The Parks and Recreation Advisory Board came to order at 4:10.
MINUTES: Minutes were approved as mailed.
BUSINESS:
I. Green Space Report: City Board of Directors approved
unanimously at the October 16th meeting to ammend the
Green Space Ordinance to include "...for the acquisition
and/or development" of park land.
II.
Performing Arts Center: Several surrounding towns (in-
cluding Jonesville, Texarkana, Blythville) that cur-
rently have a Performing Arts Center are meeting with
the City Board of Directors concerning a Center in Fay-
etteville. The meeting will be on Tuesday, October 30th
at 7:30 p.m., City Hall.
Wilson Park Parking Lot #1 (Prospect Avenue): Ervan
Wimberly and Mr. Harris from NW Engineers presented
three alternative plans to PRAB for the parking lot
on Prospect Avenue in Wilson Park. He stated the
slope would have a four feet fall. The base cost
for construction was estimated at $10,000 to $12,000.
The three proposed parking lot's capacity ranged from
38 to 45 cars. The parking lots location was moved
further south as to what was previously plotted and the
island in the middle of the parking lot was not
recommended by the engineers. There will be undergound
tile for drainage of the parking lot which will run
down to the creek.
Due to the fact the parking lot was moved south on up
to the ballfield's bleachers, more buffering area to.the
north of the parking lot will be provided as requested
by the neighborhood. This area will be smoother and
seeded back to grass upon completion of the project.
Wimberly estimated the cost of the parking lot with
no islands to be approximately $15,000 plus the base
cost.

III. Wilson Parking Lot #1 Continued:
Only three trees, which look in bad shape and could
possibly be diseased, will have to be removed. PRAB
requested that the Park Horticulturist check the
three trees in question for removal and to propose
a plan for landscaping the area north of the parking
lot.
MOTION• Waite/Rackerby To recommend to the City
Board of Directors the forty-five space parking lot
for Wilson Park and to hold a public meeting prior
to the presentation to the City Beard of Directors.
Motion passed unanimously 6-0.
IV. Wilson Parking Lot #1 Public Meeting: The Public Meeting
of Wilson Parking Lot #1 along Prospect Avenue will
be held on Monday, October 29 at 7pm, City Hall Room 111.
Bill Waite will chair the meeting. PRAB requested
that the Park Horticulturist have the following
information available for the public meeting: 1) The
status of the three trees to be removed, and 2) Proposed
landscaping of the park area north of parking lot #1.
V. 1985 Budget: PRAB review the budget proposed by the
Park Staff. Priorities are yet to be set on the
projects. The budget is due to the Finance Department
on Friday, October 26.
