DRAWER F 72702 (501) 521-7700 PRAB January 8, 1985 and Recreation Advisory Board came to order at 4:10. Minutes of the December 11, 1984 meeting were approved as mailed with the following correction: Item III Green Space: Quad Apartment Complex (Page 2, paragraph 2) To read: There is a chance that this development might require a lot split in which the Park Department would be subject by the Green Space Ordinance to receive a land dedication or money in lieu requirement. Item X Fayetteville Soccer Association Request: (Page 5, To read: need for paragraph 2) The Soccer Association requested the a total of five regulation fields. I. ELECTION OF PRAB OFFICERS FOR 1985: Former chairman, David Lashley welcomed the new PRAB members, Bob Emerson and Chuck Yarbrough. MOTION: Lashley/Waite Officers for 1985. Chairman: Vice Chairman: Secretary: Motion passed unanimously To elect the following PRAB Rodney Ryan Charlie Sego Beverly Melton (8-0). PRAB Committees consisting of budget and planning; facilities and development; recreation and personnel; and public relations will be discussed at the next PRAB meeting. II. CITY OF FAYETTEVILLE PARK AND RECREATION FUND INCORPORATED ANNUAL MEETING: Treasurer of the Trust Fund, David Lashley, reported that the Park and Recreation Trust Fund Incorporated has a balance (as of December 31, 1984) of $9,209.13. This consisted $24.45 in the checking account and $9,184.68 in the savings account. l • FAYETTEVILLE, ARKANSAS PARKS AND RECREATION DEPARTMENT P. 0. DRAWER F 72702 (501) 521.7700 PRAB PAGE 2 JANUARY 8, 1985 MOTION: Ryan/Waite To accept the financial report of the City of Fayetteville Park and Recreation Trust Fund Incorporated subject to audit. Motion passed unanimously (8-0). III. SOCCER ASSOCIATION REQUEST FOR SOCCER FIELDS: Facilities and. Development Committee Chairman Bill Waite, met with the Soccer Association to discuss using Walker Park North for soccer fields. The Soccer Association expressed that they needed two regulation fields to be 60 yards by 100 yards for this Spring: season. (They .were more concerned about the proper width, than the length). PRAB stated they want to try to accommodate soccer at Walker Park North by providing fields #2 and #3. Originally there was a field planned in-between fields #2 and #3, but the Board discussed that the three fields right together would eliminate a warmup area and side- line spectator areas. Also the Board did not want all the land space in the park to be soccer fields and they recommended that four fields should be ample. The northwest corner of field #3 will require some topsoil. Field #1 (located up by the U.S. Naval Reserve) needs some surface work and there appears not to be much expense to get it ready for soccer. Field #1 could be developed possibly by next year or as the budget would permit in 1985. If the need arises in the future, field #4 would be available in the south end of the park. MOTION: Waite/York To have the soccer fields 42 and #3 ready in time for the Spring 1985 season;:To proceed with the development of field 41 as the budget permits; To reserve field 44 for -future development. DISCUSSION: Check into changing field #3 to run hori- zontal with Block Street. Motion passed unanimously (8-0). See preliminary map of the soccer fields locations at Walker Park North. MODEL AIRPLANE - COMBS PARK REQUEST: Kenneth Collier was present representing the Model Airplane Club. PRAB had asked for a plan of the Model Airplane Area; a time table, and their means of finances. This report would be reviewed by PRAB and then recommended to the City Board of Directors for their approval of the development of the Model Airplane Airplane Flying Area in Combs Park. CD money ($8,700) is building a parking area and road to the Model Airplane Area. PRAB had recommended that the Parks Department would build the road and parking area, but the Model Airplane Club would be responsible for further developing their field and facilities needed. Enclosed find a letter from the Ozark Flyers. PRAB consented to table the request until the next PRAB meeting. V. LAKE WILSON DAM REPORT: Bill Waite investigated pumping cement into the Lake Wilson tower with officials from the U of A Engineering Department. They suggested a bucket and crane would problably be the best means for transferring the cement to the tower if the footage was within reasonable dis- tance. PRAB recommended that this should be a contract job. Waite will get an estimate for this job. VI. WILSON PARKING LOT $1: Bids for construction of Wilson Parking lot #1 went out to the public today and are due on January. 