The Parks and Recreation Advisory Board came to order at 4:10 pm.
MINUTES: Minutes of the July 15, 1985 PRAB meeting were approved
as mailed.
BUSINESS:
I. Gregory Park - V.A. Access Road:
Johnny Quinn and Wayne Jones representing McClelland
Engineers presented three street proposals from the
V.A. Hospital to Sycamore Street (by Greenvalley Street).
The grade averages 5.1 percent (3 to 8 percent range).
PRAB discussed why other routes were not investigated
that would not go through the middle of Gregory Park.
McClelland explained that the City gave them proposed
Route B through the Park to work on. PRAB further
expressed their concern for safety of park users with
a street running through the Park. Storm drainage is
part of the project. McClelland explained that this
was a Conceptual Plan that will be presented to the
City Board of Directors on Tuesday, August 20th.
PRAB stated that only six to seven bad weather days a
year prohibited a road through the Park leading to
Woolsey Street. This would not breakup the Park
through the middle.
MOTION: Lashley/Sego After review of the Conceptual
Plan of design of the access road through Gregory Park,
PRAB substains their position of disapproval of the
street through Gregory Park because it destroys the
intended or future use for the Park PRAB recommends
their position taken at their July 15, 1985 meeting
that the park property be deeded back to the Veterans
Administration for design, maintenance, supervision,
and liability.

Green Space: Quail Creek Addition:
Patti Reid presented a concept plan for a park at
Quail Creek Addition owned by Wade Bishop. The park
would be approximately 5.9 acres. Approximately 4.5
acres is owned by Wade Bishop and 1.5 acres is owned
by Mr. Martin.
PRAB suggested to;make the conceptual plan of the park
rectangular, adding about two more acres.
MOTION: Emerson/Lashley To approve the conceptual
plan of a park at Quail Creek Addition, and to extend
the west boundary to Greg Street making a total park
acreage of eight.
Motion passed unanimously 6-0.
Green Space: Cedar Creek Subdivision:
Jerry Sweetser was on the PRAB agenda, but was unable
to attend. Mr. Sweetser had suggested substituting land
that he owns in the Northeast Park District as a land
contribution for the Green Space Ordinance in place of
the Cedar Creek Subdivision. Clark, Reid and Edmonston
visited the acreage that Mr. Sweetser suggested located
between Magnolia, Country Way and Azelea Streets.
The Green Space requirement is .1875 acres. Sweetser
had stated that he would be willing to work it out with
the additional acreage for a park as credit towards
future development Green Space requirement or as a
charitable donation. PRAB were interested in this
particular piece of land and the area's need for a park.
PRAB stated that there would mainly be mowing of the
area and some maintenance in the spring with the creek
flooding.
MOTION: Yarbrough/Sego To table the topic until Jerry
Sweetser can meet with PRAB and to•set a special PRAB
meeting to visit the site.

IV. Personnel Committee Report:

PRAB Personnel Committee reported that they met twice
to review the job description of Connie Edmonston.
A clerical person will hopefully be hired as soon as
possible. -See attachment A.
Motion: Lashley/Emerson To approve the new job des-
criptions and for the descriptions to be -presented to
the City Board of Directors at budget time.
Motion passed unanimously 6-0.
V. Soccer Association Report:
Alan Cline and Mark House represented the Soccer
Association, in giving PRAB a summary of their program.
They have two seasons, one in the fall and one in the
spring. Presently they use Asbell and Walker Park North
Soccer fields for their games. There are two divisions:
recreational and competitive leagues. There are only
5 competitive leagues and the remainder are in the
recreational league. The bulk of the age group is in
the range of six to nine years old. There was 671
youth that participated in the Soccer program last
year plus 90 in the competitive league. This gave a
total of 54 teams. Last year they had problems with
the six year old age group due to fields. They mostly
used the softball fields for this age group.
PRAB expressed their concern for the playing turf going
through two seasons and not having time to recover.
One additional field will be ready for league play by
next spring at'Walker Park North and another field is in the
plans for the future. The Soccer Association stated that
they have problems getting people off the fields for their
practices and games. PRAB suggested posting signs that the
fields are reserved through the City Park Department.
VI. City Pool Report: See attachment B.
VII. Lake Wilson Dam Report:
Dale Clark reported that Terry Farmer has investigated
the dam and water tower at Lake Wilson. He found that
there is no movement of water on the inside of the
tower, and that there is more water on the outside.

VII. Lake Wilson Dam Report: Continued
of the tower than on the outside. Terry Farmer Concluded
thSt the pipe is broken on the outside of the tower.
Cement being poured into the tower would not solve
the problem. Clark reported that he sent a memo to
Mr. Grimes recommending to hire a professional to study
the dam and to make a recommendation on means to solve
the problem.
VIII. Rental Policy for the Popcorn aid Hot Dog Machines:
Dale Clark stated that many schools, churches and
civic groups are requesting use of the park's
popcorn and hot dog machines. See rental policy in
attachment C.
MOTION: Sego/York To approve the rental policy for the
park popcorn and hot "dog machines with a $50. deposit.
Motion passed unanimously 5-0.'(Emerson absent)
IX. PRAB Fall Meetings:
The next PRAB meeting ;will be held on Monday, September 16
at 4pm. Fall meetings starting in October will be held
on the first and third Monday of every month at 4pm.
MEETING ADJOURNED AT 6:20 PM.

PARKS& RECREATION DEPARTMENT
Rental Policy for the Popcorn and Hot Dog Machines
1. Groups may rent the Parks Department's Popcorn and/or
Hot Dog Machines for the following fees:
1 -Day = $15.per machines
Weekend = $25. per machine
DEPOSIT ='$50. per machine
2. Groups are responsible for the machines and agree to have
the machines serviced or replaced if needed after their
use.
Values of the machines are as follows:
8 Oz. Popcorn Machine: $700.
Hot Dog Machine: $550.
3. Machines are to be returned cleaned and in proper working
condition as outlined in this contract. Deposits will be
returned after approved inspections.

CONTRACT
I accept the responsibility of renting
the - machine (s) from the Fayetteville
Parks and Recreation Department. I will pickup the machine on
(date) (time) and will return it to the Youth Center
on (date) (time). I understand that I am responsible
for the machine(s) and will pay for the repairs/replacement of
the machine(s) incurred while in my custody.
