DRAWER F PRAB 72702 (501) 521.7700 April 1, 1985 The Parks and Recreation Board came to order at 4:10 p.m. Minutes: Minutes of the March 11, 1985 meeting were approved as mailed. (7-0) COMMITTEE REPORTS: I. FACILITIES & DEVELOPMENT COMMITTE: Bill Waite (Chairperson) A. Charles J. Finger Park: Sandra Carlisle, C.D. Director, stated that the $20,000 appropriated CD money will not purchase the entire additional land acquisition to the west and south (approximately 10 acres) as proposed by Dr. Albert Einert. Clark and Edmonston hiked both the West and South areas and recommend that priority be given to land acquisition to the South. The South land contains beautiful rocks and a steep climbing area, where as the land to the West is a continuation of the land formation we already have. PRAB discussed that they would like to be informed before the final purchase of the land is made. They stated that they did not want to establish a precedent to buy land over priced. MOTION: Emerson/Yarbrough If the CD money will not purchase all of the additional land as proposed at Finger Park, the land to the 'south of the park is preferred. Motion passed 7-0. B. Horseshoe Pitching Court Proposal The NW Aransas Horseshoe Pitching Association and Park Staff visited several possible locations for the horseshoe pitching courts and agreed that Lake Fayetteville South Shore Site was the best site. The club also requested help in grading the area to level it for construction of the courts, and also for some railroad ties that their club would install. MOTION: Yarbrough/York. The Parks Board approved for the NW Arkansas Horseshoe Pitching kssociation to construct horeshoe pitching courts Q Lake Fayetteville South Shore Site Park. The Parks Department will help with leveling the area and will provided railroad ties (not to exceed $100). Motion passed 7-0 II. Program & Personnel: Chairperson Beverly Melton A. Application deadline for park summer jobs is April 1. Staff will be selected by April 15. B. Softball: The first tournament at the Lake Fayetteville Softball Complex is set for April 20 and 21. It is hosted by the Friends of Youth. The softball entry fees are due on April 12. Fees are as follows: $300 for Fast Pitch, Church. League, Women's Slowpitch. $400 for Men's Slow Pitch. Balls are provided by the League. C. Volunteers in the Parks Connie Edmonston reported the following U of A Groups that volunteered to do a service project in the parks. DRAWER F PRAB PAGE 3 APRIL11, 1985 OTHER BUSINESS 72702 (501) 521.7100 I. Spring Park Tour Date: PRAB set the first half of the Spring Park Tour for Saturday, April 27 from 8 a.m. until 12 noon. The tour will start at Wilson Park in the new North parking lot. II Green Space Ordinance Walnut Grove Addition: Developer: Bryce Davis Site 16 West(Across from Betty Jo Korner on the north side of the highway) Phases: III Acreage: Total 110 acres Housing: Single Family Units = 112 Multi-Fmily Units= 428 Green Space Requirements: Land donation = 5.68 acres Money in lieu = $48,140 Park Service Area: none Park Plan - Priority Area #2 Discussion: Bryce Davis - developer, and Ery Wimberly - engineer, attended the Parks Board in requesting a land donation requirement of the Green Space Ordinance. Mr. Davis offered 8.8 acres of his development for a public park. The park acreage is located near the center of the develop- ment and it contains a small pond. There would be three entryways leading to the park. Mr. Davis requested that the excess donated land (approximately 2.1 acres) to the Green Space Ordinance requirement be applied to the development of the land to the south in the future (the entire development of the 110 acres). He also requested to reserve the right to name the park. PRAB expressed their appreciation of the park land submitted for consideration. The land lies within the priority two area in the Park Master Plan. MOTION: Emerson/York To recommend to accept the 8.8 acres of park land designated as the Green Space Ordinance requirement and that the excess donated green space land be applied to the future development of the total 110 acres. PRAB further recommends that Mr. Davis be allowed to reserve the right to name the park subject to the City Board's approval. Motion passed '7=0. FAYETTEVILLE, ARKANSAS P. 0. DRAWER F 72702 PRAB Page 4 April 1, 1985 III. 1985 Wilson Park Swimming Pool Program: Park Staff proposed the following 1985 Swimming Pool Program: *1985 Swimming Pool Program Opening & Closing Dates: Saturday, May 25 - Monday, (Memorial Day - Labor Day) (501) 521.7700 September 2 Schedule: Since school is out June 10th, the schedule will be altered to the following: May 25, 26, 27 (Memorial Weekend) & June 1, 2: NOON - 6PM Weekdays through June 7: 3:30 - 8PM June 10 - September 2 Schedule: Saturdays: 12 - 8 pm Sundays: 1 - Weekdays: 12:30 - 8 pm (Lap Swim all pool width) Lap Swim: 11:30 - 12:30 pm Teen Swim: July & August - 1st & 3rd Wednesdays 8 - 9 pm Family Swim: July & August - 2nd & 4th Wednesdays 8 - 9 pm Water Polo: July & August - Tues & Thur 8 - 10 pm 4th of July Celebration 8 pm day in designated area Swimming Lessons: Five 2 -week sessions running June 17 -August 23 AM & PM classes Fee: $10 (10 lessons for $10) Classes: Beginners, Intermediates, Advanced, Tiny Tots, Parent -Tot, Diving, Adults Aqua Aerobics: Offered through the FYC Fees: Park Staff recemmends the following admission fee increases for the 1985 Swimming Season: 1984 Daily Preschool: 504 Grades 1-12: 75 Adults: $1.25 Adult .