0.
PRAB discussed that lighting additional tennis courts should
be addressed for the 1986 Budget.
II. Park Long Range Plan:
Facilities and Development Committee presented an update of
the Park's Long Range Plan to PRAB. (See Attachment A)
MOTION: Lashley/Melton To adopt the Park's Long Range Plan
as recommended by the Facilities and Development Committee.
III. 1986 Budget:
Dale Clark reported that the City Finance Office will be
d istributing 1986 budget forms soon. The PRAB Finance
Committee will have a meeting set to review the 1986 budget.
IV. Parks Evaluation:
P arks Evaluation forms will be sent this week to PRAB members
in which to complete as they visit assigned parks.
V. Gregory Park -
J eff Ward will be working on the hiking trails in Gregory
P ark as an Eagle Scout Project. Patti Reid and Connie
E dmonston will meet with Jeff Ward on the project.
VI. Green Space - Walnut Grove Addition:
The City Planning Office received a Bill of Assurance from
developer, Bryce Davis in his dedication of green space
land for a 6.47 acre park in Walnut Grove. PRAB made a
motion at their April 1, 1985 meeting to recommend to accept
an estimated 8.8 acres of green space park land. For future
g reen space requirement calculations, PRAB is requested to
make a recommendation concerning the 6.47 acre park land.

MOTION: Lashley/York To recommend to accept 6.47 acres
o f park land in the Walnut Grove Addition as the Green
Space requirement and that the excess donated land be
applied to the future development of the total 110 acres.
PRAB further recommends that Mr. Davis be allowed to re-
serve the right to name the park subiect to the City
B oard's approval.
Motion passed 6-0.
VII. 1985 Pool Report:
Connie Edmonston gave the 1985 Pool Summary Report to
PRAB. (See Attachment B)
VIII. Lake Recreation Rules and Regulations:
D ale Clark and Connie Edmonston met with the Lake Boatdock
Operators, Jim Carney - Lake Fayetteville and James Wood -
Lake Sequoyah, to review the Rules and Regulations. Addi-
t ions and deletions are noted in Attachment 3 under numbers
1, 3, 3A, 7, and 15. (See Attachment C)
MOTION: Lashley/York To recommend to the City Board of
D irectors to adopt the Lake Recreation Rules and Regulations
as amended. Motion passed 6-0.
P RAB further discussed that in the Fayetteville City Code
Book, page 452, Section 13-12, number (11), reads that
"No firearms or hunting shall be permitted on city -owned
property at any time." There is some discrepancy in the
City Code on page 763, sections 21-13 and 21-14, stating
that "... it shall be lawful to hunt ducks and geese..."
P RAB recommends that hunting should not be allowed in the
parks and that the City Code pertaining to hunting ducks
and geese should be deleted.

LAKE FAYETTEVILLE and LAKE SE UOYAH,
1. OPEN AND CLOSED DATES — Lake Fayetteville and
Lake Sequoyah are open to the General Public for Fishing and
Boating from January 15 ithrough December 24. The boat docks
shall be closed on December 24 and remain closed through
January 14. Re: Ordinance No. 2889. Open each day from
sunrise to sunset only. Closefl each day from sunset to sunrise.

2. PERMITS FOR FISHING AND BOATING —
Season Fishing Permit 510.00 per Individual for each Lake.
)eason Boating Permit 510.00 per Boat for each Lake.
Season Fishing Permit 515.00 per Individual for both Lakes.
Season Boating Permit 515.00 per Boat for both Lakes.
Daily Fishing Permits $1.00 per individual for each lake.
Daily Boating Permits 51.00 per boat for each lake.
Each person 16 years of age or older, is required to purchase a
fishing permit for fishing on each Lake or any stream within the
City owned Lake Property. Boating permit applies to the boat
rather than the occupants thereof. All daily permits are only good
during the day of purchase.
2A. BOAT DOCKING AND BOAT STORAGE — Boat Dock-
ing shall be permitted at the boat docks at Lake Fayetteville
and Lake Sequoyah on a space available basis; the fee at Lake
Fayetteville shall be 510.00 per month per boat; and, the fee at
Lake Sequoyah shall be 540.00 annual per boat. Boat storage
shall be permitted outside the boat dock area at such locations
as may be designated by the dock operators. The rate for boat
Speeding and Boat racing is not permitted and each out board
motor operator is cautioned to operate his motor in a safe and
cautious manner. Failure to abide by this regulation will cause loss
of boating permit. The Lake Caretaker shall revoke the boating
permit of any boat which in his judgment is not safe for use or
which is overloaded.
No house boats will be permitted on either Lake at any time.
Facilities for docking or landing of boats will be provided,
however the City of Fayetteville will not be responsible for any
damage or theft of boats, motors, or any equipment left in boats
or at docks.
All State Laws governing boats must be complied with before
using a boat on either lake.
7. PICNICKING AND OTHER RECREATIONAL ACTIVITY —
Picnicking or other activity, shall be frwittd on any part of
Lake Fayetteville awe Lake Sequoyah,0or TK ita6d`surrounding the
Lakes which is conttrolled by the City of Fayetteville until lake
closing time each day. Overnight camping is allowed only by
special group permit.
8. COMMITTING NUISANCES — No person shall commit any
nuisance while on Lake Fayetteville and Lake Sequoyah or any of
the lands surrounding the Lakes belonging to the City of
Fayetteville, Arkansas, nor shall any refuse, trash, or other
materials be thrown into the Lakes or left about the shore line or
on the premises of either Lake.
