PRAB
October 21, 1985
and Recreation Advisory Board came
to order at
Minutes of the October 6, 1985 PRAB meeting were
approved as mailed.
Melton/Yarbrough (6-0)
I. CROSSOVER PARK PROPOSED PLAN:
Horticulturist, Patti Reid, presented a Conceptual Plan
and Development Schedule of Crossover Park to PRAB, (See
Enclosure A.)
MOTION: Emerson/York To approve the general concept of
Crossover Park and to recommend it to the City Board of
Directors. Motion passed unanimously (6-0)
MOTION: York/Yarbrough To accept the tentative set of
Development Schedule as proposed by Patti Reid. Motion
passed unanimously (6-0).
The Conceptual Plan of Crossover Park will be presented
to the City Board of Directors at their November 5, 1985
meeting.
II. GREEN SPACE REQUIREMENT:
A. Quail Creek Addition Park Proposal:
Chairman Rodney Ryan reported that he submitted the
park proposal in Wade Bishop's development to the
City Board of Directors. Mayor Noland responded at
a Board tour that the Board of Directors liked the
park land proposed and the Board requested PRAB to
submit a legal discription of the proposed land re-
commended by PRAB to be purchased to the City Board.
MOTION: Melton/Emerson To recommend to the City
Board of Directors that the proposed park land ac-
quisition at Quail Creek Addition be pursued. Motion
passed unanimously (6-0).

III. GREGORY PARR V.A. HOSPITAL ACCESS ROAD:
D ale Clark reported that the City Board of Directors
approved for the V.A. Hospital access street to enter
south of the present traffic light. Cost of the street
is estimated at $118,000, as compared to the original
porposal of the access street going through Gregory
P ark at a cost estimate of $190,000.
IV. LAZE WILSON DAM REPAIRED:
D ale Clark reported that the leak at Lake Wilson Dam
was repaired by the City Water and Sewer Department.
Arkansas Fish and Game will restock the Lake. Cost
o f the project was $10,274, $4,800 to be taken from
t he Water and Sewer Department Budget and $5,474 out
o f the Parks Department'Budget.
IV.A BEAGLE CLUB REQUEST:
Raymond Moss and Barney Goodnight representing the
B eaver Lake Beagle Club, presented a dog trail pro-
posal to PRAB for their consideration. The Beagle
Club presently has 75 members. The problem is that
they need more area for their events. The land re-
q uired is 200 acres or two parcels of land 60 acres
t hat are reasonably close together (300-400 yards).
The land needs to have cover in which the club could
place food strips for stocking it with game and there
could be no hunting permitted. The area would be
u sed five to six times a year for their trials which
take place in March, April and September through
N ovember. The trials are conducted according to AKC
✓ ules. To be AKC licensed, the club would need to
be able to obtain the area for at least five years.
P RAB discussed the possibilities of Lake Wilson, Lake
Sequoyah, Lake Fayetteville and Combs Park with the
B eagle Club. None of these parks would meet their
n eeds. PRAB suggested several contact people and
areas down in the Industrial Park and Airport vacini-
t ies for the club to investigate.
VI. 1986 BUDGET:
D ale Clark reported that 1986 budget preparation is
starting and aPRAB Budget Committee meeting will be
set soon.

VII. PARR LONG RANGE PLAN:
The PRAB Facilities and Development Committee consisting
of Bill Waite (Chairman), J.O. York, and Bob Emerson
will update the Long Range Plans of the parks to be sub-
mitted at the next PRAB meeting for the Parks Board's
approval.
VIII. PARR EVALUATION COMMITTEES:
Chairman Ryan suggested that in addition to the Parks
Board's semi-annual tour of the parks, each board member
will be given a couple of parks in which to complete a
thorough facility evaluation form. These park evaluation
forms will be used in budgeting and for devising a winter
park maintenance program Board members will be assigned
parks in which the evaluations will be completed before
the next PRAB meeting.
IX. PARK MAINTENANCE HEADQUARTERS:
Dale Clark discussed the possibility of keeping the Park
Maintenance Headquarters at Wilson Park. The area would
be totally renovated to provide a neat, attractive area
with a fence to hide the equipment and a small shop area.
Possible a place in the City Shop area could be used to
store items and euqipment.
PRAB discussed the old beer warehouse as a possible sight
for the headquarters. PRAB referred discussion to the
Facility and Development Committee for a recommendation
back to PRAB at their next meeting.
X. LEVERETT SCHOOL PARK PROPOSAL:
The Leverett School P.T.O. requested help from the Parks
and Recreation Department to improve their outdoor facili-
ties in adding picnic tables, additional playground equip-
ment and basketball goals.
PRAB discussed that the Park Department had helped all of
the other elementary schools with a 50/50 match of funds
as requested by their P.T.O.'s, and they would recommend

helping Leverett School with additional park facilities
as a high prioritized item in the 1986 budget. PRAB
recommended that Leverett School Principal and P.T.O.
present PRAB with a detailed plan. (See Enclosure B).

* Install barbeque grills and clear all ground debris
in grill areas.
PHASE VI - 1990 PROJECTS
* Install pavilion.
* . Clear trees for view to north from pavilion.
Future developments would correspond with school land
development that is adjoining the park property.

MEMORANDUM

DATE: October 17, 1985
RE: Leverett School Grounds
The purpose of this letter is to ask for help from the Fayetteville
Parks and Recreation. As you are probably aware, additional land and
construction are planned for Leverett School. The additions, while
greatly needed, have also expanded our grounds and now allows us to
hopefully improve our outdoors facilities. The PTO organization and
the staff of Leverett would like to add picnic tables, additional
playground equipment and additional facilities such as basketball
goals. We believe these additions and the new PE complex will serve
the entire community as well as the children at Leverett.
We would appreciate talking to you such that we might be able to
define a detail plan and get on next year's budget for these possible
changes. Please contact either us or Mrs. Wiebe if you need addi-
tional input. Thank you.
