The Parks and Recreation Advisory Board came to order at 4:12.
MINUTES: Minutes were approved as mailed.
BUSINESS:
I. ARKANSAS ART COUNCIL GRANT - CHILDREN'S'THEATRX PROGRAM:
Connie Edmonston informed PRAB that the Arkansas Arts
Council Grant for the Children's Theatre Program is due
January 15th, and will need to be submitted to the City
Board of Directors at their January 2nd meeting.
MOTION: York/Sego To recommend to the City Board that
the Parks Department apply for the Arkansas Arts Council
Grant to help support the Children's Theatre Program in
supplying an instructor. Motion passed unanimoulsy (5-0).
II. PRAB BOARD:
The City Board asked for the Park's Board recommendation
concerning the placement of three (3) members of PRAB to
be approved from the Fayetteville Youth Center's Board.
It was the consensus of PRAB that they are bound to three
FYC members as long as there are ties in both the Parks
and FYC Boards.
MOTION: Sego/Ryan PRAB recommends a minimum of two
members from the FYC Board be appointed to PRAB.
Motion passed unanimously (5-0).
III. GREEN SPACE: QUAD APARTMENT COMPLEX:
Location: Sycamore (Just west of Gregory Park)
Developers: Hess and Guzman Developers, Fayetteville
Multi -Family Units: 84
Park Disrict: NW Served by Gregory Park
Completion Date of Project: end of July
This was part of an old plat of Evin's Farm (platted in
10 acre tracts). The City Board of Directors ruled
that any previous platted land was not subject to the
Green Space Ordinance unless they are required to replat

or have a lot split. The Boards ruling was not retro-
active.

Planning Office suggested that the Parks Board make
a recommendation of a land dedication or money in
lieu requirement, pending upon the findings of the
survey.
Land Dedication Requirement: .84 acres
Money in lieu: $7,140
MOTION: Waite/Sego PRAB recommended a Green Space
requirement of money in lieu since the apartment
complex is served within the Gregory Park area. This
motion is pending upon the land survey results.
I'.. LAKE WILSON DAM REPORT:
Bill Waite will give a report on his findings of the
type of cement needed at Lake Wilson's tower.
V. COMBS PARK - MODEL AIRPLANE CLUB AREA:
The Model Airplane Club requested to be on the
January 8th meeting to present a plan and time
schedule for the Model Airplane Flying Area at
Combs Park.
VI. WILSON PARKING LOT 41:
Bids for construction of the parking lot will go
out on December 12.
VII. WILSON PARK GRANT REQUEST:
Dale Clark and Connie Edmonston will travel to Little
Rock on December 12th to give a presentation and to
answer questions concerning the Wilson Park Grant Request
to the Arkansas Parks and Tourism:?fepartment.

VII. GREEN SPACE: CHESTNUT APARTMENTS II - WAIVER REQUEST:
Location: Chestnut Street
Land Area: 13.5 acres
Green Space requirement: $20,400
Apartment Complex includes a tennis court, swimming
pool, picnic areas, and play areas for the apartment
community. Cost of these facilities would be approxi-
mately $70,000.
The Parks Board at their September 11th meeting denied
the Green Space Waiver Request.. Documented from PRAB
September llth, 1984 Meeting Page 4:
"MOTION: York/Ryan PRAB does not recommend a
waiver of the Green Space Ordinance for Chest-
nut Apartments Phase II because it does not meet
the requirements to exempt the development from
the Ordinance." Motion passed unanimously 4-0
(Melton absent).
Gary Carnahan representing Lindsey Construction requested
to speak to PRAB concerning the waiver request of
Chestnut II Apartments. PRAB recommended to uphold
their September llth motion in denying the Green Space
Waiver Request. It was explained to Mr. Carnahan that
the Planning Commission will also make a recommendation
of the waiver request to the City Board of Directors
for final approval.
IX. TENNIS COURT REQUEST FORM THE SCHOOL:
The School is considering changing athletics to meet
after school from 3:30 until 5:30. In the past we
have reserved Bates Tennis Courts and Wilson Tennis
Courts from 2 until 4 for the Fayetteville High
Tennis Team practice.
The opinion of the Parks Board was requested whether
the courts would be available after school for the
high school tennis team to practice if the school
schedule was changed.

PRAB stated that their first priority was to the
community for the useage of the tennis courts. The
Board said that they would be willing to cooperate
with the schools, but first would like a schedule for
public reaction.
X. FAYETTEVILLE SOCCER ASSOCIATION REQUEST:
Don Scott (spokesman) and eight representatives from
the Fayetteville Soccer Association reviewed the
soccer complex proposal at Lake Fayetteville Park on
Highway 265 with ?BAB.
PRAB stated that their request for a centralized soccer
complex'was not the best interest at the present time
based upon the present niunbers of soccer fields through-
out the city and the number of soccer participants.
Even if PRAB was looking for a location of a soccer
complex, the park land requested would not have been
approved due to the services not available (sewer and
water); safety (traffic flow to and from the area);
cost of development; cost of maintenance; preservation
of the green space (over development of the park land).
At one point in time, (3 three years ago), PRAB Develop-
ment Subcommittee chaired by Bill Waite, asked the Soccer
Association if they would like to consider Walker Park
North as a soccer complex site. The Soccer Association
was not interested in the area.
PRAB concluded if soccer needs more fields, they will
try to help find some. In 1984 the Parks added fields
at Walker North, Finger Park, and plans at Combs Park.
It is the responsibility of the Parks Department to control,
maintain and supervise the fields since they are public
property. The Soccer Association can operate independently
similar to softball and baseball, but they must answer to
the City Parks Department.

PRAB affirmed that they were willing to work with soccer
so that the youth do have adequate facilities. The
Parks are limited because they do not have a huge amount
of funds available. PRAB further expressed that there
needs to be better communication. PRAB thought they
had developed soccer fields as needed. However, the
Soccer Association communicates that facilities are not
adequate. This was the first time PRAB was communicated
this information.

The Soccer Association requested the need for4 S4as e
regulation fields. There is currently one at Walker
Park North. As a short term solution, the Soccer
Association said they could get by with 3 regulation
size fields.
PRAB requested for the Soccer Association to present
a current field schedule and number of fields needed
on a specified time table.
Dale Clark stated the upgrade of the soccer fields
located on School Property needs to come form the schools.
A turf management program for the soccer fields at
Walker Park North and Asbell Park is to be initiated.
Bill Waite, PRAB Facilities and Development Chairman,
will meet with the Soccer Association at Walker Park
North on Tuesday, December 18th at 5 pm to discuss the
possibilities of more soccer fields there.
XI. LAKE FAYETPEVILLE UNIVERSITY EXPERIMENTAL TEST REQUEST:
Last PRAB meeting, Jim Grace form the U of A Botany
Department requested permission to conduct a study
on aquatic weed at Lake Fayetteville. PRAB requested
Mr. Grace to pinpoint the location of the experimental
plot on a map.
The area requested is on the North side of Lake Fayetteville
between the Environment Study Center and Lake Fayetteville
North Shore Site Park.

MOTION: To approve the research plot site on Lake
Fayetteville as requested and proposed by Jim Grace,
U.of A Assistant Professor of Botany. Motion was
unanimously approved (5-0).
