DRAWER F 72702 PARK & RECREATION DEPARTMENT PRAB September. 25, 1984 (501) 521-7700 The Parks and Recreation Advisory Board came to order at 4:10. MINUTES: Minutes were approved as mailed. BUSINESS: I. Combs Park Public Meeting Pre -discussion: Board of Directors requested PRAB to hold meeting of the Master Plan of Combs Park. Airplane Club had previous expressed that the new area and were anxious to move. Upon the Parks Board approval of the model airplane course Elan, it will go before the City Board of Directors for final approval. After the City Board's approval, the party leasing the land will be given their 30 day notice. Mr. Denton from the Model Airplane Club previously communicated that the club would take care of the field. PRAB concluded that the service road and parking areas need to be graveled. PRAB stated that they did not see the roads as a current priority and could not recommend the Park Department's budget to finance the road at this point in time. II. Crossover Park: At the last Park's Board Meeting, PRAB stated that the development of Crossover Park was pending upon the School's plan for the area. David Lashley reported that the School District is considering redistricting, but will not make plans until the end of fall. Lashley recommended that the Park Horticulturist, Patti Reid, design a pre-liminary plan to include a study of land; pre-liminary plan; analysis of what is there and the possibilities. The pre-liminary plan would be used as a 'working plan" for the PRAB to review. The approved pre-liminary plan would then go to the School Board during a public meeting. Hope- fully the process can be finalized by January or February of 1985 to be presented to the City Board of Directors. PAYETTEVILLE, ARKANSAS P. 0. DRAWER F PRAB Page 2 September 25, 1984 72702 (501) 521.7700 III. Lake Wilson Dam Report: Dale Clark reported that no work has been done yet at Lake Wilson in repairing the leakage problem. IV. PRAB Fall Tour: PRAB expressed that it is a high priority to do indepth studies of the parks we pro- pose to develop and to budget a substantial amount of money for. PRAB suggested that there needs to be a criteria in which to judge and analyze the parks in which to meet the standards PRAB is striving for. The fall tour will start on Tuesday, October 9th at 4 p.m. at Lake Fayetteville Softball Complex. All business of PRAB will be discussed first, and then followed by an indepth analysis of improvements needed at the Softball Complex. Bob Braswell and Patti Reid are encouraged to attend this meeting for their input. V Green Space Ordinance: City Attorney Jim McCord will present to City Board the recommendation of PRAB to ammend the Green Space Ordinance to include the acquis- ition and . development of park facilities. (Doc- umented PRAB Board Minutes July 24, 1984, Item IV.) In response to Mr. Wimberly's question (PRAB meeting on September 16, Item II) concerning a possible wai- ver be requested in the phase of the development when all the recreational facilities will be completed with- in one year as according to the Ordinance. PRAB responded it would be difficult to consider if a waiver for all of the Phases of the subdivisions met the requirements, even though they would not all be completed within 12 months as required. Park Place has not communicated back at this point. VI. Lake Fayetteville Ballfield Report: Tabled until next meeting. VII. City Swimming Pool Report: Park staff expressed their concern for the need of an additional wading pool at the City Pool. Head counts were recorded on a daily basis throughout the summer at the wading pool. It is estimated that 20% to 25% of the attendance used the wading pool daily with an average count per day of 40 in the wading pool. Complaints were contin- uously made that the wading pool was too crowded and too small. ( FAYETTEVILLE, ARKANSAS F. 0. DRAWER F 72702 (501) 621.7700 PRAB Page 3 September 25, 1984 Connie Edmonston visited with the former City Pool Consultant, Richard Naylor, as to the location, cost, etc. of an additional wading pool. Mr. Naylor stated that the only location with ample space would be east of the concession stand. A 30'diameter round pool with 975 square foot decking, including chain-link fence cost estimate is $22,000 to $23,000. (20' dia- meter pool and all cost estimate is $18,000 to $19,000) Naylor said either a new filtration system would be needed (wfuich would go in the existing pump room) or some type of stabalizer to be connected to the current filtration system. PRAB suggested to consider red wood decking of some sort in the area. Shaded benches would also be needed. CE/kb PRAB also recommended investigating into the cost of netting for the adjacent softball field. Clark remarked that he feels the additional wading pool is needed and he will recommend $23,000 or so in the pool budget for the item. DRAWER F 72702 (501) 521.7700 COMBS PARK MASTER PLAN Public Hearing: September 25, 1984 5 p.m. Four Model Airplane Cbilb members attended the public meeting of Combs Master Plan. It was their consensus that the area designated for Model Airplanes was suitable for their purposes. Dr. Al Einert, landscape architect, said he recommended that the flight plan be out of the way of the open areas and play areas such as northwest to southeast or northeast to southwest. The model airplane club was concerned with the tree clearance and said they would need to provide some wind vectors. The main runway should be into prevailing wind. The Model Airplane Club will present a plan of the runway and improvements of the designated area for the model airplane course to PRAB before the first of the year.
