MINUTES: Minutes of the September 16, 1985 PRAB meeting were approved. BUSINESS: I. Gregory Park: Dale Clark reported that Wayne Jones with McClelland Engineers is looking at the possibility of an entrance exit street for V.A. Hospital on Highway 71, just south of the stop light at Evelyn Hills Shopping Center. This would necessitate the mov- ing of the traffic light south about 200 ft. II. Combs Park: Have encounted problems with building a street into Combs Park to serve the Model Airplane Club. The street would have to be elevated or built up approximately 3 ft. to be above the flood plain. The cost would be considerable more than Community Development has allocated. Suggested solutions is to go ahead and put down a base and just accept the fact that there will be times when the area will be inaccessable. The second solution is to appeal to City Manager to have the public works department stock pile any excess fill material they wish to dispose of on the site location and event- ually accumulate enough materials to bring the unpaved street up above flood plain level. Dale Clark was to check with the Community Development Department to determine the next stop of action to pursue. III. Beaver Lake Beagle Club: A. A written request to use an area of land for dog field trials. See enclosure A: IV. MOTION: YARBROUGH/MELTON To table the dog field trail proposal and to invite a club representative to the next PRAB meeting for discussion of the proposal. Motion passed unanimously (5-0). Motion passed unanimously (5-0). V. Lake Wilson: VI. Dale Clark reported that the leak in the Lake Wilson water impoundment area has been found and the Water and Sewer De- partment is in the process- of making the necessary repairs. Future Park at Gregg & Drake Streets: The PRAB reviewed a map of the proposed area the Patty Reid had drawn to present to the Advisory Board. Clark and Reid had met with the property owners, Bishop and Martin to let them see the proposed park area. MOTION: York/Waite . PRAB recommends that•.the-Board of Directors take into consideration-'of.purchasifg-the--atea, using fees from Green Space Ordinance.. Motion passed unanimously (5-0). Moss RT 4, Box 455-A Springdale, AR, 72764 Phone 756-8527 (home) 751-0180 (ofcice) Reference our telephone conversation of June 24, 1985, concerning the possibility of obtaining Fayetteville City Property for the purpose of conducting Beagle Field Trials. In order to prepare you to present our request to the city council and you colleagues, I will start by providing some background on our club and the clubs goals. The club was formed in early 1980 by a group Beagle enthUsiasts and hunters from the Fayettevile/Springdale area. We presently have a paid up and active membership of Seventy Five (75) members. In addition, Field Trialers from every State surrounding Arkansas routinely attend our club functions. We are a family, orientated club with all members of the family: participating in our Trials and Shows. The club is open to all persons who have an interest in Beagles. Only AKC registered Beagles are eligable to participate. The club is a non-profit organization and not operated for the personal gain of aq individual. The clubs Constitution and By -Laws are strictly adhered to. All Field Trials and Shows are conducted In Accordance With AKC and United Beagle Gundog Federation Rules and Guidelines. The club is currently conducting its trials an a 165 acre farm in Madison County. The owner is residing in California and the land has lain idle for many years. We had a verbal agreement with the owner the past Three years, that we could use the property as long as he remained in Califmrute and if we would look after it for him. He has recently decided to clean up the land for new pasture, build a home on it and move back to Arkansas. This will leave us without a running gounds in the near future. The clubs ultimate objective is to conduct AKC Licensed Trials. In order to meet AKC Standards we must have access to a running ground which we can be reasonably sure of having access to for a period of Five (5) consecutive years. It need not be at the same location all this time but those controlling it must have other property available as a substitute. This has been the only obstacle to our Licensed Trials. We have or can meet all other requirements. Almost all the sucessfull clubs which our club members have visited have either Federal, State or City property. State land around Beaver Lake would be available but the narrowness and steepness of the shoreline prohibits using it for our purpose. 1 Beaver Lake Beagle Club Subject: Field Trial Running Grounds Our last major Trial was conducted in April 85 and was advertized in Two National Beagle magazines. This was the first Certified Hunting Beagle (CHB) Trial conducted in Arkansas. The trial was attended by persons from Five (5) States besides Arkansas. Over Two Hundred (200) persons attended and entered 108 hounds, in this two day event. We expect a much larger participation next April providing we find new runn ing grounds. Our next trial will be conducted on the 28th & 29th of Sep, 85, and will be our qualifing trial for the State Championship,to be conducted here in early 1986. In the past,attempts were made to billet those who needed overnight accomodations in Huntsville, since it was the nearest town to the running area. Overflow was billeted in Fayetteville and Springdale. It will not be unreasonable to expect 300-400 people at these events if and when we acquire better trial facilities and obtain AKC licensing. The club constitution prohibits acholic beverages at our trials and there has never been any undesirable incidents at our club activities.The only Firearms permitted is a .32 Cal Blank Pistol similar to those used at other sporting events. This is necessary to test the hounds for gunshyness when they have been selected down to the Winners Pack ( 9 hounds). The hounds are under the constant control and observation of the Handlers, Owners and Judges at all times while the trial is being conducted. It is our intentions to utilize the grounds five or six times per year for organized club functions only, and not for the ramdom use by individual members if and when they desire. This is the procedure we use with our present running grounds. This enables the club to better maintain the grounds in a tidy presentable manner. All members honor this arrangement and will continue to do so when we find new running grounds. I have listed an outline of what we feel would be adequate running facilities to conduct our trials, allow for expected increase in attendance and to meet AKC requirements (Incl'1). I aplogize for the length of this letter but felt it necessary to explain to you as thoroughly as possible in this initial correspondence if you are to attempt to present our request to the Council. Myself and/or other representatives of the Beaver Lake Beagle Club will be happy to meet with you at your convenience to elaborate or answer any questions you may have. Any assistance you might be able to provide in this matter would be greatly appreciated by all members of the club and those who attend our trials. 1 Incl as rly: nd G. Moss ec/Treas Beaver Lake Beagle Club 1 The following would be adequate facilities to conduct Beagle Field Trials and to permit the club to grow and obtain our goal of obtainingAKC Licensed Trials in NWA. We would be happy to consider any property whichtte city might be willing to permit us to use. 1. Two (200) hundred acres in a single parcel of land, or, Two' (2) parcels of at least Sixty (60) acres each. The two parcels should be seperated by enough distance (preferably 1/4 mile) to permit running two classes of hounds at one time and prevent them from getting to gather. 2. Area(s) must be accessable to vehicular traffic . Any type road travisable under normal weather conditions, or which we could make travisable, would be adequate. By this I mean we do not need paved access. 3. Areas hopefully would have sufficient cover or growth to maintain a sufficient supply of rabbits. The club would stock rabbits, mow grass strips for new grasses and plant small food strips in accordance with Fish & Game Directives if permitted to do so. 4. Depending upon the thickness of the growth and under brush,the:club may wish to bush hog random strips in the running area to allow better observation of the hounds by the judges and handlers. This is and will be kept to a minimum to insure protection of the rabbits. Normally this is not necessary. 5. Proper conservation will be practiced and coordinated through properly designates city officials or individuals. 6. The grounds will be would be utilized 5 or 6 timesper year for organized club functions only. 7. The club will accept responsibility and liability for the property to include maintaining any fencing. All trash andlitter will be policed up. The club has liability insurance to cover injury to participatants and spectators. 8. Lastly, it is desirable that the property be located where no hunting is permitted in order to conserve any rabbits in the areas. Incl 1 • COUNCIL ON AGING, INC.
