MINUTES: Minutes of the June 17, 1985 PRAB meeting were approved as mailed. BUSINESS: I. Softball Survey at Lake Fayetteville Softball Complex: Lake Fayetteville Softball Complex will be hosting the District D Slowpitch Softball Tournament on July 19-21 and the District EE Slowpitch Softball Tournament on July 26-28. Surveys will be distributed to the incoming teams as last year. PRAB's additions to last years survey includes how many vehicles each team brought, and the team's estimated cost of meals, beverages and entertainment while staying in Fayetteville. II. Sherman Lollar Baseball Program- Pete Jenkins represented the Sherman Lollar Baseball Board in a request before PRAB. He explained that the Sherman Lollar Baseball Program is self-sufficient through donations, community support, and fund raising events. They currently have an operating budget of $30,000. Over the next five years they are predicting a budget of $40,000. This year the Board completed 457 feet of five foot wide concrete sidewalks and four bleacher covers at Walker Park Baseball fields. There are currently 700 boys and girls between the ages of seven and twelve involved in the program. The program needs more baseball fields so that they can add six year olds to the program. There were 38 teams of seven to twelve year olds. Next year it is estimated to rise to 40 teams and possibly 4 to 6 teams of six year old t -ball players. Pete Jenkins made the following request for the Sherman Lollar Baseball Program: 1) Build a turn around area on the south side of Walker Park off of 15th Street for parents to deliver and pickup their children from. 2) Add a new field on the southwest end of Walker Park that will be large enough for thirteen year old Babe Ruth games also. No lights to be added yet. 3) Add another field at Walker Park North on the south end to be large enough for the thirteen year old Babe Ruth games also. The Sherman Lollar Baseball Program will pay for all the expenses for these request. Sherman Lollar Baseball Program: (continued) MOTION: Emerson/Yarbrough To allow for space on the south area of Walker Park for the proposed baseball field and to take into consideration one field at Walker Park North. Motion passed unanimously 6-0. Discussion: To study building two fields at Walker Park. MOTION: Emerson/Lashley To approve a turn around area at Walker Park off of 15th Street. Motion denied 1-4. Discussion: Safety problems. PRAB discussed that they would like the City Street Committee to review the turn around area. MOTION: Yarbrough/Emerson To refer the turn around area proposed at Walker Park off of 15th Steet to the' City Street Department for their study as to the safety. Motion passed unanimously PRAB and Pete Jenkins expressed their mutual concern for Walker Park's cleanliness, bathrooms and the Poor publicity coverage for the program and other recreational programs. Dale Clark and Horticulturist, Patti Reid will meet with the Little League as to the field site at Walker Park. Pete Jenkins stated that construction of the field will be started this fall. Batting Cages at Lake Fayetteville Softball Complex: Dale Clark reported that the batting cages are in operation at the Softball Complex. Hours are 5:30 until dark on week- days. Price is 15 balls for $1.00 or a team rate of $7.00. IV. City Swimming See enclosure pool is going 4th of July. Pool Report: report. The construction.of the new wading slow. Target date for completion was the V. Lake Sequoyah Swimming Area Request: A citizen requested that the Parks Board investigate making a swimming area at Lake Sequoyah. PRAB discussed that contamination of the White River when it is flushed needs to be studied, the lease situation of adjoining land with the Health Department, and the depth of the lake. Clark will work with the Water and Sewer Department to find the leak. VII. Gregory Park Access Road: McClelland Enginnering Firm was selected as engineers to design a road that cuts through Gregory Park to Green Valley Street. MOTION: Lashley/York If the street to the VA Hospital cuts through the middle of Gregory Park' as proposed, PRAB recommends that the deed to Gregory Park be returned to the .Veterans Hospital in the best interest of the City, local residence and the Veterans Administration. Motion passed unanimously. .-0 VIII.Youth Theatre Report: Session I - Summer 1985 enrollment was as follows: Preschool - 8; Grades K-3 - 2; Grades 4-6 - 3; FYC Day Camp - 50. A performance will be given at the Children's House on July 19. This is the last session in the Arkansas Arts Council Grant Year. Summer Session #2 starting on July 22 will begin the AAC Grant Year 1985-86. Graduate Assistantships in the U of A Drama Department has been raised from $1,750 per semester to $1,831. IX. Green Space: A. Quail Creek Addition NW Park District Location: Appleby & Gregg Street Land Requirement: 1.45 acres Money in lieu: $12,180 Clark, Ryan, Lashley, York and Edmonston toured the possible park site with Wade Bishop and were very interested in the possibilities for a City Park. PRAB requested the park staff present a conceptual plan of a park in that area at the August 19th meeting. Green Space: Continued B. Michelle Addition Developer: J.B. Hays NE Park District Location: South side of Mt. Comfort Road and west of Gooseberry Lane 60 single family dwellings and 54 multi -family dwellings Acreage requirement: 1.29 acres Money in lieu: $10,890 MOTION: Emerson/Yarbrough To recommend that money in lieu be accepted for the green space requirement of the Michelle Addition. Motion passed unanimously 6-0. C. Cedar Creek Subdivision Developer: Jerry Sweetzer NE Park District Location: North of Fairview Memorial Cemetary and north off Overcrest Drive on Creekwood Drive 15 Single family dwellings Acreage requirement: .19 acres Money in lieu: $1,575 Mr. Sweetzer stated at the platt review meeting that he had 16 acres north of the Cedar Creek Subdivision in which he would be willing to work with PRAB in land donation. Mr. Sweetzer will attend the August 19th meeting. X. Triatholon - new recreational event Connie Edmonston presented materials concerning hosting a triatholon, which are becoming very popular in the surrounding areas. A traitholon consists of swimming 1 mile, biking 26 miles and running 5 -6 miles for both individuals and teams to compete. MOTION: Melton/Emerson To approve the concept of conducting a triatholon and for the details to be turned over to Clark and Edmonston. Motion passed unanimously. XI. Personnel Committee Report MOTION: To adopt the recommendation of the Personnel Committee in reference to the Administrative Assistant and to proceed with the City procedures to the City Personnel Officier.