29th at 10 a.m. Enclosed in the minutes is a letter from Dr. Al Einert stating the condition of the three trees to be removed for construction of the parking lot. VII. LIVE CHRISTMAS TREE REPORT: Horticulturist Patti Reid reported that four live Christmas trees were donated to the Park Department. One white pine was planted in Wilson Park between parking #1 and Prospect Drive. Two Virginia pines were planted at Sweetbriar Park and one white pine is yet to be planted. PRAB recommended that some publicity on the trees donated be taken to help the project next year. FAYETTEVILLE, ARKANSAS PARKS AND RECREATION DEPARTMENT P. 0. DRAWER F 72702 (501) 521-7700 PRAB PAGE 4 JANUARY 8, 1985 VIII. RAILROAD CABOOSE PROJECT: David Lashley reported that he had heard that some railroads were making retired cabooses available to Citys. He has written several letters to Railroad Companys in this area for more information. IX. GREEN SPACE ORDINANCE REPORT: Northeast Park Northwest Park Southeast Park Southwest Park District: District: District: District: X. WILSON PARK GRANT REQUEST: $8,811 $13,348 $315 $1,705 Fayetteville Parks and Recreation Department did not receive any LWCF grant money for Wilson Park. MOTION: Melton/Ryan To recommend for the Parks and Recreation Department to proceed with a grant request for 1986 LWCF grant money for either Wilson Park or to investigate other possibilities Motion passed unanimously C8.-0). XI. NORT0iii4 PARR LAND SEARCH: PRAB recommende& that Clark followup with investigating the land available by the Farmer's Daughter Restaurant. XII. 1985 BUDGET REPORT: Dale Clark reported that a line item of $50,000 was inserted into the Park Departments 1985 budget for making the parks in compliance with the handicap reg- ulations. PRAB received the list of all structural area within the parks which are non-compliance with the handicap codes. XIII. CROSSOVER PARK MASTER PLAN: Horticulturist Patti Reid reported that the Master Plan of Crossover Park is written and that she has a few maps to redue before submitting the proposal to PRAB. YOUTH THEATRE REPORT: Connie Edmonston reported that the request for applying for the Arkansas Arts Council Grant to help support the Youth Theatre Program will be on the City Board's agenda tonight. Classes for the January session will start on the 21st. See enclosed brochure. XV. PRAB MEETING: Due to the conflicting schedules of PRAB members for Tuesdays, PRAB moved their meetings to the first and third Monday of every month at 4 pm. My appraisal of each is listed below: Tree 1 (24" dbh) has several severe collision scars from vehicles and the base of the trunk shows extensive interior basal rot and insect feeding. The majority (over 60%) of the major limbs of this tree are dead and present a hazard from falling. Tree 2 (18" dbh) has 2 major collision scars and many major roots exposed by erosion and damaged by vehicular traffic over them. This tree shows about 20% of its limbs to be dead. Tree 3 (24" dbh) several major scars, basal interior rot with over 70% of its limbs clearly dead. Some recently fallen limbs are present at the base of this tree. It is my opinion that all of these trees should be removed. Thier condition is so poor that any attempts to keep them in a parking lot design would be foolish and costly. I seed no way that their decline could be halted or substantially reduced. Irsuggest that when the parking lot is completed, young trees be established at the lot perimeter where protection from vehicles can be afforded. Sincerely A.E. It is also our understanding that funds have been set aside for the construction of parking and an all-weather road to the flying site. We have received verbal commitment from Fayetteville city officials that they will build a suitable field for flying, and will provide some assistance in helping to provide a security fence for the protection of spectators, and protection of the field. We are told that this construction work is scheduled for March, 1985. Other improvements such as a shelter or pavillion, picnic tables, etc., will be made at a later date.
