MINUTES: Minutes of the August 14 meeting were approved as mailed. BUSINESS: I. Arts and Crafts Teaching Facility Proposed: Dale Clark presented a proposal from Jim Glenn requesting establish- ment of an arts and crafts teaching program and facility within the Parks and Recreation Department. Courses would be offered primarily to adults. These would include pottery, weaving, jewelry making, and a range of two dimensional arts. The proposal would also include esta- blishing a steering committee and a Council of the arts people. PRAB discussed that a need assessment for such a program/ facility be conducted in conjunction with an inventory of what is currently being offered by the Youth Center, School, University, commercial business. Clark commented that it would be best for this interest group to be under the guidance and control of the Parks and Recreation Department. PRAB expressed that the program would need to be educationally orientated and not part of a business. The proposal was tabled by the Parks Board and sent to the Personnel and Recreation Committee to be reviewed thoroughly. FAYETTEVILLE, ARKANSAS F. 0. Softball Evaluation: PRAB discussed that the softball program needs to be evaluated so that facts can be made to promote improvements of the softball complex at Lake Fayetteville. The evaluation was tabled to the Personnel and Recreation Committee for their recommend- ation to the Parks Board as to procedures for gathering the information. III. Combs Park: Dr. Al Einert was presint to review the pre- liminary master plan of Combs Park with PRAB. Dr. Einert stated that he had met with Tom Hughes of the Model Airplane Club to discuss the recommended location of the model airplane flying course in Combs Park. Einert reported that Mr. Hughes walked the area with him and stated that the area was acceptatle for a course and thht he would visit with the Model Airplane Club as to their opinion. David Lashley reported that in trying to obtain a written agreement for the use of the land for a park, it was found that the area that Dr. Einert recommended for the Model Airplane Flying was above the flood plain and was not included entirely within the land Dale Christy had designated. The City does own the land, but there is an agreement between the City and Industrial Park that the Industrial Park has the authority to sell the land to industry and to get a percentage of their money back. Jim McCord said that the Industrial Park Board has the authority to control the land until the bond money is recovered. Dr. Einert talked to the City Purchasing Agent as to the park side. Dr. Einert suggested he viewed the matter with four possibilities: 1) Use all the land at proposed by his master plan with the 30 -day vacant notice clause. 2) City purchase the land above the flood plain. 3) Ask the Model Airplane Club to help purchase their site. 4) Combs Park not use the flood plain and the City endeavor to find another location of the Model Airplane Course. MOTION: Melton/Sego PRAB adopt Dr. Einert's preliminary Master Plan and for the plan to be presented to the City Board of Directors for their approval. (Passed 5-0) David Lashley will visit with Jim McCord, Dale Christy, Mayor Paul Noland, and Don Grimes as to possible agree- ments. Dr. Einert will present the final report of the Master Plan of Combs Park to the City Board of Directors at the September 18th meeting. IV. Green Space Ordinance-Oakshire Apartments Phase 2. Oakshire Apartments Phase 2 was presented at the last Platt Review meeting for the Park Boards recommendation of land dedication or money in lieu. The complex will contain 56 multi -family units on approximateoy 1.9 acres. It is located on Highway 45 and 265, which is in the Northeast Park eistrict. The park service area is Crossover Park. Land dedication requirement is .056 acres or money in lieu of is $4,760. MOTION: York/Ryan To recommend a Green Space require- ment of money in lieu of land for Oakshire Apartment Phase 2. (Passed 5-0) V. Park Development Reports: Walker Park North: The northern part of the playground/ picnic area has been cleared and the location of the facilities has been marked. The parking lot/ basketball courts are completed. Charles Finger Park: The redwood playground apparatus swing bench, picnic tables, park benches, and merry- go-round have been installed. The open pavilion and a few picinc tables and benches are yet to be installed. Wilson Park Parking Lot: The City Purchasing Agent has opened engineering bids for Wilson Park Parking Lot #1 to be reviewed on September 10th at 