The Parks and Recreation Board came to order at 4:05 pm.
MINUTES: Minutes were approved as mailed with the following
correction XI. Northwest Park Land Search.

GUIDELINES FOR PRAB MEETINGS:
Chairperson Rodney Ryan presented some guidelines for
PRAB meetings and agendas for the Board's consideration.
(See enclosure A)
III. PARK AND RECREATION DEPARTMENT HANDBOOK:
PRAB discussed the possibility of compiling a Park and
Recreation Department Handbook to consist of the long
range plans, park ordinances, history of the parks, etc.
Chairperson Ryan will work on the project.

IV. LIFE STYLES GREEN SPACE ORDINANCE WAIVER REQUEST:
Carol Hart, Director of Life Styles, was present to
request a waiver of the Green Space Ordinance for
Life Styles new apartment complex for adults with
developmental disabilities. The project receives
assistance from HUD for funding. The apartment
complex will be located on Porter Road and Sycamore
Street. There will be 12 multi -family dwelling units.
Ms. Hart explained that only two of the 3.8 acres will
be used for building space, with the other 1.8 acres
left in green space for residents leisure and rec-
reational activities. Green Space land requirement
consist of .12 acres or money in lieu $1;020. The
area is served by Asbell Park.
PRAB explained that included in the Park and Recreation
Department's 1985 budget is $50;000 to bring their
existing facilities upto handicap standards in order
to accommodate special populations, such as Life Styles.
The City is required by Revenue Sharing to have all
facilities to meet the handicap standards by 1986, so
there will also be more projects. to complete in the
Park Department's budget of 1986.
MOTION: Emerson To Yecommend to the Planning
Commission thata Waiver- of the Green Space Ordinance
to Lrfe 'S'tyles be 'approved.

PRAB COMMITTEE REPORT:
1. Soccer Report: No work has been performed on

3. Youth Theatre Report: Currently there are five
preschoolers enrolled; ten in Grades K through 3;
and four in Grades 4 through 6. PRAB stated the
program needs to be evaluated and requested that
either Dr. Roger Gross or Dr. Pat Romanov from the
University Theatre Department be invited to discuss
the Youth Theatre program at the next PRAB meeting.
VI. LAKE FAYETTEVILLE BOATDOCK INCIDENT:
Mr. Grimes requested PRAB's recommendation regarding the
shooting incident at Lake Fayetteville last summer.
MOTION: Yarbrough/Sego PRAB has. compassion for the
boy's medical expenses and.they understand the incident.
They recommend that the City Manager and City Attorney
take up the probiem.And to resolve it In the best interest
of both parties. Motion passes unanimously
VII. LAISON OFFICER REPORT:
David Lashley reported that the Union Pacific Railroad
does not have any retired cabooses made available to
communities. -Burlington Northern Railroad Company does
occasionally donate a caboose. PRAB discussed several
possible uses including office space, concession stand,
stage. Rodney Ryan will visit with Harrison Chamber of
Commerce, who recently received a caboose as to the
possibilities and cost involved.
MEETING ADJOURNED AT 6:10 pm.
NEXT PRAB MEETING: Monday, March 4 at 4pm, City Hall.

Guidelines for PRAB Meetings
Preparation of the Parks and Recreation Advisory Board
agendas is a function of the Administrative Assistant
to the Parks and Recreation Director.
The general areas of the agendas are:
a. Approval of minutes
b. Report of officers and for committee chairperson.
(Facilities, Personnel, Program, Budget, Laison)
c. Old business items.
d. New business items.
e. Information items.
Submission of items by individuals/groups, etc. to the
Advisory Board for action should be in writing to the
Administrative Assistant of the Parks and Recreation
Director. Requests should include:
a. Items should be clearly defined.
b. Identify requesting party.
c. Define specific board action requested.
d. Specify request for placement on Board's agenda
and if desirable specify which meeting.
e. Identify representatives who will appear at
meeting, if any.
Requests must be received at least seven days prior to the
date of meeting to be included on the agenda in the
upcoming meeting. The Administrative Assistant will
assemble and mail the agendas on the Wednesday proceeding
the Monday meeting. Agenda items will be sent to the news-
paper for publication.
Agendas, are to be distributed to Advisory Board members
by the Fridays preceeding the meeting scheduled for the
first and third Monday of each month at 4 pm.
Public participation in Board meetings is welcomed on any
item scheduled on the Board's agenda for consideration and
action; however, no unscheduled items, unless of an emergency
nature, can be acted upon.

Special Meetings: The Parks and Recreation Advisory Board
may hold special meeting at the call of the Chairman or
other Board members. Notice of these meetings are to be
filed with the City Managers office 48 hours prior to the
meeting.
Meeting Cancellation or Change: Changes to or cancellation
of scheduled meeting should be filed in the City Managers
office at least 48 hours prior to the implementation of
such change.
