The Parks and Recreation Advisory Board came to order at 4:20 pm.
MINUTES: Minutes of the August 28 meeting were approved as
mailed.
BUSINESS:
I. Wilson Park Parking Lot Bid Awards: Bids were pre-
sented as follows for the engineering of Wilson
Parking Lot: Albright -$4,000; Milholland-$8,000;
McClelland -$5,000; Northwest -$2,750. Bids were
awarded to Northwest Engineers for a sum of $2,750.
Mr. Wimberly was present at the PRAB. meeting and
informed the Board that the medium in the parking lot
would need to be angled instead of perpendicular.
This would cut down four to six parking spaces. It
was the consensus of PRAB to leave the medium on and
to go with the angle parking spaces.
II. Park Place -Phases II,III, IV, V, VI: Mr. Ervan Wim-
berly representing NW Engineers of Park Place, in-
quired if Park Place would request a waiver of the
Green Space Ordinance, could the park in Park Place
be developed in phases in accordance with the housing
development? Park Place contains 108 acres -with an-
ticipated single-family units of 450. Park place
has plans for providing and maintaining basketball
courts, playground and picnic facilities, 6 tennis
courts, pool,: clubhouse, 8 acre recreational lake
used for a storm basin, and also additional green
space for aesthetics. These facilities would serve
Park Place and Windsor Townhouse residents. He
anticipated two of the tennis courts to be built
in the Spring. PRAB questioned whether a private
park of that size would meet the requirements of the
Green Space Ordinance. The Board also stated that
other criterias of the park plans also need to be
considered. PRAB tabled the inquiry until they
speak to Mr. McCord concerning the understanding
of the Green Space Ordinance.
III. Combs Park Master Plan: Dr. Al Einert and Dr. Merle
Seamon presented the Master Plan of Combs Park to

PRAB for their recommendation to the City Board of
Directdrs. At the August 28, 1984 meeting, PRAB
approved the pre-liminary Master Plan of Combs
Park as the best usage of the land. However, the
plan included usage of the land above the flood
plain. Mr. Lashley investigated that the land
above the flood plain in which Dr. Einert desig-
nated for the Model Airplane Course could not be
used as part of the park. Dr. Einert was informed
to try to accommodate the model airplane flying
course in another area of the park. Dr. Einert
stated that he viewed his pre-liminary plan as the
best way to utilize the land in Industrial Park,
but he would revise the plan to honor the City's
prior commitment to the Industrial Park and Model
Airplane Club. The revised Master Plan included
a natural area in the southern tip, the model
airplane course in the middle of the land, 4 soft-
ball fields, 2 regular size soccer fields (or cut-
down to 4 practice fields), and 2 parking lots.
The report also suggest using the house and pump
station as the new Park Maintenance Headquaters.
The question was asked why the natural area could
not still be used for the Model Airplane Course
without the land above the flood plain as in the
pre-liminary plan. Dr. Seamon stated there would
be a drainage problem; no cross court take -off area
available; and the land was too constricted unless
it loses alot of vegetation and this would create
problems with the river flow. He stated the Master
Plan has the only option available if the park
contains the Model Airplane Flying Course. Dr.
Einert stated he would like to include the pre-
liminary plan as an Alternate Plan in his final
report.
MOTION: Melton/Ryan To approve Dr. Einert's
Master Plan of Combs Park to be recommended to
the City Board of Directors for their approval.

Dr. Einert stated he would get on the City Board
Agenda for the September 18th meeting. PRAB mem-
bers are urged to attend.
Einert recommended to leave the lower natural
area to be leased for grazing so it will con-
tinually be maintained and brushhogged until the
Parks Department is ready to develop and use that
section. He also stated that the house lease is
due for renewal in December if the area is suit-
able for the Park Maintenance Headquarters.
IV. State Parks and Recreation Annual Convention:
Fayetteville will host the State Parks and Rec-
reation Annual Convention on September 16, 17,and
18 at Continuing Education. Sunday will be the
registration day and free time in the new Uni-
versity HPER building. Monday will start with
meetings followed by a cookout catered by B.& B
Barbeque in Wilson Park, a 3 -hour tour of Fay-
etteville Parks; banquet and speaker Rafer John-
son. Tuesday morning will involve meetings until
noon. PRAB members are urged to attend.
V. Green Space:
Oakland Townhouses III:
Location Leverett Avenue
Units: 48 Multi -family living units
Land dedication requirement: .48 acres
Money in lieu of: $4,080
Park Service Area: Northwest Park District
Served by Leverett and Asbell Parks
MOTION: Ryan/Waite To recommend that Green Space
requirement be money in lieu of land because Oakland
Townhouses III is served by Leverett and Asbell Parks.
Motion passed unanimously 5-0.
Park Place Phases III and V
Location: Hwy 45 and 265
Single family units: ?
PRAB tabled their recommendation of the Green Space
requirement until a decision is made on their waiver
request.

Chestnut Apartments -Phase II Waiver Request
Location: Zion Road
Land Area: 13.5 acres
Green Space requirement: $20,400
See enclosed letter
The Apartment Complex would include a tennis court.,
swimming pool, picnic areas, and play areas for the
apartment community.- The cost of these facilities
would be approximately $70,000.
MOTTON: York/Ryan PRAB doea not recommend a waiver
of the Green Space Ordinance for Chestnut Apartments
Phase II because it does not meet the requirements
to exempt the development from the Ordinance.
Motion passed. unanimously 4-0 (Melton absent)
VI. Arts and Crafts Teaching Facility Proposed: The
Personnel and Recreation Sub -committee recommended
to PRAB that Jim Glenn provide the following in-
formation to them before a decision is made to
accept or reject the proposal:
a) Written documentation of need
b) What is currently being offered in the
community? (By whom and to what extent?)
i.e. Adult education; CCE; Youth Center;
Adult Center; all commercial ventures;
Center of the Ozarks.
c) Definition (concept) of Arts and Crafts
Program
d) Age Groups targeted?
MOTION: York/Waite PRAB to approve the recommend-
ations of the Sub -committee.
Motion passed unanimously 5-0
Dale Clark will communicate the information needed
to Mr. Glenn.
VII. Lake Fayetteville Softball Complex/Programs::
Connie Edmonston presented .the survey results of
Regional D. Slowpitch Tournament hosted at Lake
Fayetteville Softball on August 17, 18, and. 19.