10 am, City Hall Room 209. VI. State Parks and Recreation Annual Convention: The Arkansas Parks and Recreatioi Annual Convention will be _held September 16 17 and 18 at Continuing Education Building in Fayetteville. DRAWER F State Class E Slowpitch Tournament Survey Results Page 2 72702 (501) 521-7700 Conclusions: Assuming there wasa true random sample of the teams and spectators attending the State Softball Tournament, the following assumptions were made: - Out of town players brought into Fayetteville: 13 x 45 = 585 -Out of town spectators brought into Fayetteville: 17.8 x 45 = 801 *TOTAL NUMBER OF PLAYERS/SPECTATORS BROUGHT INTO FAYETTEVILLE FOR THE STATE TOURNAMENT: (Consisting of 45 out of district teams) -For a weekend tournament consisting of 3 days, teams usually started2 nights in Fayetteville 1,386 - Average number of rooms needed per team = 9 45 teams x 9 room/team = 405 rooms needed/night 405 rooms x 2.22 nights = 899 rooms needed for a weekend tournament - Number of meals ate in Fayetteville restaurants: SI/team x 45 teams = 1040 meals It, trsos FOOD/LODGING COST ESTIMATES -Lodging Cost: Average cost per team $706 x 45 teams = $31,770 - Restaurant Food Cost: Average cost per team $1,048 x 45 = $47,160 *TOTAL COST OF FOOD/LODGING FOR A WEEKEND TOURNAMENT $78,930 This survey did not include cost of recreation, liquor and merchandise bought in Fayetteville. These would bring in a substantial amount of revenues into the City in addition to the $78,930. The survey was taken on Friday evening, which was the first evening of play, and on Saturday morning. Team managers and/or coaches estimated the information given in the survey results. However, this survey does indicate that hosting a State Softball Tournament does bring people to visit our City and it definitely does make the City money from the taxes collected on items purchased. COMBS PARK PRELIMINARY MASTER PLAN REVIEW 7/31/84 FUTURE PARK SERVICE HEADQUARTERS - Consideration should be given to the reuse of the existing pump station building, and the existing house as a replacement of the park service facility currently located in Wilson Park. The structures appear to be in relatively good condition, and the location is secluded yet convenient. RIVER ACCESS AREA - The proposed river access area is intended to provide an easy spot to get to the river to launch a canoe or for fishing. A small dock would be ideal for this use, and a small parking area would be needed to avoid carrying canoes a long distance. PICNIC AND PASSIVE RECREATION AREA - The picnic and passive rec. area would have 10 tables, restrooms, and unprogrammed open space. Restrooms should be built up to a level above the flood plain and should be kept in a location easily visible from the parking lot. This area was selected for this use because of its natural beauty, easy access, and the availability of shade. PRACTICE SOFTBALL FIELDS - A total of! four 300 foot softball fields are provided. It appears that some of the natural vegetation buffer to the south will have to be removed in order to allow adequate space for this use. A replacement buffer should be planted if the existing one is removed. Perhaps the existing vegetation could be saved if two of the fields could be smaller. This area was selected for the softball fields because the size and shape of the clearing was better suited to ballfields, and because of this end of the sites close proximity to the existing Babe Ruth Park. The pedestrian path and service drive could possibly be linked to Babe Ruth Park to allow easy access for both service vehicles and park users. PRACTICE SOCCER FIELDS - Four full size soccer fields are provided. These fields can also be used sideways to provide eight youth size fields. This area was selected for soccer because the fields can be sited with plenty of room and proper directional orientation, within the existing clearing. MODEL AIRPLANE AREA - The model airplane area provides plenty of space for the club to develop a facility which will suit their needs. Funding for development of this area should come from the model airplane club, however the Department of Parks and Recreation should retain the right to approve or disapprove the plans before any construction is done. This suggestion is made to insure that all structures built in a park meet the quality standards which the public expects from the City. This area was selected for use by the model airplanes because the separation of this area from the rest of the site will insure that there are no conflicts betweL,n the different uses of the park.
