March 4, 1985
The Parks and Recreation Board came to order at 4:10 pm.
MINUTES: Minutes were approved as mailed with the following
committee addition to I. Appointment of PRAB
Committee: Budget and Planning: David Lashley
(Chairman), Bob Emerson, Chuck Yarbrough.
(Passed unanimously 5-0)
COMMITTEE REPORTS:
I. FACILITIES AND DEVELOPMENT COMMITTEE: Bill Waite (chairman)
A. Wilson Parking Lot:
The designated trees have been removed and the
parking lot stakes have been set. PRAB requested
the Horticulturist to landscape the parking lot
area as soon as the construction is completed (mid May).
B. Soccer Report:
Walker Park North preparation of the soccer fields �l
is on hold until the ground dries up, so that the fields, Can dt Ltt' .
ria Horticulturist will reseed the current bare areas.
The soccer association is not to use the fields
until April.
C. Lake Wilson Dam Report:
Bill Waite is working on getting as estimate to
pump cement into Lake Wilson Tower to solve the
leakage problem. The work will need to be executed
in June or July when the lake level is down so there
will not be a large flow of water in the tower
and pipes. After an estimate for the job is received,
Waite will present it to PRAB for their recommendation
to the City Board.

D. Maintenance Schedule:
Waite and Ryan will work on a maintenance schedule
and training program for the Park crew.
II.. LAISON COMMITTEE: David Lashley (chairman)
A. PRAB's Position on Funding of Public Parks:
PRAB's intent for the Green Space Ordinance was
to provide a means for funding of public parks.
PRAB supports the Green Space Ordinance and believe
it is more appropriate than a tax millage. However,
the Board would accept a millage as a replacement.
DRAB contends that they have factual and historic
documentation of the justification of the Green
Space Ordinance.
Green Space fee exacts a fee for those who added
usage to rthe public parks, and the fee would be
passed from the developers to the user.
MOTION: Emerson/Melton PRAB supports the Green
Space Ordinance as the most equitable way to
finance public parks and PRAB appreciates the
Planning Commission's efforts to resolve the conflict.
Motion passed unanimously '5-0
B Planning Commissions Request for PRAB's Recommendation
Concerning the Park Plan:
A five acre park size is a suggested size and a
guideline suggested by the NW Arkansas Regional
Planning Office.
MOTION: Lashley/York PRAB concludes that a five
acre neighborhood public park provision in the park
master plan is an optimum size for a public park;
not that a park of lesser acreage will not be
considered, nor does it mean PRAB will not accept
donated acreage less than five acres if it is
conforming to the Park Master Plan. Motion passed
unanimously 5-0.

PRAB concurs that there is no purpose in designating
a "Sub -division Neighborhood Park" category. It
would serve no purpose. The decision of a park's
actual size is based upon need.
III. Personnel and Program Committee: Beverly Melton (chairman)
A. Softball: The Friends of Youth will host the softball
season's first tournament on April 20 and 21. League
play will start the following Monday on April 22nd.
B. 1984 Participation Records: See Attachment #1
c. Summer Programs: Dale Clark stated that it is time to
apply for the U.S. Government Feeding Program. This
is a free hot lunch program for youth in the summer
and it is held at Jefferson School.
MOTION Melton/Waite To continue the U.S. Government
Feeding Program. Approved unanimously 5-0.
OLD BUSINESS:
IV. Budget:
The City Board of Directors will approve the 1985
budget at their March 19th meeting.
NEW BUSINESS:
V. Horseshoe Pitching Court Proposal:
Dr. James Elliott represented the Northwest Horseshoe
Pitching Association in requesting horseshoe pitching
courts to be placed in one of the parks. Their club
is sanctioned and will be conducted on a basis of league
play and some tournaments. In order to have a league,
they must have some courts. There are four sanctioned
clubs in Arkansas. They currently have twenty paid members.

The club is willing to construct the courts. They
stated that they"just need a space, don't need money."
The season for horseshoe pitching runs from when it
is warm enough until it is too cold.
PRAB explained that these courts, even though they built
them, would have to be opened to the public. The courts
could be scheduled for league play and tournaments
similar to reservations of the tennis courts. The Parks
Board further explained that all plans and events must
be approved by PRAB. The Club requested eight courts,
but PRAB stated they might have to be built in segments.
MOTION: Melton/York For Dale Clark, Connie Edmonston,
and Patti Reid to search for possible locations for the
horseshoe pits and torprioritize them before submitting
them to PRAB. Staff is also to look at funds available
for the pits. Approved unanimously 5-0.
The Club stated they would like to know something by
the end of April so they could get prepared to start.
Possible locations of the horseshoe pits included Lake
Fayetteville South Shore Site, Lake Fayetteville North
Shore Park, Charles Finger Park, Combs Park, and Walker
Park North.
VI. Lake Fayetteville Nature Trail Proposal:
Dale Clark presented a letter from Gary Lantz proposing
a system of numbered signs, keyed to an interpretive
natural history booklet of Lake Fayetteville South
Shore hiking trail. Mr. Lantz estimated the cost of
the project to be $1200.
PRAB questioned who would use the publication and how
the books would be distributed. It was the consensus
of PRAB that the project would not be a priority item
and they did not feel that funding would be available
at this point in time.

V. Volunteer Project:
Connie Edmonston reported that seventy letters were
sent out to University fraternities, sororities and
organizations requesting volunteers to help get the
parks ready for the summer. Last Spring there were
fifteen groups providing a total of 181 volunteers
working in the parks. Park projects range from painting
and installation of railroad ties to general spring
cleanup.
VI. Youth Theatre:
Youth theatre will be preforming at Butterfield Elementary
School on Tuesday, March 12th at 10 am, and at Bates
Elementary School on Wednesday, March 13th at 9:30 am.
Performances are as follows:
Grades K-3: "Winnie the Pooh"
Grades 4-6: "Charlie Brown"
The preschool class will be presenting "The Three Bears"
tb the Central Methodist Daycare Center.
The next Youth Theatre Session will start on March 11.
OTHER BUSINESS:
VII. City Board Annual Meeting with PRAB:
PRAB Chairman Rodney Ryan will visit with Mayor Noland
for a date of the Annual City Board - PRAB Meeting.
PRAB suggested either Monday, March 25 or Tuesday, March
26 as possible meeting dates.
PRAB will meet Monday, March llth at 4 pm to prepare for
the Annual meeting.
VIII. Spring Park Tour•
The Spring Park Tour date will be set at PRAB's special
meeting on March llth. PRAB members are to check their
calendars for possible dated for the tour.

PRAB Meeting on Monday, March 18th is cancelled due
to Spring Break.
