MINUTES: Minutes were approved as mailed. BUSINESS: 1. Crossover Park: Patti Reid informed the Board that there three additional acres to the 17 acre Crossover Park that the School District leased to the City at a later date. The additional land extends the property to the east giving a total acreage of 20 acres. Reid said the con- ceptual plan would not be changed except to move the future parking lot up into the additional 3 acres. See enclosed Conceptual Plan. MOTION: Ryan/Waite To Crossover Park and for a proposed Master Plan (5-0) . accept the Conceptual Plan of Patti Reid to continue drafting of the park. Passed unanimously II. Model Airplane Area -Combs Park): The City Board of Directors approved $8,725 from CD to be used at Combs Park in providing an entryway, gravel parking lot, 4 portable softball backstops, and 3 portable soccer goals. Mr. Wimberly from NW Engineers. estimated the cost of a gravel entryway and parking lot to be five to six thousand dollars. This would include using fill from the ditches and no additional dirt being hauled in. The parking lot would be moved from the Model Airplane Club's pro- posed location, to be directly connected to the entryway. MOTION: Ryan/Sego To recommend that the bulk of the budgeted CD money designated for Combs Park be used 'for construction of the park entryway off of Commerce Drive and the parking lot; and for the funds left be used to purchase the portable goals. DRAWER F PRAB Page 2 November 27, 1984 72702 (501) 621-7700 PRAB stated they were obligated to provide the roadway and parking for the Model Airplane Club, but the club was responsible for construction of the course and facilities requested. PRAB requested that a time table along with the course of action for the proposed plans of the model airplane area be presented by the Model Airplane Club at the December llth meeting. After review of PRAB, the final package will be presented to the City Board of Directors for their approval. PRAB recommended that the grazing leaseholder be notified as to the park's plans and time schedule. Clark is to follow up with contacting the leaseholder. III. 3rd Annual Turkey Trot Report: Connie Edmonston reported there were eighty-seven enthusiastic runners at the 5K cross-country Turkey Trot held on Sunday. The cold, rainy weather decreased the number of runners expected. PRAB discussed buying a certain number of Turkey Trot T-shirts for the runners and selling them at cost. They also discussed the possibility of raising the entry fee and to offer a family rate fee. IV. Adult League Basketball Report: League Director Mark Paul reported there were 13 Church League Basketball teams this fall. The Industrial Basketball League is now underway with 33 teams entered. V. Search for Parkland Dale Clark reported Office is searching the Parks Board. in the Northwest Section of the City: that the Northwest Regional Planning for available land as requested by VI. Wilson Parking Lot #1: City Board of Directors approved Northwest Engineer's proposed parking lot drawing at Wilson Park. DRAWER F PRAB Page 3 November 27, 1984 72702 (501) 521-7700 VIII. Lake Wilson Dam Report: Dale Clark reported that Terry's Machine Shop speculated that the leakage is through the tower wall. Bill Waite will investigate into using cement. IX. CD Budget Items: City Board of Directors approved CD money for acquisition of 10 acres in Charles Finger Park at $20,000 and Combs Park entryway, parking lot and port- able soccer and softball goals at $8,725. X. Experimental Test Request: Jim Grace, Assistant Professor of the U of.A Botany Department, requested conducting a study on aquatic weeds at Lake Fayetteville. He would fence an area 10 feet wide by 25 feet long in shallow water (approximately 1 foot deep). PRAB stated they would like the experimental area pinpointed on a map to be approved by the Environmental Study Center and the Lake Fayetteville Boatdock. PRAB also requested results of the study. XI. Fayetteville Soccer Association Proposal of a Soccer Complex at Lake Fayetteville Park: The following dis- cussion was held concerning the proposed Soccer Complex at SE section of Lake Fayetteville at Highway 265: - PRAB agrees with the pvoposal that soccer is relatively inexpensive for kids to participate, but the fields are expensive to construct. (Construction of two soccer fields at Walker Park North was approximately $53,483). The program requires valuable flat land and therefore is costly if the land is not available. -Questions the need of 18 fields for 700 soccer participants. Why do they need five times as much facilities for soccer where we have more youth playing basketball and softball on alot fewer fields. - Baseball and Adult Softball have Complexes and soccer is requesting one also. -PRAB has not considered the land requested as a hobby use area. They have planned to preserve it for green space land. - The traffic flow to the requested land is not safe. ( • FAYETTEVILLE, ARKANSAS P. D. DRAWER F PRAB Page 4 November 27, :984 72702 (501) 621.7100 - There is no water and sewer available. Septic tanks are not permitted within City limits, so services needed could not be provided for a soccer complex on the proposed land. - Consider using Walker Park North fields for playing games only. The fields need to rest. The only way to upgrade the fields is not to use them. The Spring and Fall soccer leagues are the prime times for up- grading the fields. Fields should be used on a rotation basis. - PRAB has made a commitment to provide soccer with fields which they have done. Need to followup on upgrading the soccer fields at the schools: Root, Happyhollow, Butterfield. Question: Is the Parks Board willing to make the commitment for a soccer complex? MOTION: Sego/Melton PRAB concluded that the request for a centralized soccer complex is not in the best interest at the present time based upon the present number of soccer fields throughout the City and the number of participants. Motion passed (4-0) 1E -abstaining Even if PRAB was looking for a location of a soccer complex, the park land requested would not have been approved due to the services not available (sewer and water); safety (traffic flow to and from the area); cost of development; cost of maintenance; preservation of the green space Aver development of the park land), At one point in time, (3 years ago), PRAB Development Subcommittee chaired by Bill Waite, asked the Soccer Association if they would like to consider Walker Park North as a soccer complex site. The Soccer Association was not interested in the area. PRAB concluded if soccer needs more fields, they will try to help find some. In 1984 the Parks added fields at Walker North, Finger Park, and plans at Combs Park. PRAB does agree that complexes are cheaper to maintain as a unit. • FAYETTEVILLE, ARKANSAS P. 0. DRAWER F PRAB Page 5 November 27, 1984 72702 (501) 521.7700 It is the responsibility of the Parks Department to control, maintain and supervise the fields since they are public property. The Soccer Association can operate independently similar to softball and baseball, but they must answer to the City Parks Department. Could possibly consider using Walker Park North fields for the upper age divisions and Asbell fields for the younger. Anytime PRAB is working with volunteers,L.they need' to consider that volunteers rotate off and there is very little continuity among the Boards and volunteers. The Soccer Association has previously requested to be on the December 11th meeting to discuss their proposal with PRAB. XII Christmas Tree Donation: Dale Clark reported that he is working with Horticulturist Patti Reid in requesting people to buy live balled Christmas Trees and donating it to the Parks Department after the holidays to be planted in our parks.
