DRAWER F 72702 (501) 521-7700 PARK & RECREATION DEPARTMENT PRAB July 24, 1984 The Park and Recreation Advisory Board came to order at 4:10 pm MINUTES: Minutes were approved as mailed. BUSINESS: I. Development of Charles Finder and Walker Park North: Dale Clark reported that picnic facilities and play- ground equipment are being installed at Finger Park. The parks crew is currently installing the big redwood playground apparatus. PRAB will visit the site at the next PRAB meeting. II. City Swimming Pool Report: Connie Edmonston presented the enclosed pool report. Attendance and pool revenues are over the figures from 1983. PRAB expressed their concern of the wading pools number of users. The pool manager is taking counts during the day and there averages 4o to 50 users of the wading pool at one time. This is way over the Health Department's standards. III. Green Space Report:. Connie Edmonston gave the following financial report of the Green Space fees collected to date: Northeast Park District: $9,830 PLUS INTEREST Northwest Park District: $10,515 Southeast Park District: $315 Southwest Park District: $1,260 $183.58 has been spent in the Northeast Park District for installation of a sand volleyball court at Lake Fayetteville South. The Finance Department is to give a readout of the Green Space fees including the interest collected. PRAB recommended that a quarterly report of the Green Space fees be given from the Finance Department. IV. Green Space Ordinance: Jim McCord, Bobbi Jones, Dale Clark, David Lashley, and Connie Edmonston met to have a legal interpretation of the useage of the green space fees according to the ordinance. At the April 10th PRAB meeting, PRAB gave their recommendation as requested by the City Board of Directors to add that 0 PRAB Page 2 7/24/84 FAYETTEVILLE, ARKANSAS F. D. DRAWER F 72702 (501) 521.77a0 IV. Green Space Ordinance: (continued) the green space fees be used for the acquisition of "facilities and/or" park land that serves the subdivision. PRAB stated as quoted from the April 10 PRAB meeting: "PRAB felt that the ordinance needed to be more precise to include acquisition of facilities so that the existing parks could be upgraded to meet the needs of the park district when there is no need for additional land." MOTION: York/Thomason To recommend to the City Board of Directors to ado?ta resolution to ammend the Green Space Ordinance to include in Appendix C, Article III, Section A(1), (k) (1), paragraph 1, and Section A (1) (k) (5) to include ". . or to make a reasonable equivalent contribution in lieu of dedication of land, such contribution to be used for the acquisition and/or development of park land that serves the subdivision. o ion passed unanimously (Vote 6-0) PRAB requested that they receive a current copy of the Green Space Ordinance. V Wjlson Park Parking Lot #1: Patti Reid, Park Horticulturist, has been working on a proposed parking lot for Wilson Park to be presented to the engineer. She will present the drawing at the next PRAB meeting. VI. Lake Fayetteville Softball' Complex and Softball Program: PRAB recommended that the Lake Fayetteville Softball Complex is in need to be upgraded in the next fisical year. The Personnel/Recreation Committee consisting of Beverly Melton (chairperson), Rodney Ryan and Charlie Sego will reexamine the weekend field policy of the softball complex, and district and state tournaments hosted by the District Commissioner. PRAB requested that a survey of the state tournament hosted by Fayetteville be given to the teams to determine how many people will come to the city as players and spectators; number of meals and how much money was spent; number of nites lodging and cost; how far they traveled; and miscellaneous expenditures while attending the tournament in Fayetteville. Crossover Park Master Plan: Dale Clark is to proceed with the Purchasing Agent for advertising bids for a Master Plan of Crossover Park to be devised. VIII. OTHER BUSINESS: Dale Clark is to check with Larry Wood as to land available in the northwest park district that is approximately five to twenty acres, inside the city limits of the bypass, and as close to Leverett Gardens as possible. David Lashley is to check with the University about useage of the field on Lewis Avenue for the Youth Center's soccer program Lashley will also will check on the city's lease agreement of Combs Park with the Industrial Park Commission. Children's House Meeting Report: Connie Edmonston reported that the Children's House Committee is looking at City land on Cato Springs Road as a site for the Children's House. At one point in time the committee was investigating Lake Fayetteville Park, but the committee stated that they had reservations about using the park.
