PRAB
June 12, 1984
The Park and Recreation Advisory Board came to order at 4:15 pm.
MINUTES: Minutes were approved as mailed.
BUSINESS:
1. Introduction of new PRAB member: J.O. York was appointed
to complete the term of Phil Thompson on PRAB.
2. High School. Baseball Programs Leon Fowler stated.sthat they
are trying to get a baseball program into the high. school.
They have not been before the' School Board as of yet, but
are sure that they will ask the location where the games
will be played. The Baseball Board is requesting use of
the Babe Ruth fields from late March to the first of May_
for the High School Baseball Program if the School Board
approves such. Charlie Sego stated that there would
be no conflict with the current Babe Ruth programs.
Motion: Melton/Sego To. make the Babe' Ruth fields available
to the Schools if the School' Board approves a high.` school
baseball program. Motion passed unanimously.
PRAB stressed that they would make the fields available to
any program that promotes youth programs. PRAB is not forcing
the .schools into a baseball program, but they want the
schools to know that facilities would be available.
It is a park policy to utilize facilities as much:as possible
as long as it does not hinder the fields or programs existing.
3. Green Space Ordinance Mount Comfort' Acres: The Mount
Comfort Acres subdivision is located on Mount Comfort Road.
The development will contain 7 single family dwelling units.
Land dedication requirement would be .08.75 acres or money
in lieu would amount to $735. The park service area is
Asbell Park. The development is within the northwest park
district.
Motion: ' Melton/Sego ':To recommend. td the Planning
Commission to -.request a green space..'requrement.af-moriey since
the development lies within the Asbell Park service area.

4. Green Space Ordinance Waiver Request - Woodland Hills
Condominiums: Connie Edmonston reported that Bobbi
Jones asked for PRAB's recommendation concerning a request
for waiver of the Green Space Ordinance for the
Woodland Hills Condominiums.
Motion: Melton/Sego PRAB does not recommend a waiver
of the Green Space Ordinance for the Woodland Hills
Condominiums because it does not meet the requirements
to exempt the development from the Ordinance. Passed
unanimously.
5. Donation of Land: David Lashley reada letter from
Mr and Mrs Brigham stating that they might be interested
in dedicating one acre of land adjacent to Fox Funter Road
for a City Park if some type of sewer agreement could be
reached between them and the City.
6. E.O.A. Summer Youth Recreation Program: Community Development
Specialist, Ralph Nesson, wrote a letter to Dale Clark
requesting the City of Fayetteville to contribute an
additional $250 to the EOA/UA Summer Youth Recreation
Program. Earlier in February the Parks Department
approved $500, the amount alloted in the 1984 budget.
PRAB stated at their February 28th meeting ". . .If more
money is needed to pickup the slack for the Fayetteville
kids, PRAB said that they would try to help out."
Because of the shortage of funds with the JTPA program,
counselors were not availablethrough their program and
there is a need to hire an additional counselor. E.O.A.
haves to raise an additional $450. Connie Edmonston confirmed
the number of Fayetteville kids attending and it has ranged
from 37 to 51.
Motion: Sego/Rackerby To recommend a transfer 'of $250
from the miscellaneous account'#'70-1'00 or the transfer to
Housing Authority#20=08.7 to help the E.O.A program in
providing recreational activity 'for underprivileged children
in Fayetteville through the'EOA/UA Summer Youth' Recreation
Program.
PRAB stated that they will need to keep these figures in
mind when preparing the 1985 budget.

7. Combs Park Master Plan: Dale Clark reported that the
City Board of Directors approved to hire Dr. Al Einert
to devise a master plan for Combs Park not to exceed the
amount of $2,200. Dale Clark also stated that Dale
Christy and Jim McCord are defining the boundaries of
the park and the lease agreement. Clark stated that
the City Board said that it was very important to hold
a public meeting after PRAB approves the conceptual
preliminary plan. This was also the consensus of the
PRAB.
8. Swimming Pool Report: Connie Edmonston reported that
the peak attendance at the City Pool was Monday, June 11.
The attendance was 614. She also stated that the shaded
benches for the wading pool were installed. Edmonston
expressed her concern for the wading pool being so crowded.
The Pool Manager is taking records on thewading pools
attendance.

9. Children's- Theatre :Report: Connie Edmonston reported
that Dr. Patricia Relf is the instructor .for the theatre
classes for the first session. Attendance is as follows
for the June 4 July 6 session: Tiny Tots. ages.3 .to 5:-T
children; Grades 1-3: 5 children; Junior High.:.3.youth.;
Sr. High: 2 youth.. The theatre classes areworking on
giving a performance at the end of the session. t will

PRAB stated that they need to evaluate the program at the
end of the grant year.
10. Walker Park North and Charles Finger Park: Dale Clark
stated that the construction of the parking lots was
moving slow. No playground or picnic facilities have
been installed yet. Connie Edmonston and Patti Reid
marked the location of the equipment at Charles Finger
Park. Walker Park North will have to cleared some before
actual placement of the equipment is determined.
11. Land and Water Conservation Fund Program: It was the
consensus of PRAB to recommend to the City Board of
Directors for the Parks Department to apply for the
Land and Water Conservation Grant Program. The grant
money would be used at Wilson Park to complete the
Master Plan of the projects designated for 1985 budget
year. The grant requires a fifty/fifty matching funds.

Wilson Park in applying for the grant. Matching funds
would be budgeted in the Parks 1985 General Budget.
The grant deadline is June 29.

GRANT APPLICATION REQUEST FOR THE LAND AND WATER CONSERVATION
FUND PROGRAM (Arkansas Department of Parks and. Tourism)_
Request for the budget year of 1985.
Fifty/fifty matching funds.
City matching funds to be budgeted in the Parks 1985 Budget.
Project site: WILSON PARK
Goal: To implement the Master Plan of Wilson Park as approved
by the City Board of Directors.
