April 27, 1985 Rodney Ryan, David Lashley, Beverly'.Melton, J.O. York, Bob-Emerson;;Connie Edmonston MEETING: PRAB Park Tour came to order at 8 am Saturday, April 27, 1985 at Wilson Park. The tour proceeded until 12 noon. The following comments and suggestions were made by PRAB during the Park Tour: WILSON PARK - Tennis court problem with underground leakage. fixed for this summer. - Need more tennis practice backstops Need to be by the basketball courts. - Flower pot on the north entrance - get rid something in it. of or plant - Bridges to be handicapped accessable and rebuilt in 1985. - One redwood playground structure is budgeted to for the west portion of the park. - Creek area beautified. The Planning Commission is talking about widening the street taking away from park side possibly. - Before closing off the interior roadways of the park, need to budget money so that something can be put up to keep cars on the perimeter of the park. - Southeast corner: gazebo and garden area. GREGORY PARK - Remove yellow trash holder on the north side of the gate since a trash barrel is not being used there. - PRAB discussion of the access: road to the Veterans Hospital running through Gregory Park a's: reques't'ed by Mr. Grimes: - It would be difficult to obtain land in the center of the city of this park size in the future. - Gregory Park is a unique park in it's natural state`- nature..park area. - PRAB does have plans for Gregory Park - nature area, horticulture walk.. areas, picnic area. - Traffic running through the park is unsafe and opposes PRAB's concept in keeping traffic out of a park. - Other alternatives for access road are available such as: mandatory to go north on Woolsey; west edge of the park property have the access road; have access road run down the property line to the east; right turn land in and out of the Veterans Hospital. - Wilson Park is overused, Gregory Park may help relieve the congestion of Wilson Park and spillover into this park. • PRAB Page 3 Park Tour 4-27-85 Gregory Park (Continued - Access Road through the Park) - Park budget to develop Gregory Park has yet to come because of more demand of the other parks such as Wilson Park, Lake Fayetteville, Walker Park North, Finger Park. - Using the east property line would shorten the street and cost less. ??? - The road would need to be called a drive and stay under the Veterans Hospital control. MOTION: Emerson/York PRAB does not recommend to support the Veterans Hospital access road running through Gregory Park. -(Refer to discussion above) Motion passed unanimously 6-0 SREET ISLANDS - Nelms cars park too close to the road to mow the strip. - Ought to charge businesses a fee to maintain the islands or to let them do their own maintenance. - Compliment corner lot - "COLOR TILE": letter. LAKE FAYETTEVILLE SOUTH SHORE SITE Sand volleyball court be place east of the existing court. Construct decorative fence on west side along the road. Use area west of picnic tables for something else. Kids like this area. Need to write thankyou - Set policy for standing reservations: - Reservations one week in advance. - Place sign to say reserved, call FYC - Dale take schedule out weekly to the Park - Water line to the volleyball court. (not budgeted - Build retaining wall to the east side for 1985) - Median strip between pits - split log fence along road to the east. • c �) c,. • PRAB Page 4 Park Tour 4-27-85 Lake Fayetteville South Shore Site (Continued) - Horseshow pits: northwest corner behind the ballards. - 211 foot grade - the club want to level the area. - Use middle as the level. Take dirt from the east to the west. - After dirtwork is completed, let the club build the courts. - Earth work cost - $400 - Eventually there will be 8 pits. - MOTION: Emerson/Waite To do the dirtwork for the horseshoe pits and additional sand volleyball court at the same time out of the City budget or the Park Trust Fund. Maximum amount of park money qontributed to the projects is $1,000. Motion passed Unanimously (6-0) - Try to bring in fill dirt of possible. - Need wooden playground swing sets. equipment along with the existing - Redwood around garbage cans needs painting. - Floating Dock Area: - Volunteer to pickup dead wood - Repair dock to keep corner (Styrafoam block on is under water) - Bridge South side needs repair - Steps need more RR ties. - Check all tree markings and - Question night lights - Do rent until late if reserved get them "dug in" SE corner - Restrooms are poor - small and inadequate (on septic tank) - Consider separate new restrooms away from the gazebo. Septic tanks are located south crest of hill (between the road and the crest of the hill). - Need water fountain near the volleyball pit. - Around the property line Parks allowed Tyson to rail fence. LAKE FAYETTEVILLE SOFTBALL COMPLEX - Need culvert from property line to - Ballards are needed for parking. for the water the north of field #1. - Developer cut electrical lines north of the park. The lines are still exposed. - Need to post a bond. - Letter to Mr. Grimes to correct this in the future. - Need tarp to throw over the fields to help keep them dry. - Lay tile from gate of Field #1 south to the ditch. - Haul SB2 to logs - 2 Pitching machines to be installed soon Additional kiddy play area equipment is badly needed. - Place a sand pile down behind field #3. - Need to do more activities down by creek. - Next week the ditches will be pulled. - Restrooms are inadequate and need to be larger. - Go to civic clubs and ask for financial or help playground equipment at the kiddy play area. to get - Need a storage building at each facility or park. - Need more signs at all parks saying Fayetteville Parks and Recreation Department. The public does not know that park money goes into each of the area parks. - Dale check into having Jim McCord write developer that cut the electric line, . - Concession Manager is doing great. a letter to the PRAB Page 6 Park Tour 4-27-85 LAKE FAYETTEVILLE NORTH SHORE SITE - Plat area for long term use of soccer - Could help softball teams and softball fields. for assistance. - Need to leave a space for parking, restrooms and concessions. - Begin with field #4 for softball. - First plat the area and then build one permanent softball backstop. - Will need playground equipment. - See if the Cooperative Extension LAKE FAYETTEVILLE HOBBY USE AREA will plat the area. - Repair or replace fence along the main road so that 3 -wheelers do not go through the field. ASBELL PARK - Parks is trying to work with the University in using the fields to the east of Asbell Park for soccer. - Backstop fence needs repaired. (Field #1) - Need a playground area south of field #1 up by the fields. Need to watch the drainage area. practice Park Staff determine playground equipment needed for this area and the prices so that PRAB can present them to Civic Clubs for assistance. FINGER PARK - The swinging park benche needs to have the post reset - - Drainage problem above the playground need to replace the steps - Needs bridges - Plant bushes and structure. Maybe unstable. flowers along the south side of the parking lot. - Do something with the barn! (Hazzard, vandalism, eye sore) ADJOURNMENT: PRAB Park Tour Part I. ended at 12 noon. The second part of the Spring Park Tour is set for Monday, May 6th at 4pm., meeting at FYC south parking lot.
