The Parks and Recreation Advisory Board came to order at 4:10 pm.
MINUTES: Minutes of May 20, 1985 were approved as mailed.
BUSINESS:
I. C.D. Report: Combs Park and Charles Finger Park
1985 C.D. funds in the amount of $8,725 were dedicated to
Combs Park for an entry road and gravel parking lot.
Sandra Carlisle, C.D. Director, stated that the bid award
for engineering services of the project will be at the
City Board meeting on June 18. There was only one bid
received from Milholland Engineering and Surveying in
the amount of $5,272,57. Carlisle explained that there
were two problems with the project:
1. No facilities can be built on the flood plain
with C.D. funds.
2. There is no actual legal description of the land.
This would leave a balance of $3,452.43 for Combs Park construction
Charles Finger Park was allotted $20,000 for land acquisition.
Carlisle reported that she was waiting for the second
appraisal of the acquisition of approximately 2.75 acres
south of the park. Carlisle estimated the appraisal to
be approximately $11,000. The parcel of land is 498' x 200'.
Carlisle stated that after the cost of the additional land
at Finger Park is determined, the balance of the money will
be transferred to Combs Park (approximately $9,000). Carlisle
speculated that construction of the entry road and parking
lot at Combs Park would be out for bids in September or
October.
PRAB RECOMMENDATION: To concur with any additional funds
left from Charles Finger Park to be applied towards construc-
tion of the entry road and parking lot at Combs Park.
II. Gregory Park
The Street Committee will meet with the V.A.
concerning the access road on Tuesday, June
and the item will also be on the City Board'
evening.

Lake Wilson Dam Report
PRAB discussed the past history in trying to resolve the
Lake Wilson Dam leakage problem In reference to Ralph
Fourt's letter to Mr. Grimes, PRAB agreed that the first
step be to drain the lake, get rid of the tower, plug the
pipe line, and to have the Arkansas Fish and Game to
restock the Lake. PRAB also discussed the possibility of
filling the tower up with concrete to prevent the leakage.
The Board was concerned if Mr. Fourt required a yearly
drawing down of the lake in order to restock it. Liaison
Chairman, David Lashley, will followup with a letter to
Mr. Grimes and Mr. Fourt.
Green Space: Quail Creek Housing - Bishop Addition
Clark reported a meeting with Wade Bishop on Tuesday,
June 18 at 9:30 am concerning the Green Space Requirement
of the Quail Creek Housing. PRAB expressed a need for a
park in the Northwest Park District and they were interested
in examining the location of the addition in determining
whether to recommend land or money in lieu as the Green
Space Requirement.
V. Wilson Park City Pool
Connie Edmonston reported that the peak attendance day
thus far was 632 on Sunday, June 9. The City Pool is going
well. Construction of the Wading Pool should start this
week. PRAB recommended that daily counts of patrons in
the pool at one time be taken at 1, 2, 3, and 4 o'clock.
VI.
Park Wish List
Edmonston inserted a list of possible park donations in
the PRAB agenda. Rodney Ryan will draft a leter to be
sent to the civic organizations along with the Park Wish
List, informing them of the current needs of the Parks
Department. PRAB suggested that the Wish List be type
set and in a brochure form.

Agenda will include Oscar Lyle from the
Fayetteville Soccer Association, and Pete
Jenkins from Sherman Lollar Baseball.