& Tot:$1.25 (each additional tot: Family: (Season Passes are 1 198 5 Daily 50 00 50 50 each) 1984 Season $15. $15. $25. 1985 Season $20. $20. $35. $35 $50. price after August 1) MOTION' Emerson/Waite PRAB Recommends to the City Board of Directors that the above 1985 Wilson Park Pool Program and the admission 'fee increases be approved.' Wilson Park Wading Pool Recommendation: City Board of Directors requested a recommendation from PRAB concerning an addition of a Wading Pool at Wilson Park for the 1985 season. PRAB discussed that the figures from the 1984 pool season signify that there is a need for an additional wading pool for that particular age group at Wilson Park for the 1985 season. There was.•a total of 6,155 parents and tots, and preschoolers that used the wading pool last summer. This accounted for fifteen percent of the total users of the swimming pool. The wading pool is 15 foot by 30 foot. Is is smaller than the old wading pool before the pool was renovated. (See attached 1984 Swim Pool Report and the Wading Pool Attendance Report.) MOTION: Melton/Waite Based upon the apparent need and the 1984 wading pool attendance figures, PRAB recommends to the City Board of Directors to construct an additional wading pool at Wilson Park Pool for the 1985 season. Motion passed 7-0 PRAB discussed that there is not currently a demand for the need of an additional swimming pool facility. PRAB does not have a projected date or a location for an additional pool. However, the Board is always trying to look ahead and are looking for a park site in the northeast portion of Fayetteville. MOTION: Yarbrough/Waite Based upon the past two years Of attendance figures at the renovated Wilson Park Swimming POo , PRABdoes not perceive a need for an additional swimming pool facility in Fayetteville, but the Board will continue to study the attendance of the City Pool this summer and will give City Board a report at the end of the pool season Motion passed 7--0. Discussion: The State Health Standard for the maximum limit of people in the pool at one time is 800. A couple of days the toal pool attendance in 1984 hit over 800, but these were accumulative figures over the entire day and not users all at one time. FAYETTEVILLE, ARKANSAS P. 0. DRAWER F PRAB Page 6 April 1, 1985 72702 (501) 521-7700 V. 1985 Park Budget: Park Staff distributed the approved 1985 Park Budget to PRAB. Park Staff requested PRAB to consider a recommendation to change the $10,000 for additional improvements to Charles Finger Park arid Walker Park North to Lake Fayetteville Improvements. Justifications for the budget change are as follows: - Lake Fayetteville Improvements were cut $15,486. These were prioritized items 1 - 11. - Finger and Walker Park Improvements were prioritzed items 53 - 68. - Park Department already has improvements in the 1985 budget totalling $2,500 for Finger and $3,775 for Walker Park. North. Plus the parks crew just completed some more clearing at Walker Park North out of the 1985 Landscape Maintenance account for an additional $700. This totals to $6,975 for improvements to Finger and Walker Park North for 1985. - Also note that money is being placed into other parks: Walker Park $1,220; Greathouse Park .$550; Wilson Park $30,000; Swimming Pool; Asbell Park; Combs Park $5,000. So the Parks Department is not just concentrating on Lake Fayetteville Improvements. - Park Staff concurs that $10,000 would be more beneficial to Lake Fayetteville Softball Complex for 1985. However, in the future Parks will be asking for the additional improvements listed for Finger and Walker Park North as the public demands. The $10,000 for improvements to Finger and Walker Park North included swing sets, sand volleyball court, redwood picnic tables, bike racks, picnic grills, trash receptacles, picnic table shelter, swinging park benches, soccer goal (Walker Park North). The $10,000 added to the Lake Fayetteville Softball Complex Improvements would include improving the parking lots, solving the drainage problems with culverts, etc., and possibly placing a fence between fields #2 and #3 for spectator's safety. - 1984 Community Development Money purchased $47,288 for picnic and playground facilities for Walker Park North and Finger Park.