Thirty-seven teams attended the tournament from
Louisiana, Tennessee, Oklahoma, Mississippi, and
one team attended from Arkansas. See enclosed
survey results. The survey indicated that hosting
a Regional Softball Tournament does bring people
in to visit our City spending approximately $74,296.
This estimated figure did not include recreation,
liquor, gasoline, and merchandise bought in Fay-
etteville. Results were similar to the survey taken
at the State Class E Slowpitch Tournament held the
proceeding weekend. It was estimated that forty-
five teams brought in approximately $78,930.
The Personnel and Recreation Sub -committee recommend-
ed that information be gathered as to the amount of
maintenance spent on the softball complex; percent-
age of budget increase each year; revenues from the
concessions, rentals, fees, and other.
MOTION: York/Waite To approve the recommendations
presented by the Personnel and Recreation Sub -:r --
committee .
Motion passed unanimously 5-0
VIII. Wilson Park Bridge Donation: The Rotary Club, headed
by John Box, donated the materials and labor to re-
place a bridge at Wilson Park. Clark and Edmonston
presented a bridge plan so that they can start the
project immediately. The Parks crew has torn out
the old bridge.
IX. Crossover Park Development; PRAB received a platt
and aerial map of the land included in Crossover
Park. 1984 Budget included design of a Master Plan
of Crossover Park. PRAB requested that before they
make recommendations as to park development, that
information be obtained from the School as to their
long-range plan of the area and from statistics on
the areas growth trend: Item tabled until next
meeting.
Lake Wilson Dam Status: Dale Clark reported that
Jack Dick, after diving and inspecting the dam and
tower, concluded to open the lower gate. After the
lake is drained, the tower could be better inspect-
ed. Dale Clark will make the arrangements for Terry's
Machine Shop to inspect the tower and make the ne-
cessary repairs.

Swim Pool 1984 Report: Connie Edmonston presented
the Final Report of the City Swimming Pool to PRAB.
See enclosed reports. The report revealed the fol-
lowing information in comparing 1984 figures to 1983:
- Total attendance was up 11,440
- Attendance average was up 55 people per day
- Highest daily attendance was 824 compared to
1983's highest daily attendance of 653.
- Admission/Swimming Lesson Revenues were up
$5,502 (1984-$32,776; 1983-$27,274)
-Concession Stand Revenues were up $2,498.
(1984-$12,808; 1983-$10,310)
- Total Pool Revenues were up $8,000.
(1984-$45,584; 1983-$37,584)
- Swimming Lesson Participants were increased
by 65. (1984-269; 1983-204)

Dear Ms. Edmonston:
We are nearing completion of the first 120 units of a 240 unit
apartment community on Chestnut Avenue. As you know, the green -
space ordinance would require a $20,400 contribution for these
' apartment units. I understand that you are permitted under
amendments to that ordinance, to recommend or accept on-site
recreational improvements in lieu of the cash contribution.
Therefore, I respectfully request your consideration of the tennis
court, swimming pool, picnic areas, and play areas that 1 plan to
build tor this apartment community (see the attached plan). These
_improvements will cost approximately $70,000.
Almost all the tenants at Chestnut Apartments are University of
Arkansas students. We have tried to plan recreational facilities
that they would enjoy. 1 trust you agree that they will be served
well by these on-site facilities.
Please place our request on your next meeting -agenda. Thank you for
your consideration.

Assuming there was a true random sample of the teams and spectators
attending the Regional D Tournament, the following assumptions
were made:
- Out of town players brought into Fayetteville: 13 x 37 = 481
-Out of town spectators brought into Fayetteville: 15 x 37 = 555
- TOTAL NUMBER OF PLAYERS/SPECTATORS BROUGHT INTO
FAYETTEVILLE FOR THE REGIONAL D TOURNAMENT:
(Consisting of 37 out of district teams)

-For a weekend tournament consisting of 3 days,
teams usually stayed73 nights in Fayetteville
-Average number of rooms needed per team = 18
37 teams x 18 room/team = 666 rooms needed/night
666 rooms x 2.5 nights = 1665 rooms needed for a weekend tourname;
- Number of meals ate in Fayetteville restaurants:
209/team x 37 teams = 7733
FOOD/LODGING COST ESTIMATES
;Lodging Cost: Average cost per team $704 x 37 teams
= $26,048
- Restaurant Food Cost: Average cost per team $1,304 x 37=$48,248
*TOTAL COST OF FOOD/LODGING FOR A WEEKEND TOURNAMENT $74,296
Thissurvey did not include cost of recreation,
liquor and merchandise bought in Fayetteville.
Thesewould bring in a substantial amount of revenues
into the City in addition to the $74,296.
The survey was taken on Friday evening, which was the first
evening of play, and on Saturday morning. Team managers and/or
coaches estimated the information given in the survey results.
However. this survey does indicate that hosting a Regional
Softball Tournament does bring people to visit our City and it
definitely does make the City money from the taxes collected
on items purchased.
